PUBLIC SAFETY COMMITTEE MINUTES 100 Broadway, Norwich, CT Wednesday February 9, 2022 7:00 PM Committee Members Present: President Pro Tem Joe DeLucia, Alderwoman Tracey Burto and Alderwoman Stacy Gould. Committee Members Absent: None. Administration and Staff Present: Mayor Peter Nystrom and City Manager John Salomone, City of Norwich; Robert Rautio, American Ambulance; Eric McDermott, Norwich Public Utilities; and Chief Patrick Daley, Norwich Police Department. Volunteer/Central Fire Departments and Others: Norwich: Batallation Chief Greg Despathy and Director of Safety & Training Mark Waters; East Great Plain: Chief Keith Milton; Laurel Hill: Deputy Chief Peter Clark; Occum: Chief Scott Eggert; Yantic: Chief Bill Eyberse and Taftville: Chief Tim Jencks. Citizens Present: None. I. Call to Order and Quorum: President Pro Tem Joe DeLucia called the meeting to order at 7:01 PM. There was a quorum present. II. Adoption of Previous Meeting Minutes: Alderwoman Stacey Gould made a motion to accept the January 12, 2022 meeting minutes. Alderwoman Tracy Burto seconded. All voted in favor. The motion passed unanimously. IV. Citizen Comment: Sean Langless of 142 Harland Road asked if there was anything he could do as a citizen to contribute to curbing speeding in town, especially on Harland Road, or if any incentives could be offered to prospective candidates in order to get more officers on patrol. Sean Langless expressed the public safety concerns on Harland Road and asked if the issue was on the committee’s radar. Citizen comment was closed at 7:06PM. V. Unfinished Business: a. COVID-19 Update: i. Infection rates & trends - local/regional/statewide: City Manager John Salomone reported that the city continued to follow statewide infection trends, which were diminishing. City Manager Salomone stated there were currently approximately 60 individuals in New London County hospitalized for COVID, opposed to well over 120 individuals three weeks prior. City Manager Salomone stated the governor decided on the 28th there would be a local option for municipal building mask mandates, but nothing required by the state, and that the city would make its own decision by that date. City Manager Salomone stated he would let city committees know if the legislative act regarding remote meetings would expire or stay in place. City Manager Salmone reported that three weeks prior the city began requiring all unvaccinated employees to test weekly and had generally good compliance. ii. Expanded testing sites/hours: President Pro Tem DeLucia asked if the issue of testing site availability had been resolved due to drop in infection rate. City Manager Salomone responded that on February 1st the city added Sunday test site hours so that helped resolve issues along with the decrease in demand. iii. Home test kit distribution: President Pro Tem DeLucia asked if the city had distributed all test kits received. City Manager Salomone responded that the city had received smaller quantities of test kits since the general distributions and tried to target those who are unable to get to pick up sites. b. City Manager’s Report on Fire Chief’s meetings: President Pro Tem DeLucia reported that a chief’s meeting was not held the past month so there was not a report available. c. Dispatch & Radio System upgrades: i. Project progress to date: City Manager John Salomone reported equipment was ordered at the end of December which allowed for an approximately $500 saving by ordering before the end of the vendor's fiscal year. City Manager Salomone reported equipment would be received in the upcoming months and the changeover would be then implemented. Alderwoman Burto asked if there was an estimated date of completion for the new radio system. Chief Patrick Daley responded that in total it would likely be an 18-month project barring no roadblocks. ii. Run-card revision: See individual department reports. d. New Business: a. January 29th Storm Impacts on Public Safety: City Manager Salomone reported there were less issues with clearing roads due to the storm occurring on Saturday when school was not in session and people were off from work. City Manager Salomone stated that staffing was sufficient, but the city did utilize all recreation and building maintenance staff to clear snow. City Manager Salomone reported that two pieces of equipment were down during the storm due to one plow truck catching on fire from a ruptured hydraulic line and another plow truck sliding into a telephone pole. City Manager Salomone stated the city had consumed about half the salt it had on hand and that plows were busy clearing roads in major urban areas until about the following Wednesday. City Manager Salomone reported that the storm cost the city approximately $150,000 including overtime pay and other aspects. Deputy Chief Peter Clark reported that Laurel Hill’s major concern during the storm was that they did not see a plow truck for almost six hours which caused the members to constantly shovel out the firehouse bay. Deputy Chief Clark stated Laurel Hill reached out to public works a few times and were eventually dug out. Deputy Chief Clark stated he understood the severity of the storm but the lack of plowing made it difficult for fire trucks and personnel to get where they were needed. Chief Timothy Jencks reported that Taftville did not see a plow truck at all and that an ambulance with a patient got stuck in the road, along with various cars that were abandoned. Chief Jencks discussed the firehouse’s overall dissatisfaction with the lack of snow plowing and snow removal. Chief Bill Eyeberse reported that Yantic continued to maintain a private contractor for plowing, who did a great job, and that they had fairly good luck with public works keeping Yantic Road clear. Chief Eyeberse continued that Yantic ran a second engine on all calls during the storm in case assistance was needed in clearing snow for access. Battalion Chief Greg Despathy stated public works did respond well to clearing their lot and, due to being on state roads, they did not have many plowing issues. Chief Keith Milton reported that while EGP did not have any calls during the storm, they also did not see a public works plow for a significant amount of time. Chief Milton explained that the engines will get stuck in the garage doorway if snow piles up on their apron, as the engines can hit the snow pile. Chief Milton agreed that although it was a significant storm, emergency services need to be addressed in a timely fashion. Chief Patrick Daley reported that public works did well in keeping the police department facility clear but they did receive a lot of complaints regarding plowing from citizens. Chief Daley noted that many may not have realized plows going by with the howling winds and gusts filling areas back in with snow. Chief Daley stated one idea for public works would be to have a staggered snow removal crew opposed to taking the entire crew off for a rest period, as there were times when the crews were resting that NPD needed assistance for various reasons. Chief Daley reported that NPD towed around 25 cars during the storm. b. Department and Agency Updates: SEE ADDENDUM II FOR MONTHLY STATISTICAL REPORTS i. NPU Update: Eric McDermott reported NPU’s leadership team continued to monitor COVID-19 with no impacts to operations as a result of the recent surge. Eric McDermott stated NPU staff vaccination rate was up to 87% and that PPE supplies were sufficient. Eric McDermott reported that both reservoirs were at full pond. Eric McDermott stated that NPU had increased staff in expectation of the recent storm but only experienced a handful of outages. Eric McDermott reported that NPU recently assisted with the repair of the Orchard Street generator, which supports the radio system, and they were working with NPD to update their emergency generator. President Pro Tem DeLucia asked if the EOC was activated during storm to which Eric McDermott responded a partial activation was done remotely. ii. American Ambulance: Robert Rautio reported 709 calls for the month, which was less than normal due to COVID cases decreasing. Robert Rautio stated there were overcrowding issues earlier in the month in the emergency department creating wait times for the ambulances, but they, in cooperation with Backus, were able to decrease turnaround time to what it was before the recent COVID surge. Robert Rautio stated AA had two plow trucks running on their property during the storm and were able to assist other ambulances in need. Robert Rautio also reported accessibility challenges with some locations in Norwich, specifically construction elevator issues at EGP, but that he was working with Chief Milton to remedy. Robert Rautio stated that there were currently no staff infected with COVID-19 and that members were at a 96-98% vaccination and booster shot rate. Alderwoman Gould asked if now that the COVID surge was over, if the emergency room was seeing an improvement in its situation or if it remained congested. Robert Rautio responded that it was a changing situation, as with most other emergency rooms, and while Backus does better than most there were still significant wait times cropping up due to the lack of beds available. Robert Rautio reported that AA received three new ambulances that would replace some existing vehicles and service Norwich and surrounding communities. iii. Police Department Update: Chief Patrick Daley reported a busy month with two homicides along with other major calls. Chief Daley stated there were staffing concerns early in the month due to COVID with five to six officers out on quarantine. Chief Daley continued that two officers were currently out, one with long term exposure effects, and two officers were retiring that month, but one officer was hired. Chief Daley stated that, in regards to the citizen comment, speeding and traffic are a major concern and noted there had been five fatal accidents during the beginning of the pandemic. Chief Daley discussed contributing factors to the issue and what NPD has done in attempts to address it. Chief Daley stated that electronic speed reduction signs were on order for Harland Road, but that speed cameras were not warranted in Connecticut. President Pro Tem DeLucia asked if it was appropriate to bring back traffic units with an officer whose only responsibility is traffic enforcement. Chief Daley responded that was a valid suggestion but funding would be needed to make that happen, and currently any type of effort would be on an overtime basis due to hiring difficulties. Alderwoman Burto and Chief Daley discussed why finding potential candidates is difficult and what could be done to address the issue. Chief Daley stated he heard reports in regards to parking issues at Wequonnoc School and believes the pandemic exacerbated the issue as more parents are bringing their kids to school, opposed to students taking the bus. Chief Daley stated NPD has reached out to both the school and the team that runs the food drive on site to remind parents and patrons to not park in front of the fire station. Chief Timothy Jencks responded that Taftville has discussed the issue with the school for years and that it is a matter of the public disregarding the rules. iv. Emergency Management Update: Director of Safety & Training Mark Waters reported a busy past month due to test kit and mask distributions, as well as COVID itself, with 16 fire department personnel affected. Director Water stated public distributions had been completed, as the city manager indicated. Director Waters reported the city was now required by the state to publicly announce a phone number for phone-able people to contact for a limited amount of test kits and masks still available for distribution. Deputy Waters stated emergency operations were partially activated during the storm. Deputy Water stated he was currently working on a few grants and other COVID related items. v. Fire Department Updates: 1. Laurel Hill: Chief Aaron Westervelt reported that Laurel Hill was fully staffed during the blizzard and had three trucks available. Chief Westervelt stated Laurel Hill got one call during the storm and that members spent majority of time shoveling and plowing to keep aprons clear. Chief Westervelt echoed the other chiefs' concerns that plowing for emergency services needed to be addressed prior to the next storm. Chief Westervelt reported no current COVID impacts and that PPE supplies were sufficient. Chief Westervelt stated Laurel Hill would re-evaluate their mask mandate at the end of month and that all training was still online based. Chief Westervelt reported that one member finished Fire 1 training that month and would begin EMR training. Chief Westervelt stated their deputy went before the city manager and their hope is that the LUCAS CPR devices will be funded using the National Response Plan money. 2. East Great Plain: Chief Keith Milton had to leave for a fire emergency. A digital report was submitted. SEE ADDENDUM I. 3. Occum: Chief Scott Eggert reported Occum responded to 17 calls for the month, 5 of which were mutual aid, and that they did not have any major calls during the blizzard. Chief Eggert stated that Engine 41 came back from the city garage after two days of being off the road due to a rusted pipe on the pump and electrical parts they had been waiting 6 months for. Chief Eggert reported Squad 4 went down to the city garage that day as its generator was not working. Chief Eggert reported 34 members for Occum currently with 22 members being Firefighter 1 and 15 EMT's. Chief Eggert stated the new sign for the firehouse was on hold until the temperature rises and the new doors should be in that month. Chief Eggert continued that along with the doors, key fobs, and floors the new washer and dryers were also in the works. Chief Eggert stated to utilize the rest of the grant Occum is looking at making electrical improvements to the firehouse. Chief Eggert discussed membership training. Chief Eggert stated the firehouse remained open, but PPE was required on all calls and that members had voted for masks to be optional within the station while social distancing. Chief Eggert reported that membership vaccination rate was at 91%. Chief Eggert stated that Occum was working on updating their existing run cards, as the new CAD format was still unknown, and they would have them to dispatch within two weeks. Chief Eggert stated that Deputy Chief Spaulding had been attending meetings regarding the Occum business park and that Occum would continue to be involved as the project progressed. 4. Yantic: None. Chief Bill Eyeberse had to leave to attend a fire call. A digital report was submitted. SEE ADDENDUM I. 5. Taftville: Chief Timothy Jencks reported 71 calls for the month including numerous mutual aid responses. Chief Jencks reported that 95% of members were vaccinated and PPE supplies were sufficient. Chief Jencks stated Taftville had members in house during the storm and clocked approximately 353 man hours throughout the blizzard. Chief Jencks had to leave to attend a fire call. 6. Norwich: Deputy Chief Greg Despathy reported 222 incidents for the month including 13 mutual aid calls, provided or received. Deputy Chief Despathy stated that at the last meeting Alderwoman Gould asked if the downtown rotary presented any issues to fire response and, being the battalion chief on scene, he thought NPD did a great job of rerouting flow around the area. Chief Despathy stated it was difficult to plow the rotary during the snowstorm and the rotary corners are concerning in any weather. Deputy Chief Despathy reported the fire department was also having staffing issues and are considering revisiting their in-school recruitment program, perhaps in conjunction with the police department. EGP responded to 69 emergency calls last month. We held our monthly in person trainings as well as continued our online training. We had NPU scheduled to come in and do their yearly training for first responders, but we canceled due to the uptick of the virus. That training has since been rescheduled. Apparatus: Squad 5 was out of service for a few days as the radiator was replaced. Routine maintenance for the rest of the apparatus. COVID: We are good with our PPE supplies. No members are quarantined currently. EGP membership that is fully vaccinated is at 93%. Members are still wearing masks on all emergency calls as well as the proper PPE. The apparatus, equipment, and station are being disinfected. Critical needs: Replacement of Engine 52 Firehouse parking lot EGP had two members who traveled to Baltimore Maryland last week and they attended the funeral services for the three Baltimore firefighters who were killed in the line of duty after a collapse at structure fire on Jan 25th. This isn't the first time that members of EGP traveled out of state to attend funeral services for firefighters killed in the line of duty. Again, I do apologize for leaving the meeting. I wanted to discuss the following items at tonight's Public Safety Meeting. ● Hydrant Cleaning details - after the storm we had 2 hydrant cleaning details - soon after the storm 100% of YFD district hydrants open ● COVID - Supplies are abundant, One member OOS with variant ● STATION- Plymovent bid in hand, a few bid items to be clarified. AC bids coming in, moving forward soon, Parking lot improvements.... prep work and surveying on going. ● Two calls at CNG station off West Town Street, turned over to NPU ● One FF going to FF I at ECFS and One looking for an EMT class ● Upcoming Training - Pump Class by ECFS for YFD personnel and in house pump operator training starting April 23-24, Bail-Out Training w/EGPFD 3/8 & 19, on-line Forestry training w/ DEEP 2/24 and Sunday Feb 27 the YFD will be holding its annual OSHA day. Topics covered will be LO/TO, B;bloodborne, SCBA, SDS and the NFMO will be conducting a 1 hour arson awareness class. Annual Fit testing and Turnout gear inspection will be conducted by EGPFD personnel. This is mandatory training and 40 plus members are expected, makeup training will be required and on line. ● SOP committee met on 2/8 beginning to standardize all SOPs for all Norwich Departments. ● First Draft of automatic aid for YFD has been completed, no further action on run cards. ● LUCAS TOOL - I encourage the powers to be, to include the Lucas CPR tool in the ARP funding!! This piece of equipment is of value to all residents of the City and will be supplied to all fire stations city wide. ● SQUAD 36 - In 10 months of being Chief, I have yet to state my concern with any of my apparatus, however, SQ 36 is starting to have mechanical (transmission) issues.
