NORWICH PUBLIC PARKING COMMISSION
The following are the minutes of the special meeting of the Public Parking Commission held at
6: 00 p.m., April 6, 2010 in the Buckingham Memorial Bldg.
PRESENT: Ms. Olive Buddington, Chairwoman, Mr. Alan Bergren,
Mr. Jeffrey Lord and Mr. William Nash.
ABSENT: Mr. Francois (Pete) Desaulniers, Ms. Laurie Glenney-Popovich
and Mr. Sean Ryan.
At 6: 15 p.m. Ms. Buddington called the meeting to order, noting a quorum was present.
DISCUSSION OF PARKING PROPOSAL:
Ms. Buddington opened the discussion by stating that this will be a workshop to fine tune the
proposal before presenting it to the public. She asked if anyone had any suggestions to add or
delete from the existing plan.
Ms. Rizzuto suggested that an “express zone” be considered for an area of lower Broadway and
Main St/Franklin Square area. These areas would be No Parking Zones. Limited to customer
pick up/drop off area. The limited number of spaces would ensure a steady flow of vehicles
and allow customers easy access for quick stops. Signage would indicate that these areas
would be limited Monday through Friday from 7am to 4pm only. The validation program will
not be applied to these spaces. The curbing would be painted red.
The implementation of these zones would be dependent on a decision from the Police Chief.
The Commission members were in agreement that the express zones should be part of the
proposal.

Parking kiosks were also discussed. Ms. Rizzuto stated that she would contact Parkeon and
ask for a representative to attend the May 2010 meeting to provide the members with further
information.
It was decided that the public meeting would be scheduled for May 25,2010. It would be after
the regular May meeting and we would have the opportunity to go over the handout that will be
provided to attendees.
The intention of the Commission is to launch the program on June 1,2010.

Motion made to adjourn by Mr. Nash, second by Mr. Lord. Voted on and passed unanimously.
