PUBLIC SAFETY COMMITTEE MINUTES City Council Chambers 100 Broadway, Norwich Wednesday, January 11, 2023 7:00pm Committee Members Present: President Pro Tem Joe DeLucia, Alderwoman Tracey Burto and Alderwoman Stacy Gould. Committee Members Absent: None. Administration and Staff Present: Mayor Peter Nystrom, City of Norwich; Chief Patrick Daley, Norwich Police Department; President Gregory Allard, American Ambulance; and Eric McDermott, Norwich Public Utilities. Volunteer/Central Fire Departments and Others: Norwich: Battalion Chief Marc Benjamin; East Great Plain: Chief Keith Milton; Laurel Hill: Chief Aaron Westervelt; Occum: Chief Scott Eggert; Yantic: Chief Bill Eyberse and Taftville: Chief Timothy Jencks. Citizens Present: None. I. Call to Order and Quorum: President Pro Tem DeLucia called the meeting to order at 7:00 PM. There was a quorum present. II. Adoption of Previous Meeting Minutes: Alderwoman Stacy Gould made a motion to accept the December 14, 2022 regular meeting minutes. Alderwoman Tracey Burto seconded. All voted in favor. The motion passed unanimously. IV. Citizen Comment: None. V. On-going Business: a. City Manager’s Report on Fire Chief’s Meetings: None. b. Dispatch & Radio System Upgrades Update: Chief Keith Milton reported that a representative from the vendor came out to look at apparatus and stations for installation but did not provide a definite timeline. Chief Scott Eggert stated the vendor was going to start installing the mobiles into the trucks, beginning with the city department the next week, and then would move chronologically through the volunteer departments. Chief Eggert reported the vendor predicted doing 1 to 2 apparatus per day, but John Raymond said it could be longer depending on the scope of the work. Chief Patrick Daley (arrived at 7:13 PM) reported there had been multiple meetings with the fire departments regarding the radio system and that the equipment is starting to get staged in the trucks. Chief Daley reported he was given late January for an installation date and they were continuing to build out the CAD RMS system profile.  b. Traffic Enforcement Update: Chief Patrick Daley arrived at 7:16PM. Chief Daley reported that NPD acquired six new speed reduction signs with lights that would be seen out in the community. Chief Daley asked those in attendance to please relay any hotspots to NPD so they can be added to the circulation list. Chief Daley stated that the recent traffic fatality on Golden Street remained under investigation. c. Automatic Aid Events Update: President Pro Tem stated that Battalion Chief Marc Benjamin handed in a report on automatic aid before he had to step out for a fire call that looked to cover headquarters and the Greenville firehouse. President Pro Tem DeLuca asked those in attendance to include automatic aid updates in their department updates. VI. New Business: a. Department and Agency Updates: SEE ADDENDUM I FOR MONTHLY STATISTICAL REPORTS i. NPU Update: Eric McDermott reported that after many months the reservoirs were at full pond as of last month. Eric McDermott discussed the recent power emergency experienced by the New England power grid Christmas eve and what occurred. Eric McDermott stated that due to emergency procedures exercised by ISO New England and distribution providers the grid, which covers Maine to Connecticut, was able to be re-stabilized without any power disturbance. Eric McDermott stated this was not caused by a natural gas shortage and that several older generators on the New England Grid did not meet their power obligations so power generation fell short, primarily on reserve generation. Eric McDermotted reported that ISO New England went through all its reserves to keep the grid stabilized and that there were no concerns of blackouts or anything of that nature. ii. American Ambulance: President Gregory Allard reported 501 calls for the month of December, 206 of which were ALS transports and 295 BLS transports. Gregory Allard discussed the statistics of calls. iii. Police Department Update: Chief Patrick Daley reported there was one fatality in the past month but otherwise it was a relatively slower month than average. Chief Daley reported that three new officers were hired that day and would begin the academy on Monday. Chief Daley stated that, for critical needs, as the department got back up to full staff space issues were increasing in terms of dispatch space and female locker room space. Chief Daley stated that the police department building needed to be addressed and the department could do additional programs if not for the space constraints. Chief Daley stated he also had spoken to the City Manager about transitioning the department’s ammunition from 40 caliber to 9 millimeter. Chief Daley stated this was a decision made after the Bristol Police shooting incidents and gave the history behind the changes in caliber over the years. Chief Daley reported that both the FBI and Connecticut State Police had returned to 9 millimeter ammunition and that a lot of improvements had been made to 9 millimeter ammunition over the years. Chief Daley explained that with 9 millimeter officers can carry more rounds and the guns were easier to operate and handle. Chief Daley also explained the benefits of the red dot sites. Chief Daley reported that all associated costs, including training time, were included in the proposal. Alderwoman Gould asked what the approximate cost would be. Chief Daley responded it would be approximately  $150,000. iv. Emergency Management Update: Battalion Chief Marc Benjamin left the meeting at 7:02 PM and returned at 7:23 PM. Battalion Chief Marc Benjamin explained he had to step out for an electrical fire burning next to a mattress and discussed the situation. Battalion Chief Marc Benjamin discussed various meetings attended in person and virtually during the month of December. v. Fire Department Updates 1. Norwich: Battalion Chief Marc Benjamin provided an automatic aid report and monthly report. Battalion Chief Benjamin reported 220 calls for the month of December. Battalion Chief Benjamin reported significant responses as a January 4th working porch fire at 135 Mckinley Ave, with mutual aid provided by East Great Plain and Laurel Hill as well as a January 4th structure fire at 112 Norwich Ave that was responded to in conjunction with Taftville Fire Department. Battalion Chief Benjamin stated a live demonstration and system overview of the radios took place on December 28th. Battalion Chief reported that Norcom conducted site visits for pre-installation and inspections on the apparatus. Battalion Chief Benjamin stated the department was staffed for the wind and rain storm that occurred on December 22nd and 23rd. Battalion Chief Benjamin reported that the pump for Squad A failed again on January 7th which was the day after Engine 4 came back into service from a failure. Battalion Chief Benjamin reported that Squad A went back into the garage due to corroded electrical switches. Battalion Chief Benjamin stated that Marine 1 would be coming out of the water in the near future for routine maintenance. Battalion Chief Benjamin reported that Engine 2 was out of service for a few days for repairs on the parking switches and warning lights, and that Engine 4 had a pump issue when responding to a fire, which Fleet Maintenance was aware of. Battalion Chief Benjamin discussed ongoing membership training. Battalion Chief Benjamin reported that a vendor was chosen for the headquarters’ mens’ bathroom work and they were reviewing quotes on the firehouse carpeting. Battalion Chief Benjamin stated that one member had been out with COVID for four days and that PPE supplies were plentiful. Battalion Chief Benjamin reported that after consultation with the chiefs and City Manager an agreement was made to revise the automatic aid response procedure to one-and-one, which would be more resourceful. Battalion Chief Benjamin reported that at the Norwich Avenue fire Engine 2 was first on the scene with Chief Timothy Jencks arriving shortly after him. Battalion Chief Benjamin stated that command was established, the situation was evaluated, and they were able to identify a water supply issue that was resolved for future calls. Battalion Chief Benjamin continued that automatic aid was a work in progress and that the departments were working together to go through unchecked boxes. Battalion Chief Benjamin added that at the Norwich Avenue fire great professionalism was exhibited at the command post and that everyone was on the same page so that when the mayday call came through everything was implemented which led to a positive outcome. 2. Taftville: Chief Timothy Jencks left on a call at 7:05 PM and returned at 7:20 PM. Chief Jencks reported 83 calls for the month which was about average as of recently. Chief Jencks stated that Taftville was working on its OSHA review and started annual training. Chief Jencks reported that membership was going strong and all apparatus were well. Chief Jencks stated he had begun the budget process and turned in all paperwork. Chief Jencks stated he would submit a monthly automatic aid report as well as a full report for all of 2022. Chief Jencks stated he conducted a SWOT analysis for the fire at 112 Norwich Avenue and was working on a post-incident report with Battalion Chief Marc Benjamin. 3. Yantic: Chief Bill Eyberse reported an uptick in calls for the month with 67 in total, including 26 EMS calls and 6 motor vehicle accidents. Chief Eyberse stated that the number of motor vehicle accidents went down significantly while EMS calls went up. Chief Eyberse reported Yantic received a lot of breathing and COVID related calls. Chief Eyberse stated that Yantic members continued to wear masks when encountering the public and providing services. Chief Eyberse noted there was also an uptick in smoke detector carbon monoxide activation calls with no fire or carbon monoxide present, which he attributed to precautionary good faith calls. Chief Eyberse reported the replacement of Squad 36 as a critical need and that COVID supplies remained adequate. Chief Eyberse reported in regards to automatic aid Yantic responded to downtown on four different occasions including the Broadway Main Street incident; a call at 72 Mckinley Avenue where they were staged then released to headquarters; a call for food on the stove which they were canceled in route; and smoke in Otis Library where they were also canceled in route. Chief Eyberse reported that the Norwich Fire Department responded to a chimney fire on Scotland Road and that everyone worked well together. Chief Eyberse reported that one member completed the Firefighter 1 course and another was enrolled in the EMT class. Chief Eyberse stated that the NFA program with students will begin February 4th. Chief Eyberse stated the program would begin with a tour of headquarters, work through the volunteer departments and end with at the fire school in Willimantic. Chief Eyberse discussed how Yantic participated in a Make A Wish program in which they transported a young student with cancer back to school after being out for a long period of time, with the city’s approval. 4. Occum: Deputy Chief Scott Eggert reported no automatic aid responses in going or outgoing for the month of December. Deputy Chief Eggert reported Occum provided mutual aid to Taftville at Ponemah Mills on December 14th and 19 calls for the month overall which totaled 244 calls for the year. Deputy Chief Eggert stated the replacement of Engine 41, which was a 1991 vehicle, was a critical need as it goes out of service for maintenance as weeks at a time. Chief Eggert stated the Occum boat was back in service after being out for a few months and the department currently had 33 members with two applications in progress. Chief Eggert discussed various member trainings and reported that Occum would be hosting a Cold Water Rescue class on February 25th and 26th, for which he would share information with the other departments. Chief Eggert stated that members continued to wear COVID 19 gear on all calls and that 91% of members were vaccinated. Chief Eggert  stated that Occum was ready for whenever the radio system installation was available and would then begin training. Chief Eggert reported that two new fire hydrants were installed on Lawler Lane and they were working to gather data on those for pre-plan responses. 5. East Great Plain: Chief Keith Milton reported 90 emergency incidents for the last month totalling 985 calls for the year of 2022, which was an uptick from the previous year. Chief Milton stated that regular monthly training was ongoing and a member completed the Firefighter 1 course with another also starting the EMT course. Chief Milton reported regular maintenance on apparatus and that the hydraulic generator on Tanker ET 51 had been operating on-and-off. Chief Milton stated that PPE supplies were sufficient and that one member recently had COVID who was now recovered with another currently out for COVID with minimal symptoms. Chief Milton reported that the critical needs for EGP continued to be the parking lot replacement and the replacement of Engine 52. Chief Milton stated that no automatic aid was received and EGP was only called out three or four times, with some calls being canceled en route. 6. Laurel Hill: Chief Aaron Westervelt arrived from a call at 7:20 PM. Chief Aaron Westervelt reported that a lot of training occurred in the past month including mutual aid training and that he was working to set up training with NFD. Chief Westervelt stated that Laurel Hill had just held their elections. Chief Westervelt stated that, including the call he had just returned from, Laurel Hill had attended 17 calls so far for the year with 12 of those being outgoing automatic aid calls. VII. Respectfully Submitted, Katherine Rose  ADDENDUM I Statistics for Month Calls for Service 2770 Incident Reports generated 281 Arrests made 104 Accidents investigated 110 Significant incidents for the month 12/08/2022- After a subsequent joint narcotics investigation with the Postal Inspectors, NPD Detectives conducted a follow-up at 285 Plain Hill. Investigation led to the seizure of a substantial amount of methamphetamine, cash, and 3 firearms. The suspect was arrested on scene. Search warrant still pending for safe seized during investigation. 12/20/2022- Shooting at Ravi. Appears to be a targeted act. Could be related to assault that took place earlier in the day on the Westside. 12/22/22- Car vs. Pedestrian fatal crash on Hickory Street near Golden St. 12/30/2022 - Labenski Funeral Home called and reported their building appeared to have been struck by a single round. The round shattered a window and struck a chair in the building. Overdoses – ten overdoses, one fatal. Staffing/Hiring matters ● Hiring effort are in full swing with the upcoming Eastern CT Regional Police Academy starting in mid-January. Community Outreach/events attended or facilitated ● Four Block Watch meetings attended at various locations in the City ● This month we provided assistance with the Winterfest Parade which included a last minute schedule change and meetings to adjust the date. ● We assisted in the Tommy Toy Fund distribution. Sgt. Chastang assisted in setting up a presentation at Otis Library by LT. Lazzaro who presented active aggressor training and community safety with downtown business owners and community members.
