PUBLIC SAFETY COMMITTEE MINUTES Planning & Neighborhood Services Building Lower Level Conference Room 23 Union Street, Norwich, CT Wednesday, October 12, 2022 7:00pm Committee Members Present: President Pro Tem Joe DeLucia, Alderwoman Tracey Burto and Alderwoman Stacy Gould. Committee Members Absent: None. Administration and Staff Present: City Manager John Salamone (Call In), City of Norwich; Vice President Greg Allard, American Ambulance; Jeff Brining, Norwich D Public Utilities; and Chief Patrick Daley, Norwich Police Department. Volunteer/Central Fire Departments and Others: Norwich: Battalion Chief Marc Benjamin; East Great Plain: None; Laurel Hill: None; Occum: R None; Yantic: Chief Bill Eyberse and Taftville: None. Citizens Present: Joanne Philbrick and David Rutherford. I. Call to Order and Quorum: President Pro Tem DeLucia called the meeting AF to order at 7:01 PM. There was a quorum present. II. Adoption of Previous Meeting Minutes: Alderwoman Stacy Gould made a motion to accept the August 10, 2022 and September 14, 2022 meeting minutes, with some spelling revisions to the September minutes. Alderwoman Tracey Burto seconded. All voted in favor. The motion passed unanimously. IV. Citizen Comment: Joanne Philibrick of Elm Avenue brought to Chief Patrick Daley T that over the past weekend she had to contact dispatch twice in one day to complain about a gang of people driving recklessly on unregistered recreational vehicles. Joanne Philibrick noted she did not feel the dispatchers had a helpful disposition regarding her calls. Joanne Philibrick thanked Chief Daley for the installation of the crosswalk on Elm Avenue and questioned if curb cuts would be installed for wheelchair access. Joanne Philbrick noted a temporary sign was put up on Elm Avenue to monitor speed but cars continued to speed and noted she witnessed one traveling at 61 MPH. Joanne Philbrick noted that Elm Avenue was a one way residential road and, while she appreciated the sidewalk, the speeding issue needed to be addressed. Joanne Philbrick stated she had witnessed city vehicles going down the road at accelerated speeds as well. Joanne Philbrick stated she was concerned for public safety and asked Chief Daley to share the data collected from the temporary sign with the street residents. David Rutherford of 4 Elm Avenue also thanked Chief Daley for the crosswalk and reiterated concerns regarding speeding cards. David Rutherford stated he was told by a Norwich Police officer that 8,000 cars travel on the road per day and roughly 6% of those speed but at rates of 45, 50 and 60 MPH. David Rutherford stated he felt the road should be utilized for business access, for residents or for those using the park and not as a thruway for speeding vehicles. David Rutherford suggested the city block off the end of Elm Avenue to curb the speed of vehicles and to prevent wrong way drivers. David Rutherford added that although there is signage stating No Trucks or No U-Turns those things still occurred and that once a truck almost struck his home and caused damage to his hard. David Rutherford stated closing the end of the road would be ideal for those looking to utilize the green and would be safer for those living on the road. David Rutherford discussed the historical value and tourism potential for the area. David Rutherford noted the lack of connectivity and security measurements in Norwich, such as the limited amount of sidewalks. David Rutherford discussed a recent article in the newspaper regarding pesticide spraying and that the article stated the chemicals used on the Norwichtown green was not effective and that there were safer alternatives. David Rutherford questioned the safety aspect of using such chemicals. David Rutherford added that the signs that are put on the green after spraying are very small and not visible. V. Unfinished Business: a. COVID-19 Update: D i. Infection rates & trends - local/regional/statewide: City Manager John Salomone reported the region had peaked two weeks prior in comparison to the last three months of decreasing trends. City Manager Salomone stated rates had gone down somewhat since R the peak but anecdotally COVID was very present around and contagious. City Manager Salomone stated there were a lot of infections in the city but the hospitalization rate was not high. City Manager Salomone stated there were roughly 10 to 15 people dying AF each week statewide and typically were those that are unvaccinated. b. City Manager’s Report on Fire Chief’s meetings: President Pro Tem DeLucia read the report submitted by the City Manager into the record. SEE ADDENDUM I. President Pro Tem DeLucia asked that a copy of the automatic review policy be provided to committee members and stated he felt that the procedure for when a member fails a physical should be a uniform process across all departments.. T c. Dispatch & Radio System upgrades: i. Project progress to date: Chief Daley reported the NPD received the award letter for CAD EMS system and received the check from Congressman Courtney the past week. Chief Daley stated representatives from Motorola, the fire departments and dispatch spent the past week working on provisioning and building the system. Chief Daley stated there were still supply chain issues but they were hoping to get on a decent timeline, as things were currently slightly behind schedule. VI. New Business: a. Traffic Enforcement Update: In response to citizen comment Chief Daley stated he would like to reach out to the city engineer to make Elm Avenue a ‘road diet project’ before considering shutting the end of the road down completely. Chief Daley stated narrowing the road would accurately slow traffic but would also limit parking for citizens. Chief Daley agreed there was heavy traffic on the road and suggested drivers may take Elm Avenue as an alternate route when traffic is backed up at the Harland Road intersection  by Backus Hospital. Chief Daley stated he could reach out to the state to inquire if the light at that intersection could be adjusted by a few seconds to favor Harland Road, which may push traffic away from Elm Avenue. Chief Daley stated more studies would need to be held to determine where traffic breaks off in the area. Chief Daley noted that 6% of drivers speeding was a low rate in comparison to other roads in town and that NPD tried to enforce the road to the same level as others with high traffic. Chief Daley stated the temporary speed tracking signs were on high request throughout the city and that traffic stops were being conducted city wide; though not as many as occurred prior to COVID. Chief Daley reported the distracted driver cell phone grant would go into place that Saturday and the city DUI program would begin in November. Chief Daley noted that Norwich received an award from MADD for the 5th highest department in the state for DUI enforcement in 2021 and for the number one department of 50 to 100 officers for DUI enforcement. Chief Daley stated NPD was still working on how to address the issue of cannabis use while driving. Chief Daley stated that NPD was currently addressing homelessness and quality of life issues in downtown which had taken some time away from specialty projects. D b. Department and Agency Updates: SEE ADDENDUM II FOR MONTHLY STATISTICAL REPORTS i. NPU Update: Jeff Brining reported that the reservoirs were improving slowly and were currently 73.6 percent full. Jeff Brining noted that NPU had given approval to do hose testing but requested R departments hold off on any nonessential water uses. Jeff Brining stated things would stay in place for the time being and hoped the upcoming rain would help levels. Jeff Brining reported no current COVID impacts and that NPU hoped to finish the gas line to the Yantic Fire House in the next week. Jeff Brining noted the line AF would bring gas to the Yantic Fire House and Hale Mill. President Pro Tem DeLucia asked if water usage had increased in the past month as it was reported at the last meeting that reservoirs were 73 percent full. Jeff Brining explained that while it had rained it takes time for the water level to fill back up and discussed the ideal conditions for maintaining full pond. ii. American Ambulance: Vice President Gregory Allard reported 182 ALS transports and 314 BLS transports for the month of September, T totalling 495 calls. Gregory Allard reported canceled calls made up for 25% percent of the call volume. Gregory Allard discussed various demographics and breakdowns for calls. Gregory Allard reported that American Ambulance responded 13 overdoses in the last month and a significant amount in the city within the last 2 months. iii. Police Department Update: Chief Patrick Daley stated overdoses continuing to trend upwards with a few occurring just that day; one potentially fatal. Chief Daley stated that fentanyl was causing concerning fatality numbers. Chief Daley reported that gun violence was continuing with a few shooting incidents and reports of people being armed in the last month. Chief Daley reported a new officer had been hired but one left the department as well. Chief Daley stated NPD was still in the negative for staffing but was working to get back up to full staff. Chief Daley thanked the City Council for their support of the drinking in public ordinance and stated the fine was already implemented a few times in downtown. Chief Daley reported NPD was receiving a lot of reports about aggressive panhandling. Chief Daley stated the town of Wethersfield recently implemented an anti-panhandling ordinance but similar acts had been found to be unconstitutional in the past. Chief Daley stated if the ordinance passes the judicial review process it could be something for the city of Norwich to consider. President Pro Tem  DeLucia asked if the three robberies at gas stations in the past month were related to the other recent robberies in town. Chief Daley stated the robberies were becoming a trend that NPD was working to address with state and federal partners, but they did not believe there was a connection between the clusters of recent robberies. President Pro Tem DeLucia asked if a gun was brandished in the robberies to which Chief Daley responded there was. Alderwoman Gould asked if people were being referred to treatment programs when overdose calls were responded to, and if any data was being tracked for repeated cases. Chief Daley responded that the data was tracked and that substance abuse counselors or mental health workers will often accompany officers on ride alongs. Chief Daley continued that the hospital also had professionals on staff. Chief Marc Benjamin added that a function of the Heroin Task Force was to distribute door hangers and pamphlets at the address of an overdose and to report the address to the task force for tracking. Gregory Allard stated that American Ambulance was required by law to report every overdose to the state and that Backus Hospital had a follow through program as well. D iv. Emergency Management Update: Chief Marc Benjamin reported that NFD was involved with the Millstone EPC drill rehearsal as a host community and served as a monitor role. Chief Benjamin discussed various meetings that were attended, in person and virtually. R v. Fire Department Updates AF 1. Norwich: Chief Marc Benjamin reported 209 calls for the month of September. Chief Marc Benjamin reported significance responses as a boat accident in Long Island Sound on September 17; a swimmer in distress in the Norwich harbor on September 19; a structure fire on Bundy Hill on September 29 that required mutual aid; a structure fire on Route 12 in Preston on October 3rd; and an accident on October 8th at the corner of Mechanic and Mopsic Street and resulted in a car on fire with entrapment. Chief Marc Benjamin stated NFD also reported to Woodside Avenue on October 10th for a garbage truck leaking hydraulic T fluid and noted that DEEP took over the scene. Chief Benjamin reported that on October 4th NFD assisted American Ambulance with a lift assistance for a patient being returned to their home that resulted in a NFD member incurring a back injury. Chief Benjamin discussed fire response to non-emergency calls. Chief Benjamin reported that Marine 1 was having shore power issues; the tension retract valve on Truck 2 was sticking; and Engine 3 was awaiting parts for a repair. Chief Benjamin stated that the newly assigned Fire Marshall was in the 5th week of their training module and four members were currently attending Fire Officer 3 courses. Chief Benjamin discussed ongoing training. Chief Benjamin reported that the shed work at headquarters was complete and bids would soon be solicited for the bathroom repairs. Chief Benjamin stated that LUCAS devices had been delivered to the departments and training would be held soon. Chief Benjamin reported no current COVID impacts and that PPE supplies were plentiful. Chief Benjamin stated the department chiefs had met September 28th and the next meeting would be October 26th. 2. Taftville: None. Electronic report submitted. Alderwoman  Gould commended the Taftville members for attending the National Fallen Firefighters Memorial in Arlington. 3. Yantic: Chief Bill Eyberse reported 45 calls for the month, 69 percent of which were rescue or EMS. Chief Eyberse reported 16 accidents and 15 EMS calls for the month; he also noted there were more accident than EMS calls for the month. Chief Eyberse reported that COVID supplies were adequate with no current impacts to the department. Chief Eyberse stated that Herscools were active but at the end of the effective service date so if any malfunctions were to occur there was no support replacement parts available. 4. Occum: None. Detective Karasuk’s case #22-36770-OF. 9/20/2022- Officers responded to Wawecus Hill Rd after an odd 911 call about a roommate falling down the stairs. Victim pronounced dead at scene. Nothing outwardly suspicious at this time. Waiting on autopsy results. 9/25/2022 -Robbery at Ravi-Mart Greenville. SW executed on abandoned residence and clothing worn by suspect at time of robbery seized.
