1 CITY OF NORWICH NORWICH PUBLIC PARKING COMMISSION The following are the minutes of the Special Meeting of the Public Parking Commission held at 12: 00 noon, August 7, 2018 at the Intermodal Transportation Center. PRESENT: Ms. Joanne Philbrick, Mr. Sam Browning, Mr. Jeffrey Lord, Mr. William Nash and Mr. Sean Ryan ABSENT: Mr. John Salomone Mr. Lord called the meeting to order at 12:10 pm, noting a quorum was present. PUBLIC COMMENT: NONE MINUTES: A motion was made by Mr. Nash, second by Mr. Browning, to accept the minutes of the May 15,2018 regular meeting. Attending members voted unanimously to accept the minutes. FINANCIAL REPORTS & BILLS TO BE PAID: A motion was made by Mr. Nash and second by Mr. Browning to accept the financial reports and accounts payable reports for May and June 2018. The motion was voted on and passed unanimously. MINUTES NPPC SPECIAL MEETING 08/07/2018  2 PROPOSED AMENDED BUDGET: The amended budget proposed by the Comptroller was discussed. The Commission members agreed that the transfer of Funds from the NPPC to the General Fund was to be limited to this Fiscal Year. Any additional transfer requests must be brought before the Commission for approval. This request should be prior to the proposal being brought to the City Council. Projected “monthly parking revenue” should remain at $200,000.00 as originally approved. All other amended changes were acceptable to the Commission. The motion to accept the budget as discussed was made by Mr. Nash, second by Ms. Philbrick. The members voted unanimously to accept the amended budget . SOVEREIGN ASSET LEASE: The Commission members discussed the terms of the proposed Sovereign Asset Lease. The lease will run concurrent with the State of Connecticut lease. The new terms will be 150 spaces @ $55.00/ space. Until the lease is signed, the current parking agreement will remain in effect. The new agreement will designate spaces in the garages for State of CT use. Current leaseholders will not be affected by the new agreement. A motion was made by Ms. Philbrick, second by Mr. Nash, to forward this information to Corporation Counsel for a draft lease. The members voted unanimously to pass the motion. MINUTES NPPC SPECIAL MEETING 08/07/2018  3 PUBLIC PARKING LOT USAGE: A request to allow These Guys Brewing Company to use the Zierler Lot for an event in October 2018, was brought before the Commission for discussion. Information was provided to the Commission members, regarding prior requests and minutes from Parking Commission meetings, related to lot usage. During the discussion it was suggested that the Commission establish a policy regarding the use of public space by private business. Ms. Rizzuto was directed to contact Corporation Counsel for an opinion, regarding the usage. Continued discussion and policy making will continue at the September 2018 meeting. A motion was made by Mr. Nash, second by Mr. Ryan to approve the request of These Guys, for the October 2018 event only. Any further requests will be required to adhere to the policy and fee schedule enacted by the Norwich Public Parking Commission. The members voted unanimously to approve the motion. ANYTHING ELSE BROUGHT BEFORE THE COMMISSION: Mrs. Rizzuto made a request of the Commission to be “paid out” for 10 weeks of accrued vacation time. It was noted that the vacation time had accrued during prior years. Mr. Nash made a statement thanking the Administrator for going “above and beyond” what was necessary. Ms. Philbrick made a motion to approve the request for 10 weeks vacation time “buyout”, second by Mr. Lord. The Commission members voted unanimously to approve the motion.
