1 CITY OF NORWICH NORWICH PUBLIC PARKING COMMISSION The following are the minutes of the Regular Meeting of the Public Parking Commission held at 12: 00 PM, September 21, 2021. The meeting was conducted remotely by telephone, in accordance with Executive Order 7B. PRESENT: Ms. Stacy Gould, Mr. Jeff Lord, Mr. Sean Ryan, Mr. Tucker Braddock and Mr. John Salomone, City Manager ABSENT: Mr. William Nash & Mr. Derell Wilson Mr. Lord called the meeting to order at 12:00 pm, noting a quorum was present. PUBLIC COMMENT / PROTEST : Ms. Zakia Wright: Ms. Zakia Wright was in attendance at the meeting to protest a violation issued in July 2021. Mr. Lord requested that Ms. Wright proceed with her statement. At the end of her presentation, the Commission members were allowed to ask questions. Once the questions were answered, Mr. Braddock made a motion to uphold the summons. Ms. Wright asked that a payment plan be allowed. Mr. Ryan,asked to amend the motion by allowing a payment plan be instituted. The motion was amended as requested. The payment plan would be 6 months in duration, and would allow Ms. Wright to pay $25.00/month, without further penalty, through March 15,2022. Mr. Ryan, seconded the motion as amended. The members voted unanimously to pass the motion. ROLL CALL VOTE: Ms. Gould – yes Mr. Lord - yes Mr. Ryan - yes Mr. Salomone – yes Mr. Braddock – yes MINUTES NPPC MEETING 09/21/2021  2 APPROVAL OF MINUTES: A motion was made by Ms. Gould to approve the minutes of the NPPC special meeting held on May 25, 2021. The motion was seconded by Mr. Ryan. The vote was unanimous to pass the motion. ROLL CALL VOTE: Ms. Gould – yes Mr. Lord - yes Mr. Ryan - yes Mr. Salomone – yes Mr. Braddock – yes APPROVAL OF FINANCIAL REPORTS: A motion was made by Mr. Braddock, second by Ms. Gould to accept the NPPC Financial Reports from May 2021 –August 2021, as submitted. The motion was voted on and passed unanimously. ROLL CALL VOTE: Ms. Gould – yes Mr. Lord - yes Mr. Ryan - yes Mr. Salomone – yes Mr. Braddock - yes NEW BUSINESS: A. NPPC 2021/2022 MEETING SCHEDULE: A motion was made by Mr. Ryan, to accept the meeting schedule as presented. The motion was seconded by Mr. Lord. Motion voted on and passed unanimously. ROLL CALL VOTE: Ms. Gould – yes Mr. Lord - yes Mr. Ryan - yes Mr. Salomone – yes Mr. Braddock - yes MINUTES NPPC MEETING 09/21/2021  3 ANYTHING ELSE BEFORE THE COMMISSION: An email was forwarded to the Commission members, regarding a request to waive a ticket. After discussion, a motion was made by Mr. Braddock to uphold the ticket, but as a courtesy, waive the penalty fee. The motion was seconded by Mr. Ryan. Motion voted on and passed unanimously. ROLL CALL VOTE: Ms. Gould – yes Mr. Lord - yes Mr. Ryan - yes Mr. Salomone – yes Mr. Braddock – yes ADJOURNMENT: Having no further business to discuss, a motion was made by Mr. Braddock, second by Mr. Lord to adjourn the meeting.
