PUBLIC SAFETY COMMITTEE MINUTES Regular Meeting via ZOOM App Wednesday May 12, 2021 7:00 PM Committee Members Present: Alderman Mark Bettencourt and Alderman Joseph DeLucia. Committee Members Absent: Alderman William Nash. Administration and Staff Present: Mayor Peter Nystrom, City Manager John Salomone and Alderwoman Stacy Gould, City of Norwich; Eric McDermott, Norwich Public Utilities; and Chief Patrick Daley, Norwich Police Department. Volunteer/Central Fire Departments and Others: Norwich: Chief Keith Wucik; East Great Plain: Deputy Chief Jerry Verant; Laurel Hill: Chief Aaron Westervelt; Occum: Deputy Chief Scott Egert; Yantic: Chief Bill Eyberse and Taftville: Chief Timothy Jencks. Citizens Present: None. I. Call to Order and Quorum: Alderman DeLucia called the meeting to order at 7:01 PM. There was a quorum present. II. Adoption of Previous Meeting Minutes: Alderman Bettencourt made a motion to approve the April 21, 2021 meeting minutes. Alderman DeLucia seconded. All voted in favor. The motion passed unanimously. III. Citizen Comment: Brian Kobylarz 16 Hobart Avenue stated he had concerns regarding the use of ATVs within the city specifically in Mohegan Park and questioned if the state had developed enforcement regulations for ATV usage or if there was a way to prohibit their use in Mohegan park. Brian Kobylarz also expressed concerns over the recent Colonial Pipeline hack and questioned how prepared Norwich Public Utilities was in regards to cyber security. Brian Kobylarz questioned in regards to the recent master plan passed by city council for properties over 100 acres if solar panels would be warranted. Mayor Peter Nystrom responded to Brian Kobylzard that NPU currently generates power through hydroelectricity, not solar, but that they are looking into ways of utilizing non fossil fuels. IV. Unfinished Business: a. COVID-19 Update: City Manager John Salomone reported the city went below the red zone level in the past week with slightly below 15 infections per 100,000. City Manager Salomone stated that city hall was still planning to open on Monday May 24th and that he was expecting guidance from the governor's office regarding executive orders, hopefully on how the state will address hybrid to in person meetings. City Manager Salomone reported that he received guidance from the treasury department on the American Recovery Plan but it was not as specific as he expected so work needed to be done before staff could make recommendations on qualified projects and programs. City Manager  Salomone stated the city should receive the first installment of the 21 million dollar funding as early as the following week. Discussion ensued regarding potential usage of the funds and methods for deciding projects. City Manager Salomone reported that the city continued to host vaccination clinics and that schools would be starting vaccinations for 12-16 year olds in the next few days. V. New Business: a. Traffic Control and Enforcement: Alderman DeLucia stated he had multiple conversations and a meeting with Chief Patrick Daley in regards to a recently published article and community concerns over a rash of recent traffic accidents and infractions. Chief Daley explained that the complaint process entailed calling the police department, the city manager's office or city council directly. Chief Daly stated that NPD studies traffic issues internally when a complaint is received where himself and a supervisor will inspect the area if they are unfamiliar with it and then assign an officer to do a traffic study which typically involves putting a speed detection device on the roadside to assist in developing an enforcement procedure. Chief Daly continued that a list of long-term problematic roads is maintained by the captain who will disperse officers multiple times throughout shifts to monitor the areas. Chief Daly explained that various social aspects were also contributors such as distracted driving which they have received grants for in the past from the DOT to use towards enforcement in areas where the most good can be done. Chief Daley stated that in response to the citizen comment, there was a general statute that addressed ATV usage on public highways and city ordinance 14-4 addresses ATVs and motorized vehicle usage within the park, however enforcement presented challenges. Alderman Mark Bettencourt asked about the possibility of putting in speed bumps on city side streets. Chief Daley responded that the city has not embraced the speed bumps in the past as there is an extreme amount of liability involved if an accident occurs and it is not a recommended practice per the manual on uniform traffic control devices. Chief Daly stated that the speed bumps can cause wipeouts for motorcycles and damage city plows he felt there were other traffic calming devices that should be utilized such as bump outs and chevron signage that should be considered before using speed bumps. b. Department Updates: i. NPU Update: Eric McDermott stated in response to the citizen comment that he could not comment specifically on NPU’s security practices however they do follow best industry practices. Eric McDermott stated NPU was on phase 2 of its return to work plan with most staff still working from home and in-home services resumed as well as the opening of the customer service center by appointment only. Eric McDermott reported following state guidelines NPU would start transitioning to phase 3. Eric McDermott stated that NPU’s PPE levels remained sufficient and had no current COVID cases among staff. Eric McDermott reported that all reservoirs were at full pond. Eric McDermotted stated that the water main which feeds the East Side from 8th street was still shut down due to the break and that NPU was actively working with the railroad to secure a permit to complete the work. Eric McDermott reported that NPU had submitted work drawings and are waiting on a response back from the railroad company. Eric McDermott stated work can only occur over the weekend and during that time 8th Street will be shut down entirely so they are working on detour plans and will coordinate will all affected agencies. Eric McDermott continued that currently East Side was being fed by the main on Route 2 however volume remained an issue so after completing a flow assessment all impacted hydrants had been  re-color coated to match the available fire flows. Eric McDermott stated the previous day NPU had completed sprinkler testing at the AHEPA apartments which showed a large drop in pressure and volume. ii. American Ambulance: Robert Rautio reported for the month of April that AA responded to 672 emergency calls and had returned to their normal call volume. Robert Rautio stated that emergency calls in the city had decreased from a critical level and that no staff was currently out on COVID related cases. Robert Rautio stated AA was approaching 90% of its staff vaccinated and that PPE levels were good. iii. Police Department Update: Chief Patrick Daley reported that he met with Alderman DeLucia to develop a similar reporting form as the fire departments and as of month NPD’s call volume had returned to normal. Chief Daley thanked American ambulance and Norwich Fire Department for their assistance with the tragedy on Mckinley Avenue. Chief Daley reported NPDC continued to research CAD RMS systems and options and meeting with vendors. Chief Daley stated the fire departments should expect to be brought in the following week. Chief Daley reported in the past month had ‘fishing with a cop’ and ‘coffee with a cop’ community events which were well received. Chief Daley stated NPD was looking forward to a gun buy-back event in June and National Night Out the first Tuesday in August. iv. Emergency Management Update: Chief Keith Wucik reported that EM made arrangements with Uncas Health District to store some supplies of their PPE and they were looking at quotes on turning parts of headquarters in a secondary Emergency Operations Center. Chief Wucik reported the FEMA mobile vaccine unit would be returning the 26 and 27th to provide second vaccine doses. Chief Wucik stated that EM had been collecting Red Cross shelter kits that needed to be updated and maintained for service. v. Fire Department Updates: SEE ATTACHED ADDENDUM WITH STASTICAL REPORTS. ● Norwich: Chief Wucik reported fire marshals had been busy with various brush fires that have caused property damage and a recent fire on Elizabeth Street. Chief Wucik reported the replacement of Squad A as a critical need and that NFD had been working on a radio survey with the volunteer departments. Chief Wucik reported that Lieutenant Adam Griffin had recently been promoted and that Mark Waters had been hired as the Director of Safety and Training. Chief Wucik stated that Mark Waters also was appointed Deputy Emergency Management Manager and there were two recruits in the fire academy graduating May 26th. Chief Wucik stated both stations were closed to the public and NFD was holding a fire rescue training for all four platoons through grant funding along with additional training in June. Chief Wucik reported no members out due to COVID and that PPE was sufficient. Taftville: Chief Timothy Jencks reported that recent changes regarding access calls would hopefully limit dispatch for access only and that Taftville switched to in-person training in April which had been well attended, as well as their online training. Chief Jencks reported that the Taftville station would open to the public inline with city hall, hopefully in time for their yearly events. Chief Jencks stated critical needs included a new floor at the firehouse for which the members would be doing the labor and that two members had been out in the past month from COVID. Chief Jencks stated that a fair amount of the Taftville members had been vaccinated. Chief Jencks reported that he had recently attended some citizen meetings in regards to vandalization at the Taftville park and that members had to clean graffiti off of the park the night prior. Chief Jencks has spoken with city manager and mayor about placing a camera on the firehouse directed at the park to help in identifying the perpetrators in the ongoing problem, as it was believed to be a select small group of individuals. ● Yantic: Chief Bill Eyberse reported 44 calls for the past month and no current COVID cases. Chief Eyberse stated that Occum’s PPE levels were well and that about 62% percent of members were vaccinated. Chief Eyberse stated that Occum had originally set a date of June 1st to re-open the firehouse but that they may open for the Memorial Day weekends. Chief Eyberse reported that physicals were ongoing in the firehouse and that daytime and evening training had been well attended. Chief Eyberse stated the RIT team would be training with mutual aid partners that upcoming weekend and they were planning a live burn in late September. Chief Eyberse reported that eight firework events were planned at Dodd Stadium throughout the summer and that he was working hand-in-hand with the fire marshal office to provide safety. Chief Eyberse stated Occum had almost completed NFD’s radio testing and his rescue captain had shared a list of their rescue equipment with Chief Montoya for vehicle extrication and heavy rescues. Chief Eyberse reported that one member was receiving EMT training. Discussion ensued regarding state reporting. ● Occum: Deputy Chief Scott Egert reported 46 responses for the year so far and that the Engine 41 replacement was a critical need. Deputy Chief Egert stated that Occum completed the NFD radio survey the following weekend and was good throughout the district aside from the Norwichtown kennels. Deputy Chief Egert reported 37 members for Occum currently with 4 pending EMT certification. Deputy Chief Egert stated the firehouse was receiving new heat at the base of its stairs and that they were waiting on a new bulkhead. Deputy Chief Egert stated that the downstairs bathroom shower was halfway completed and that the station completed hose testing the day prior. Deputy Chief Egert stated that Occum was working towards their OSHA requirements for training and following CDC guidelines on reopening the station. Deputy Chief Egert reported no new COVID cases among members and that PPE levels were well. Deputy Chief Egert stated that OSHA notified them that they would be going to the various firehouses for inspections. Deputy Chief Egert reported progression in the Tarryk Farm area with the potential business park and that Occum was preparing for potential needs. ● East Great Plain: Chief Keith Milton reported 80 runs for the past month and that EGP had begun in-person training in the past month while continuing online training to meet OSHA  requirements. Chief Milton reported the Engine 52 replacement as a critical need and that apparatus went out for routine maintenance over the course of the month. Chief Milton stated that members in the Firefighter 1 class would be finishing up soon and that EGP was continuing the radio survey testing. Chief Milton reported that he had provided Chief Merchant and Chief Montoya with a list of what is on their rescue truck. Chief Milton reported the EGP hall project was moving along with the asbestos abatement completed, all old electrical removed and the sheet rocker coming in the next day to put everything back together. Chief Milton discussed the EGP OSHA review. ● Laurel Hill: Chief Aaron Westervelt reported that the rock retaining wall repair at the firehouse was ongoing and should be finished up in the next few weeks. Chief Westervelt stated that they should be meeting with the contractor and city engineer to finalize plans for the remaining half of the wall. Chief Westervelt reported that the UTV was still out of service as they received a part which then failed so a new part had to be ordered which led to another problem being discovered when it was installed. Chief Westervelt stated that all should be fixed and that the UTV should be returned the next day after being without it for over a month. Chief Westervelt stated that PPE levels were good and that six members were looking to receive their licenses so a lot of driving trainings had occurred. Chief Westervelt reported Laurel Hill had finished up a couple weeks of extrication courses and would continue with outdoor trainings. VI. Public Safety items for future discussion: None. VII.
