CITY OF NORWICH
NORWICH PUBLIC PARKING COMMISSION
The following are the minutes of the regular meeting of the Public Parking Commission held at
5: 00 p.m., September 16, 2014 at the Buckingham Memorial Building.
PRESENT: Ms. Olive Buddington, Mr. Pete Desaulniers,
Mr. Jeff Lord and Mr. Sean Ryan.
ABSENT: Mr. Alan Bergren, Mr. William Nash and Mr. Terell Wilson
Co-Chairperson Buddington called the meeting to order at 5:05pm, noting a quorum
was present.
PUBLIC COMMENT: NONE
MINUTES:
On a motion made by Mr. Lord, second by Mr. Ryan, the Commission voted unanimously to accept
the minutes of the May 20, 2014 meeting as submitted.
It was also noted that the July 2014 meeting was cancelled.
FINANCIAL REPORTS & BILLS TO BE PAID:
A motion was made by Mr. Desaulniers, second by Mr. Lord to accept the financial reports and
accounts payable reports for:
May through August 2014
The motion was voted on and passed unanimously.
NEW BUSINESS:
MEB REQUEST FOR TEMPORARY PARKING/ MAIN STREET GARAGE:
Copies of all correspondence related to the request for temporary parking was provided to the
Commission members.
After a brief discussion, it was decided to follow the existing policies of the Commission.

Mr. Desaulniers made the motion to provide the temporary parking at the current rate of
$48.00/vehicle/ month. Considering that the permits were distributed August 5, 2014 and will be
valid until September 30, 2014, the Konover Company will be invoiced for 2 months. The motion was
seconded by Mr. Lord.
The motion was voted on and passed unanimously.
ANYTHING ELSE BROUGHT BEFORE THE COMMISSION:
A request from NCDC for free parking has been forwarded to this Commission from the Mayor’s
office. NCDC currently pays for 5 leased spaces in the Main Street Garage.
The Commission discussed the options that would be acceptable.
1. There will be 2 permits provided for NCDC staff.
2. These permits will be valid on the top level only.
3. Permits must be visible from outside the vehicle, when in use.
4. Summons issued will not be waived.
All other staff of NCDC will be expected to adhere to the existing parking regulations, either onstreet
or in the garage.
A motion was made by Mr. Lord, second by Mr. Ryan to present this decision to NCDC.
Ms. Rizzuto will inform NCDC of the decision in writing.
The motion was voted on and passed unanimously.

Motion made to adjourn by Mr.Desaulniers, second by Mr. Ryan. Voted on and passed unanimously.
