PUBLIC SAFETY COMMITTEE MINUTES Virtual Meeting via ZOOM Wednesday October 13, 2021 7:00 PM Committee Members Present: Alderman Mark Bettencourt and Alderman Joseph DeLucia. Committee Members Absent: Alderman William Nash. Administration and Staff Present: Mayor Peter Nystrom and City Manager John Salomone, City of Norwich; Eric McDermott, Norwich Public Utilities; Robert Rautio, American Ambulance; and Chief Patrick Daley, Norwich Police Department. Volunteer/Central Fire Departments and Others: Norwich: Chief Tracy Montoya; East Great Plain: Chief Keith Milton; Laurel Hill: None; Occum: None; Yantic: Chief Bill Eyberse and Taftville: Chief Tim Jencks. Citizens Present: None. I. Call to Order and Quorum: Alderman DeLucia called the meeting to order at 7:03 PM. There was a quorum present. II. Adoption of Previous Meeting Minutes: Alderman Bettencourt made a motion to approve the September 8, 2021 meeting minutes. Alderman DeLucia seconded. All voted in favor. The motion passed unanimously. III. Citizen Comment: None. IV. Unfinished Business: a. COVID-19 Update: City Manager John Salomone reported that on October 22, 2021 the city would re-address its infection rate and make a determination on whether to continue the indoor mask mandate. City Manager Salomone stated that the city's levels had flattened out but not depreciated in the last few weeks. City Manager Salomone continued that the city's immunization rate was below the state average and the city was in a higher zone of infection rate within the state. City Manager Salomone stated he was looking to see a few weeks of declined rates before removing the mask mandate but would make final determination in the next week. Discussion ensued regarding the cities levels in comparison to other regions and mask requirements, as well as enforcement. b. City Manager’s Report on Fire Chief’s meetings: Alderman DeLucia read the report by the city manager into the record. SEE ADDENDUM I. City Manager Salomone reported that the purchase of the radio system would be divided with half of the total coming from the current ARP funds and the other half would come from the 2022 ARP fund allotment. City Manager Salomone reported the current estimate was at approximately 3.4 million which would mean 1.7 million for the current year. City Manage Salomone stated the estimates appeared to be coming down and felt that in a week they should have good numbers for discussion and to present to council. City Manager Salomone stated there would be a representative from dispatch at the October 19th chiefs meeting to discuss parallel communication efforts. City Manager Salomone reported that FEMA had visited the city the week prior to assess damage remnants of Ida, which had mainly affected private sector areas. City Manager Salomone discussed flooding issues in the Backus Hospital area and ARP funds that would go towards local hydraulic studies. City Manager Salomone also discussed automatic aid and issues with simultaneous calls. V. New Business: a. Department and Agency Updates: SEE ADDENDUM II FOR MONTHLY STATISTICAL REPORTS i. NPU Update: Eric McDermott reported that NPU continued to monitor COVID 19 precautions daily and was maintaining a mask mandate inside facilities and customers' homes. Eric McDermott stated that reservoirs are at full pond and that NPU was continuing hydrant flushing in the city. Eric McDermott stated that NPU was working with the departments on the radio system upgrade and shifting of city EOC radio operations to the state system. Eri McDermott stated NPU was also assisting American Ambulance with a radio upgrade and were looking to schedule their annual gas and electric safety training with the departments. Alderman DeLucia discussed maintenance of water levels in reservoirs. ii. American Ambulance: Robert Rautio reported 725 emergency calls in last month, which was higher than average. Robert Rautio stated that AA was at 100% compliance with the vaccine mandate but was maintaining a mask mandate as well. Robert Rautio reported that their PPE storage was sufficient and that AA continued to utilize the COVID-19 tool kit that they developed internally. Robert Rautio stated that AA was hosting local flu vaccination clinics as well. iii. Police Department Update: Chief Patrick Daley reported a high uptick in calls and that NPD was requiring masks in the station and while dealing with others. Chief Daly reported no current COVID impacts in the last month and that non-compliance mask related calls had declined. Chief Daly reported there was one new officer in the police academy in addition to three members already enrolled in the academy. Chief Daly reported one member retired in the past month and that a couple members were out on long-term workers' compensation injuries, which was affecting staffing. iv. Emergency Management Update: Chief Tracy Montoya reported doing a follow up with DHMAS and FEMA on Ida remnants to determine damages. Chief Montoya reported that the preliminary appeared as though the county may not meet the threshold for FEMA aid but they still needed to inspect other towns in the county. Chief Montoya stated the damage assessment was ongoing and definitely a learning experience for the city. v. Fire Department Updates: 1. Norwich: Chief Tracy Montoya reported both stations remained closed to the public and that NFD was limiting in person contact where they could. Chief Montoya reported that PPE supplies are sufficient and there had been no new COVID cases in the past month. Chief Montoya stated he was still looking to increase vaccination levels. Chief Montoya reported significant responses included a partially submerged boat in a river to which the marine unit responded and notified applicable agencies. Chief Montoya reported that Squad A was out of service for an engine rebuild that Engine 4 had been out of service since going in 10 days ago. Chief Montoya stated NFD initially borrowed Engine 52 from EGP to be used as a backup engine, which ended up being put into service when Engine 2 went down for a transmission issue earlier that week. Chief Montoya continued Engine 52 however has an intermittent pump engagement problem so they borrowed Engine 32 from Yantic instead, so as to not run into any issues during a critical time. Chief Montoya explained the situation left NFD without a squad in service and no spare engine.Chief Montoya requested a better lineup for equipment between the CCD and fire company, as much as the offers from the volunteer departments were appreciated, he wanted to make sure there is clear communication between fleet maintenance and departments in regards to replacement apparatus. Chief Montoyta stated NFD was in the process of recruiting firefighters and that both facilities remained closed to the public but they were hosting city meetings. Chief Montoya stated that some chiefs met with the Connecticut Telecommunication Systems radio representatives in the last week who were very knowledgeable and that NPD and dispatch representatives had been invited to the next chiefs meeting. 2. Taftville: Chief Timothy Jencks reported 62 runs for the month and that Taftville was activated as part of a regional team for water search and rescue in North Stonington where the victim was able to be located and recovered.Chief Jencks reported a structure fire that occurred that past Saturday which was handled quickly but determined a total lost that the fire marshal was investigating. Chief Jencks reported Taftville was pushing through the budget for the year and moving onto phase 3 of their parking lot replacement, now that the poles were down. Chief Jencks stated the old fencing would be removed to open the area up. Chief Jencks stated that Taftville was following current state guidelines in regards to COVID and that all members remained masked. Chief Jencks stated the station remained closed to the public at time and that Taftville would be hosting trunk or treat on Halloween at Wequonnoc School along with other civic organizations. 3. Yantic: Chief Bill Eyberse reported 93 calls for the month, 19 of which were storm related, as well as repeated responses on Route 32 and I-395. Chief Eyberse stated member vaccination percentage was increasing and that Chief Eyberse stated Yantic was beginning the parking lot replacement process with support from capital improvement funds. Chief Eyberse stated the work would start in winter or early spring. 4. Occum: None. 5. East Great Plain: Chief Keith Milton reported 87 calls for the last month and that EGP was continuing regular and online training. Chief Milton reported that ET 51 came back from repairs about 2 weeks prior and that their other apparatus went down to the city garage for routine maintenance. Chief Milton stated the Engine 52 pump shifter had been an ongoing issue that the city garage tried to look into numerous times and that it was a critical need. Chief Milton stated in addition to the replacement of Engine 52 the parking lot replacement was another critical need as areas were beginning to sink. Chief Milton stated EGP responded to around 10 pump-out jobs during Storm Ida. Chief Milton stated COVID supplies were good members remaining vigilant in regards to COVID procedures. 6. Laurel Hill: None. VI. Public Safety items for future discussion: Followup on flooding issues. VII. Next Meeting: November 10, 2021. VIII. Respectfully Submitted, Katherine Rose ADDENDUM I City Manager’s Report to Public Safety October 13, 2021 meeting I last met with the Fire Chiefs on September 22nd to continue our discussion on the ongoing fire service needs in the City. The Chiefs were not able to meet on their own over the past month, however they did have a meeting with representatives from the Connecticut Telecommunications System Unit regarding the Statewide Radio System. The topics in my meeting with the Chiefs included the Statewide Radio project, Dispatch, Storm Ida, and Automatic Aid. Radio Project: The Chiefs met with members of the Connecticut Telecommunications System Unit to discuss system needs and design as they work with the Police to finalize specs for a combined project of replacing the CAD along with the Fire Service radio system. There are further scheduled meetings with the state team and the Chiefs. I expect to have an estimate on total project cost in the coming weeks. Dispatch: The Chiefs expressed a number of concerns with dispatch procedures, supervision, staffing, and training. We will include a representative from the Police Department in our next meeting to address the Chiefs’ concerns, as well as have direct PD input. Ida Remnants: As we all know, remnants of Hurricane Ida brought significant rainfall and flooding to Norwich. I discussed with the Chiefs some short term and long term protocols to mitigate the impact of such storms, but the amount of rainfall we had over a rather short period of time would have overwhelmed any systems in place. The Fire Departments responded to more than 70 calls for service related to the storm. There were no injuries to report. Members of Emergency Management continue to work with FEMA and DEMHS to assess damages and possible aid programs for City residents and businesses. Automatic Aid (AA): There were some concerns raised related to the number of simultaneous calls between the departments and what impact that would have on the crews if AA was implemented. Chief Montoya acknowledges that there are frequently multiple calls ongoing at the same time, but feels that the majority of those calls would not fall under AA. The Chiefs will look at call statistics to see if this will be a problem. All of the Chiefs are currently working on a master response list for AA. Once they are done with each of their districts, they will combine the list and work through the final details before putting the plan to Dispatch for their input. Our next meeting is scheduled for October 19th. Evidence suggests the fake Percocet pills were actually pressed Fentanyl. Significant responses: o Responded to a total of 27 calls last month bringing our total to 156 calls for the year with 28 being mutual aid o Structure fire at 86 Nashua Street in the Pleasure Valley mobile home park on the morning of September 24,2021. o Attended our live burn training on September 18 at ECFS o Small electrical fire at 17 Taftville Occum road due to bathroom exhaust fan 3. Critical Needs: o Replacement of Engine 41 (1991 Pierce). 1. Needs to go back in to upgrade more lights once the parts come in for the hazard lights. (Still awaiting parts to come in) o ET-42 (1997 Ferrara) 1. Was out of service for a day in July to replace batteries (previously reported) 2. Was out again from 8/11 to 8/17 to rebuild alternator and fuse box while awaiting parts 3. Out from 8/26 to 8/30 to replace the alternator and broken wires 4. Staffing: Total Membership 36 (41 with inactive) 1 Applicant Firefighter I 21 (1 in class) Fire Service Instructor I 7 EMR 4 EMT 13 (3 Pending) (1 in class) EMS Instructor 1 5. Facilities: o Projects pending grants: 1. Working with the city for our $100,000 to commence our Department projects. o Capital Projects: 1. Access system and received quotes 1. Will stay under the $10,000 proposed capital budget line item 2. Looking to finally seal the driveway 3. Looking to reseal our floors in the hall upstairs 6. Training: o Two members (Justin Lawton & Heather Tedford) need to retest practical and written exams; One member (Paul Wedge) passed Written exam and need to test practicals for NREMT certification as EMT. o One member (Heather Tedford) is currently in Firefighter I @ ECFS o One member (Jason Wedge) is currently in EMT course through American o Training continued throughout September including our live fire training. 7. COVID-19: o Occum remains open and is following guidance from the CDC and the city. 1. PPE required on all calls; at a minimum mask and gloves o PPE is doing well o We still have 24/36 members vaccinated (67%) 8. Other notable items: o Radio & Dispatch upgrades: moving forward o Continue to work with the other Chiefs on automatic mutual aid plan and SOG’s (submitted our rep after the meeting with City Manager) o Both areas that washed out during the flooding have been repaired. o Going to add into capital for our new budget for gear washer and dryer. Will be looking for quotes.
