PUBLIC SAFETY COMMITTEE MINUTES 100 Broadway, Norwich, CT Wednesday June 8, 2022 7:00 PM Committee Members Present: President Pro Tem Joe DeLucia, Alderwoman Tracey Burto and Alderwoman Stacy Gould. Committee Members Absent: None. Administration and Staff Present: Vice President Greg Allard and Operations Manager Patrick Gauthier, American Ambulance; Eric McDermott, Norwich Public Utilities; and Chief Patrick Daley, Norwich Police Department. Volunteer/Central Fire Departments and Others: Norwich: Chief Marc Benjamin and Director of Safety & Training Mark Waters; East Great Plain: Chief Keith Milton; Laurel Hill: Chief Aaron Westervelt; Occum: Capitan Justin Lawton; Yantic: Chief Bill Eyberse and Taftville: Chief Timothy Jencks. Citizens Present: None. I. Call to Order and Quorum: President Pro Tem DeLucia called the meeting to order at 7:05 PM. There was a quorum present. II. Adoption of Previous Meeting Minutes: Alderwoman Stacy Gould made a motion to accept the April 13, 2022 meeting minutes. Alderwoman Tracey Burto seconded. All voted in favor. The motion passed unanimously. IV. Citizen Comment: None. V. Unfinished Business: a. COVID-19 Update: i. Infection rates & trends - local/regional/statewide: President Pro Tem Delucia noted that the city manager was unable to attend the meeting. Chief Patrick Daley reported that a few NPD employees recently caught the COVID variant; all of which are back at work after completing a two test process Chief Daley stated that after 10 days if someone is still testing positive they are required to wear a mask. Chief Daley stated that testing seems to be down and noted that prevalent current allergies may be related. Chief Timothy Jencks reported a few sporadic cases as well and that Taftville started looking into research on Monkeypox. Chief Keith Milton noted that EGP also had some sporadic cases with fully vaccinated members who had mild symptoms. Operations Manager Patrick Gauthier stated AA had seen cases with mild symptoms but no giant recent spikes. b. City Manager’s Report on Fire Chief’s meetings: President Pro Tem DeLucia read the report submitted by the city manager into the record. SEE ADDENDUM I.  c. Dispatch & Radio System upgrades: i. Project progress to date: REFER TO ADDENDUM I - CITY MANAGER’S REPORT. Chief Patrick Daley reported things seemed to be slowing down on the vendor’s side and that he is scheduled to meet with Motorola soon to get answers and an updated timeline.. ii. Run-card revision/GPS based dispatching: REFER TO ADDENDUM I - CITY MANAGER’S REPORT. VI. New Business: a. Capeheart Mill: President Pro Tem DeLucia reported a fire occurred recently in the Capehart Mill after a concerned citizen discussed illegal activity occurring in the area. President Pro Tem DeLucia asked what options the city had in regards to demolishing the building or making the site as safe as it can be. President Pro Tem DeLucia reported that Chief Tracy Montoya’s written response was that if the building is not under an active fire, the act of demolition of the building would fall under the building commission and city council. President Pro Tem DeLucia questioned if demolishing the building would make less or more fire and safety hazards. Discussion ensued. Chief Marc Benjamin noted that the portion of the site that recently caught fire was fallen down pieces of the building, and that debris also poses a fire hazard. Chief Benjamin stated there is fencing around the building, however some areas have been cut through. Alderwoman Gould asked if the private property owners were contacted after the fire. Chief Benjamin responded that the owners were aware but he was not sure who they spoke with. b. Status of the PFAS foam collection/decon: President Pro Tem DeLucia read a memorandum from Chief Montoya regarding the background of the PFAS foam collection and where the project currently stands. President Pro Tem DeLucuia stated, per Chief Montoya, that the second phase of the project was decontamination of affected apparatuses and the estimate from the state to clean each was $33,000. President Pro Tem DeLucia continued that Chief Jencks was getting research on the number of apparatus affected and that he spoke to John Raymond in fleet maintenance about setting up a decominization zone, but John Raymond did not feel it would meet the stringent state guidelines and that it would create a lot of waste. Chief Jencks stated at the State Firefighter Association meeting it was discussed that the state is approximately 20 million dollars short of funds needed to decontaminate a number of apparatuses. Chief Jencks reported that John Raymond performed a trial run cleaning on the Engine 22 which produced about 60 gallons of waste. Chief Jencks stated another meeting was scheduled for June 22nd and that he believed the state firefighter association would be pushing for the state legislature to find a solution. Chief Jencks stated there were 65 pails of foam in the city for pickup. Discussion ensued. c. Department and Agency Updates: SEE ADDENDUM II FOR MONTHLY STATISTICAL REPORTS i. NPU Update: Eric McDermott reported that recently over 10% of staff were impacted by COVID with no serious symptoms, and that the vast majority of the staff were vaccinated. Eric McDermott reported that following quarantine a mask was required for five days. Eric McDermott reported that all facilities were currently open to the public and that reservoirs were at 98% due to the lack of rain. Eric McDermott reported NPU would be delaying their flushing program pending the weather. Eric McDermotted reported that NPU started its annual walking gas leak circuit so citizens will see white Ford Escape driving the streets and looking for leaks. Eric  McDermotte reported the upgrades to the NPD generator are complete and it is back in service. ii. American Ambulance: Vice President Gregory Allard introduced himself. Operations Manager Patrick Gauthier reported 757 calls for the last month, 492 of which were BLS and 259 ALS calls. Patrick Gauthier stated he recently met with the city manager and chiefs regarding the Community Care Team program AA is involved in with Norwich Human Services. Gregory Allard explained that AA routinely runs reports to flag repeat high utilizer patients to try and reach out to them to provide extra care that may be needed. Gregory Allard explained when a patient is flagged a supervisor is sent out with the ambulance and the patient signs a form that includes the information of all the organizations involved in the Community Care Team. Gregory Allard explained the program works to decrease emergency calls for repeated needed assistance with non-emergency items. iii. Police Department Update: Chief Patrick Daley reported a busy month with an increased call volume. Chief Daley stated NPD was invited to join a statewide violent crime task force so they would be committing one officer to the program and in return would receive the support of the 5 officers on the regional task force. Chief Daley stated the task force was looking to start in July and was funded using state grant money. Chief Daley discussed the recent loss of retired officer Greg Perry and canine officer Ozzy. Chief Daley reported a female leadership program was held at the fire department in the past month for female emergency service employees. Chief Daley reported two new two officers were recently hired, but that an additional four were needed to be at full staff. iv. Emergency Management Update: Director of Safety & Training Mark Waters reported that NFD took stock of COVID related items and found they have a significant number of COVID home test kits that were set to expire in June, however the date has been extended six months. Mark Waters stated he was reaching out to city agencies for distribution. Mark Waters reported sand bags were delivered to the recent Global City Norwich festivals. Mark Waters stated that all radiological meters were calibrated at Emergency Management and he had been attending various meetings throughout the month, Mark Waters reported they were successful in getting a grant for a camera system for the Norwich Fire Department, which would be installed shortly. Mark Waters reported that one employee was out in the last 30 days with COVID, but had since recovered. Mark Waters reported two firefighters graduated from recruitment in the past month and discussed various promotions. v. Fire Department Updates 1. Norwich: Chief Marc Benjamin reported 231 calls for the month, which was an increase of 63 calls since April. Chief Benjamin reported four significant responses including the Capeheart Mill fire; a fatal motorcycle accident; a fire on Central Avenue; a fire on Broadway Terrace; and NFD assisted EGP with fire at the Holiday Inn. Chief Benjamin reported that Truck 2 was back in service but still out of service as an aerial vehicle and they were working on specifications for the replacement of Squad A for when funding is secured. Chief Benjamin reported they were also getting estimates for window work at the Greenvilele station and the shed at the Norwich station. Chief Benjamin reported one recent COVID case and that PPE supplies were plentiful. Chief Benjamin stated the next chiefs’ meeting would be June  29th. 2. Taftville: Chief Timothy Jencks reported 109 service calls between April and May with several mutual aid calls, including Capeheart Mill. Chief Jenck stated Taftville had three dive team requests over Memorial Day weekend. Chief Jencks stated Taftville had completed the last of its annual equipment testing. Chief Jencks stated he had attended several county and state meetings. Chief Jencks stated he completed paperwork for the City of Norwich and state Fire Admissions Distress Community Fund. Chief Jencks reported critical needs at the replacement of the station parking lot and the Type 1 hood system in the kitchen, which was put back in the budget from 2017. 3. Yantic: Chief Bill Eyberse repored 40 calls for the month of April and 62 calls for the month of May, 16% of which were false alarms. Chief Eyberse reported that in April Yantic developed standard operating procedures in regards to the avian flu due to their proximity to farmlands, but noted while it was highly transmissible, it did not affect humans. Chief Eyberse reported one firefighter was enrolled in Firefighter 2 Class and two members completed Pump Class. Chief Eyberse noted three additional new members. Chief Eyberse reported three dive team activations during Memorial Day weekend as well a couple bad accidents. Chief Eyberse reported critical needs as the removal of the fuel tank at the firehouse, which he recently met with Public Utilities to discuss. Chief Eyberse stated once the gas line is installed the cost to remove the tank would be approximately $6,000 to $8,000. Chief Eyberse stated the firehouse furnace is convertible, however it would not make it more energy efficient and the conversion could be a $500,00 cost. Chief Eyberse reported that all firehouse equipment was in good shape but their vendor noted that due to the 13-14 year age of the equipment it would be hard to acquire parts. Chief Eyberse stated that through the fall and winter Yantic would pursue a $140-150,000 grant to replace existing tools. Chief Eyberse stated a goal would be to make equipment more inter-operable with neighboring volunteer companies. 4. Occum: Captain Justin Lawton reported 16 calls for the month, five of which were mutual aid calls, including the Capeheart fire. Captain Lawton reported critical needs as the replacement of Engine 41, which recently passed routine DOT and brake inspections. Captain Lawton added that Engine 42 was running well. Captain Lawton reported two new members which put their total membership at 42. Captain Lawton reported the grant work at the firehouse was completed aside from the delivery of the new washer and dryer. Captain Lawton discussed ongoing training and membership courses. Captain Lawton stated the firehouse was remaining open to the public following CDC and city guidelines for COVID. Captain Lawton stated PPE was optional at the firehouse but still required on calls. Captain Lawton reported 91% of members were vaccinated. Captain Lawton reported that Occum was continuing to work on the radio and CAD projects. Captain Lawton stated that Chief Eggert was unable to attend the last Occum Business Park meeting but himself and Deputy Chief Spaulding attended the walkthrough where they received valuable information.  5. East Great Plain: Chief Keith Milton reported 84 emergency calls for the month of May and that monthly trainings were ongoing. Chief Mitlon reported that one member completed their EMT license. Chief Milton reported routine apparatus maintenance and noted that the rescue truck was out of service for a few days. Chief Milton added that his current chief's vehicle was acting up and that he was told by John Raymond that the dash cluster needs replacement. Chief Milton reported that four members had COVID with mild symptoms in the past month and that PPE supplies were still worn on all calls. Chief Milton stated the siding project is still ongoing but awaiting the progression of the radio system project to determine what antennas can be removed. Chief Milton noted that the project price has increased over $12,000 since the initial quote last year. Chief Milton reported he attended ZOOM meeting with DOT the past week regarding construction on West Main for the roundabouts. Chief Milton reported the chiefs would be attending another meeting on June 23rd at Kelly Middle School. Chief Milton reported that the first phase of the project would run from Asylum Street to Dunham Street and the second phase would directly affect the firehouse traffic. Chief Milton reported the replacement of Engine 52 and the station parking lot as critical needs. 6. Laurel Hill: Chief Aaron Westervelt reported that Laurel Hill provided aid at the Capehart and Broadway Terrace fires over the last few weeks. Chief Westervelt reported no current COVID issues and stated that PPE supplies were good. Chief Westervelt reported two new members and one new application. Chief Westervelt stated multiple trainings were held throughout the month. Chief Westervelt reported the replacement of their UTV as a critical need as John Raymond was working with a fourth replacement part and the vehicle was not still not fixed. Chief Westervelt stated they are hoping to have it fixed in the next day or so otherwise it would be sent to Polaris for repairs. Chief Westervelt stated the UTV had been out of service for almost a week and a half which was not ideal during brush fire season. VII. Public Safety items for future discussion: None. VIII. Respectfully Submitted, Katherine Rose ADDENDUM I  ADDENDUM II Statistics for Month Calls for Service 3819 Incident Reports generated 343 Arrests made 143 Accidents investigated 107 Significant incidents for the month 5/03/2022- Officers were dispatched to the shooting at 7:30am on East Main Street. When patrol units arrived on scene a single female victim was identified. The victim had a gunshot wound through and through her left leg and was treated at Backus Hospital. The suspect fled the scene prior to police arrival. At approximately 9:30am with the assistance of Hartford and CT State Police the suspect, Larry Brown (B/M, D.O.B 11/6/75), was apprehended in Hartford. 5/05/2022 - We executed a narcotics search warrant on Shipping Street in which a quantity of fentanyl was seized. The suspect, was arrested during a car stop associated with the search warrant. 5/12/2022- At approximately 3:30am the Norwich Police Department received numerous phone calls for a body on the side of Bath Street. Upon the Patrol Divisions and medical personnel’s arrival they discovered a male on the side of Bath Street lying face down. The male was determined to be deceased. The Norwich Police Detective Division responded and continued the investigation. Investigation revealed he victim suffered from accidental fall from a building rooftop adjacent to the Wauregan Parking Garage (Catholic Charities). No foul play. 5/15/2022- Detective Callender arrested a suspect on his active warrant for Risk of Injury. Callender’s case, child had fractured ribs, numerous bruises and injuries. Reported to us via Children’s Hospital. 5/18/2022 – Norwich Police Department Detective Division along with The U.S Marshals Service attempted to serve active warrants for Kwendelle Wiggins. Based on credible investigative information the U.S Marshals Service believed the suspect had returned to his former residence in Norwich, CT. At approximately 7:30am with the assistance of U.S. Marshals Service, Kwendelle Wiggins was apprehended at Boswell Av. Active Norwich warrant for Home Invasion 1 million bond. 5/23/2022 - 5:07 a.m., the Norwich Police Department received notification from The Backus Hospital Emergency Staff that they had a patient with significant facial trauma from an unknown object. Through investigation, a scene was quickly identified in the parking lot on Chestnut Street. The Norwich Detective Division was notified and responded to assist. At this time it is believed several individuals including the victim were drinking in the parking lot and a disturbance ensued. During the disturbance the victim was struck in the face and lacerated with a beer bottle. The investigation is ongoing. 5/25/2022- Conducted a narcotics search warrant at a storage unit facility located on Central Avenue where dealer was selling out of his unit. Good quantity of cocaine seized from the unit. 5/29/22- At 1929 hours, the Norwich Police Department received a report of a motor vehicle collision involving a motorcycle in the area of 685 North Main Street. Injuries were reported and emergency medical services were dispatched to the scene. It was determined the collision involved a single motorcycle which appeared to have lost control while negotiating the curve and struck a utility pole. The operator succumbed to his injuries at the scene. OVERDOSE DEATHS - 1 (pending autopsy confirmation) 9 OD’s total 1 fatal. JUVENILE SEXUAL ASSAULTS COMPLAINTS: Detective Callender was assigned 4 juvenile sex assault cases this month. Staffing/Hiring matters The Norwich Police Department is pleased to announce the appointment of two Police Officers effective Tuesday, May 31st, 2022. Jacqueline Tanner, Branford, CT Jacqueline was raised in Branford, CT. She attended East Haven High School, graduating in 2008. Jacqueline received an Associate’s Degree in General Studies from Gateway Community College in 2012 before attending the University of New Haven where she received her Bachelor’s Degree in Criminal Justice. Jacqueline was previously employed as a Correctional Officer with the State of Connecticut.  Mason Mobley, Waterford, CT Mason was raised in Waterford, CT. He attended Waterford High School, graduating in 2017. Mason was previously employed by Supercharged as a Track Supervisor. Police Officer Recruits Tanner and Mobley will be sworn in as the newest members of the Norwich Police Department on Tuesday, May 31, 2022. They will begin the CT Police Academy on June 2nd in Meriden, CT.
