CITY OF NORWICH
NORWICH PUBLIC PARKING COMMISSION
The following are the minutes of the Regular Meeting of the Public Parking Commission held at
5: 00 PM, May 21, 2019 at the Intermodal Transportation Center.
PRESENT: Ms. Joanne Philbrick, Mr. Sam Browning, Mr. John Salomone, and Mr. Sean Ryan
ABSENT: Mr. Jeffrey Lord and Mr. William Nash
ALSO: Mr. William Kenny
Ms. Philbrick called the meeting to order at 5:04 pm, noting a quorum was present.
PUBLIC COMMENT:
Mr. William Kenny addressed the Commission related to parking in the areas surrounding NFA. As
a resident of the area, he is concerned that the student parking issue should be addressed.
The Commission members thanked Mr. Kenny for his appearance and comments and assured him
that his concerns will be addressed.
MINUTES:
A motion was made by Ms. Philbrick, second by Mr. Browning, to accept the minutes of the
November 20, 2018 regular meeting.
Attending members voted unanimously to accept the minutes.

FINANCIAL REPORTS & BILLS TO BE PAID:
A motion was made by Mr. Ryan, second by Mr. Salomone to accept the financial reports and
accounts payable reports for November & December 2018 and January through April 2019.
The motion was voted on and passed unanimously.
CAMERA PROPOSAL/ VIADUCT & MARKET ST. GRG:
The Commission members were provided with a proposal for installing security cameras in the
Viaduct and Market Street garage.
At this time, there is no action required, it is informational only.
PROPOSED BUDGET 2019/2020:
After a brief discussion, a motion was made by Ms. Philbrick to approve the pay raise for the PEO,
Mr. Salomone seconded the motion.
Members voted as follows: AYE : Ms. Philbrick, Mr. Salomone and Mr. Browning
NAY: Mr. Sean
Motion passed .
A motion was made by Mr. Browning to approve the budget as presented, (including the wage
increase). Motion second by Ms. Philbrick.
Motion was voted on and passed unanimously.

PARKING RECOMMENDATIONS / LINCOLN AVE:
Ms. Rizzuto provided the Commission with information related to parking issues residents are
complaining about in the NFA area. Mr. Kenny had earlier addressed the Commission regarding the
same topic. Several ideas were discussed.
Mr. Salomone, as City Manager, stated that he would like to further explore the options. He would
take a comprehensive approach and attempt to contact NFA for their input as to how to rectify the
situation.
The Commission determined that before forwarding any requests to the Public Safety Committee for
action, Mr. Salomone would proceed with his suggestion, and report his findings to the Commission.
The Commission gave their approval to add wording to the current list of fines and penalties in the
City Code of Ordinances. The addition will clarify the distances required to be in compliance with
State and local ordinances.
The information will be forwarded to Corporation Counsel for implementation.
CANCELLATION OF JULY 2019 MEETING:
As in past years, a request was made to cancel the scheduled July meeting of the NPPC. Should it be
necessary to have a meeting, a Special Meeting would be scheduled.
A motion was made to cancel the July 2019 meeting, by Ms. Philbrick. The motion was seconded by
Mr. Ryan.
Motion was voted on and passed unanimously.

ANYTHING ELSE BEFORE THE COMMISSION: NONE
ADJOURNMENT:
Having no further business to discuss, a motion was made by Mr. Browning , second by
Mr. Ryan, to adjourn the meeting. Voted on and passed unanimously.
Meeting was adjourned at 5:40 pm.
