Citizens Present: None.
I. Call to Order and Quorum: Alderman DeLucia called the meeting to order at
7:00 PM. There was a quorum present.
II. Adoption of Previous Meeting Minutes: Alderman Bettencourt made a
motion to approve the August 11, 2021 meeting minutes. Alderman
DeLucia seconded. All voted in favor. The motion passed unanimously.
III. Citizen Comment: None.
IV. Unfinished Business:
a. COVID-19 Update: City Manager John Salomone was not in attendance.
b. City Manager’s Report on Fire Chief’s meetings: Alderman
DeLucia read the report by the city manager into the record. SEE
ADDENDUM I. Alderman Bettencourt stated that he understood
concerns regarding the one-city tax but it was not something they were
currently looking to pursue and that their goal was the application of
services. Alderman Bettencourt continued that he also understood that a
substantial investment would be involved to build the foundation of an
improved dispatch center. Alderman DeLucia agreed that the committee
was not interested in pursuing a one-city tax protocol and that he was
interested in forgoing any costs of allowing the closest department to
respond on the scene in the name of safety. Chief Timothy Jencks stated
that it was a legitimate concern amongst department membership in
regards to the mailing that went out during the election to CCP residents
that referred to the one-city one-tax being looked at and also in regards to
actions taken by previous council in the past. Discussion ensued.
V. New Business:
a. September 2, 2021 storm impacts: Chief Bill Eyberse thanked efforts by
all departments for their support during the Storm Ida. Chief Eyberse noted
that the West Town Street area had a high impact and that Yantic worked
closely with the Emergency Operations Center. Chief Eyberse discussed
various roads that had flooding impacts. Chief Timothy Jencks noted some
communication issues with dispatch and other operational issues that need
to be addressed. Director of Training and Safety Mark Waters reported that
Hurricane Henri was nothing in comparison to the flooding from Ida and
that the EOC was activated but the peak of the storm primarily affected
utility functions opposed to flooding issues. Mark Waters stated the EOC was
activated in the early morning for Storm Ida and that it was a challenge to
get a shelter open but did so successfully with the Red Cross. Mark Waters
reported that 10 citizens were evacuated from Mohegan Commons on
Mohegan Park Road which had been very affected. Mark Waters stated there
was work to be done in regards to communication and supplies. Mark
Waters discussed the impact on local homes and businesses and the process
of Norwich being declared a disaster area. Barry Ellison stated that the
smaller rivers seemed to be affected during Ida. Chief Eyberse and Barry
Ellison discussed drainage in regards to work being done at Exit 14 on 395.
b. Department and Agency Updates: SEE ADDENDUM II FOR
MONTHLY STATISTICAL REPORTS
i. NPU Update: Barry Ellison reported that not much had changed in
COVID operations during the last month and that NPU continued to
social distance and mask when appropriate. Barry Ellison stated that
NPU administrative staff was working hybrid and that their
vaccination rate was slowly climbing. Barry Ellison reported that
reservoirs were well over 100% and that at mid-morning the
previous day a non-weather related outage affected about 2,500
customers for an hour and a half. Barry Ellison stated the problem
was a mechanical issue inside of the North Main Street substation
and that engineers were evaluating the situation.
ii. American Ambulance: Robert Rautio reported that AA responded
to 832 emergencies last month with 232 transfers from NPD
dispatch. Robert Rautio stated that AA was one of customers
affected by the NPU outage the day prior with damage occurring to
the hospital radio link so they were currently operating without and
that their investigation shows it seems to be an internet issue.
Robert Rautio reported AA was feeling COVID impacts again with
staff but the majority of staff was vaccinated.
iii. Police Department Update: Chief Patrick Daley reported no
COVID impacts for August but that September was shaping up
differently with some possible exposures and changes in procedures.
Chief Daley reported that NPD held shifts for both storms and
assisted fire departments when possible. Chief Daley stated the
average of two shootings per month was continuing and that he was
working with the attorney general and the New London Police
Department in the next few weeks to kick off an initiative to address
the issue. Chief Daley discussed the need to update or replace police
station discussion and noted that part of improving dispatch would
be to hire more employees which there was not room for nor room
for a lead dispatcher. Chief Daley stated it had been 9 years since the
issue was last addressed and things have not improved since. Chief
Daley discussed the recent rise in violent crimes and potential
factors involved. Further discussion ensued amongst the Chief and
council members regarding the replacement of the police station.
iv. Emergency Management Update: Director of Training and Safety
Mark Waters reported that the CERT team was requested twice
during the last two heavy rain storms to assist in distributing sand
bags.
v. Fire Department Updates:
1. Norwich: Director of Training and Safety Mark Waters reported
that in the last month NPD responded to a fire at 32 Spaulding
Street fire and a hazard material incident on West Main where
over a mile of hydraulic oil was spilled which caused the road to
be shut down for sand crews to maintain the spill. Mark Waters
stated additional staffing was placed on frontline apparatus
during the tropical storm. Mark Waters stated that additional
staffing was also put on the service truck to assist with pump and
equipment transport. Mark Waters reported that the entire
department operated for approximately 10 hours straight in
regards to various emergencies. Mark Waters stated Squad A was
scheduled for an extensive 4-6 week overhaul at fleet
maintenance and while Squad 4 was available if another squad
was to go out of service during that time NFD would not have a
backup. Mark Waters stated Chief Montoya may be speaking to
the volunteer departments regarding borrowing an engine if
needed. Mark Waters reported that the fire clerk position was
filled and that the 8th Street Bridge project was completed
without a hitch. Mark Waters stated both stations remained
closed to the public.
2. Taftville: Chief Timothy Jencks reported 65 calls for the month
and that members of the company contributed 262 man hours
during the hurricane. Chief Jencks stated Taftville was prepared
to have multiple operational shifts if needed and an ambulance
was made available from American Ambulance. Chief Jencks
stated their doors were open to NPD and public works. Chief
Jencks reported one member was under COVID quarantine and
that PPE supplies were at a good level. Chief Jencks stated they
were waiting for NPU to remove 2 poles from the parking lot so
they can move to the next phase in the parking lot project.
3. Yantic: Chief Bill Eyberse discussed statistics in regards to the
recent increase in motor vehicle accidents and encouraged chiefs
to discuss safety measures with their members. Chief Eyberse
reported that Yantic responded to a structure fire on Plain Hill in
the last month and that their vaccination level was steady at
approximately 70%. Chief Eyberse stated that PPE supplies were
adequate and that there were no exposures at the station. Chief
Eyberse stated that masks were required in apparatus and that
one member was taking the Firefighter 1 class. Chief Eyberse
stated he was encouraging members to take the free National Fire
Academy class in October on strategy and tactics. Chief Eyberse
reported the scheduled passport training with NFD was
postponed due to Ida and that the department reviewed OSHA
protocols. Chief Eyberse earlier in the month the department
dealt with a leaking propane tank during which members
discovered several hydrants at the Norwich Town Mall were non-
operational so the fire marshal and property owners were
notified. Chief Eyberse noted that while no trucks were used for
Hurricane Henri, during Storm Ida the department completed 21
pump jobs, three vehicle rescues, two vehicle water investigations
and an evacuation at Comfort Suites. Chief Eyberse reported that
Engine 41 has been to the city garage repeatedly with electronic
issues, Engine 32 was next in line for electronic repairs and that
Engine 36 was also in the city garage for minor issues.
4. Occum: Deputy Chief Scott Egert reported EGP to 18 calls in the
past month putting the department at 129 calls for the year.
Deputy Chief Egert stated Occum responded to two calls during
Hurricane Henri and eight calls during the remnants of Storm
Ida. Deputy Chief Egert reported that Engine 41 was awaiting
parts to take care of the low voltage lights and that Engine 42 had
been to the city garage repeatedly for alternator issues. Deputy
Chief Egert reported membership at 36 and that the department
was waiting on the finance department to receive the grant from
the state to begin capital projects. Deputy Chief Egert reported
that two members need to retest their practical and written exams
for EMT; one member was in the Firefighter 1 course and another
at the EMT course through American Ambulance. Deputy Chief
Egert stated that monthly training was focused on their upcoming
live burn slated and that the station remained open to the public,
following CDC guidelines. Deputy Chief Egert discussed recent
COVID exposures and reported that membership vaccination was
67 percent. Deputy Chief Egert reported that an area of 61 White
Plains was sinking out and that public works placed cones in the
area but it remained a hazard. Deputy Chief Egert noted another
sinking issue in the area of 215 Old Canterbury Turnpike next to
the catch basin, which the department was also keeping a close
eye on.
5. East Great Plain: Chief Keith Milton stated the station was
manned for both storms and that EGP responded to 94 incidents
last month. Chief Milton reported the department continued
routine training and that apparatus were out for routine
maintenance. Chief Milton stated that PPE levels were good and
that there were no members currently with COVID exposures.
Chief Milton stated the NFA would be coming in the next month
for a strategy and tactics class and that he would email the
information to the other departments. Chief Milton reported the
EGP Tanker would be out of service for another week and that the
station was coming along with the renovation project. Chief
Milton reported critical needs as the replacement of Engine 52
and the department’s parking lot.
6. Laurel Hill: Chief Aaron Westervelt discussed the recent OSHA
guideline plan that was distributed to all departments and
reported that EGP assisted Yantic with several calls during Storm
Ida.

VIII. Adjournment: Upon a motion by Alderman Bettencourt seconded by Alderman
Nash, the meeting was adjourned at 8:32 PM. All voted in favor. The motion passed

ADDENDUM I
City Manager’s Report to Public Safety
August 2021
I last met with the Fire Chiefs on July 28th to continue our discussion on the ongoing fire service needs in
the City.
The topics in our last meeting included the radio system upgrade project, future equipment purchases
across the City, recent fire responses, and follow up on some of our past discussions. It was good to
hear that the Chiefs are making progress and working together on common goals. There is still quite a
bit of work to do, but they are working in the right direction.
Radio System Upgrades: Last month I was given a rough estimate on project costs from LT Perry of the
Police Department. I asked the Chiefs to narrow that range to give a more workable figure. Chief
Montoya worked with LT Perry and has since provided me a better figure for me to work with in
budgeting the project. The project is a package of an upgrade to the CAD/RMS (Computer Aided
Dispatch/Report Management System) at the PD, and new radios and associated components for the
FDs. This is a worthwhile project that will serve our dispatch center and fire departments well into the
future and will provide our dispatchers with a modern, efficient, and user friendly system for mutual and
automatic aid assignments.
Future Equipment Purchases: We discussed the need for open communication in planning future
equipment purchases, and the need for the departments to consider specializing in certain areas. The
Chiefs said they will include this topic in their next meeting. I look forward to hearing how they will
approach the challenges associated with equipment and apparatus purchasing.
Recent Fire Responses: The recent fire in Occum was discussed as it related to mutual aid companies
called to the scene. There was discussion on run cards and what was deemed adequate by Dispatch.
Chief Spaulding said they will address the run cards but that he felt the mutual aid response was
adequate for this incident based on the fire and the quick availability of mutual aid companies(Taftville
was in their station following a previous call, Yantic was also in their station).
Follow up from previous meetings included an update on the Emergency Reporting access for the Fire
Marshals, SOGs, discussion on the City COVID policies and upcoming changes, state-wide efforts to take
back the fire fighting foam, and discussion on fire fighter physicals.
Our next meeting is scheduled for August 18th. I believe the Chiefs will try to meet on their own before
then.
