⁹PUBLIC SAFETY COMMITTEE MINUTES City Council Chambers 100 Broadway, Norwich Wednesday, March 8, 2023 7:00pm Committee Members Present: President Pro Tem Joe DeLucia, Alderwoman Tracey Burto and Alderwoman Stacy Gould. Committee Members Absent: None. Administration and Staff Present: Mayor Peter Nystrom and City Manager John Salomone; Chief Patrick Daley, Norwich Police Department; Director of QA Glenn Arremony, American Ambulance; and Eric McDermott, Norwich Public Utilities. Volunteer/Central Fire Departments and Others: Norwich: Michael Dziavit; East Great Plain: Chief Keith Milton; Laurel Hill: Deputy Chief Peter Clark; Occum: Chief Scott Eggert; Yantic: Assistant Chief Paul O’Connell. and Taftville: None. Citizens Present: Joanne Philbrick. I. Call to Order and Quorum: President Pro Tem DeLucia called the meeting to order at 7:00 PM. There was a quorum present. II. Adoption of Previous Meeting Minutes: Alderwoman Stacy Gould made a motion to accept the February 8, 2023 regular meeting minutes, with some minor corrections. Alderwoman Tracey Burto seconded. All voted in favor. The motion passed unanimously. IV. Citizen Comment: Joanne Philbrick discussed her concerns regarding the delay in creating an ordinance to address the recent ATV issues, but noted she was happy it was being addressed. Joanne Philbrick also expressed concerns over the absorption of American Ambulance by Hartford Healthcare, and questioned how it may affect operations in the city. Citizen comment was closed at 7:02 PM. V. On-going Business: a. City Manager’s Report on Fire Chief’s Meetings: The City Manager was not in attendance, but submitted an electronic report. President Pro Tem DeLucia read the report into the record. SEE ADDENDUM I. b. Dispatch & Radio System Upgrades Update: President Pro Tem DeLucia noticed the dispatch and radio system upgrade update was covered in the City Manager’s report on the fire chief’s meetings. b. Traffic Enforcement Update: Chief Patrick Daley reported that as of that evening all of the new speed reduction signs had been placed and NPD was trying to acquire two more. Chief Daley stated the signs had  been well received by the community and there is a rotating list for placement. Chief Daley reported a trend of summons for unregistered and uninsured vehicles in the past month and noted that at least 50 had been given during motor vehicle stops which was relatively high. Chief Daley stated he met with other Connecituc police chiefs regarding proposed legislation they felt was concerning. Chief Daley explained the legislation classified things like a broken tail light as a secondary infraction and that equipment malfunctions could not warrant a motorist being stopped. Chief Daley continued that another proposed bill requires officers to notify a motorist why they are being stopped in written form, and while that is typically normal in most situations it is now required. Chief Daley added that there was an effort to remove ‘right on red’ turns developing from the west coast in an attempt to eliminate pedestrian deaths. City Manager John Salomone arrived at 7:10 PM. President Pro Tem DeLucia asked what the genesis was for restricting officers on what they can pull people over. Chief Daley responded it was an attempt to dispirit traffic stops amongst minorities, as there is a disproportionate stop among minority groups for equipment violations, and to correct the disparity. President Pro Tem DeLucia questioned if the disparity was more economic than race based and while he understood the incentive, did not believe lessening the presence of police would help the level of fatalities on the road. Discussion ensued. c. ATV/Mini Bike enforcement ordinance update: Alderwoman Tracey Burto reported she met with Chief Daley and Attorney Driscoll that past Friday to revise a similar city ordinance within the state, which they used as a resource for developing ideas to put together a draft ordinance for the ATVs. Alderwoman Burto stated that Attorney Driscoll was working on writing the draft ordinance. Chief Daley discussed how the ordinances worked in other cities. Discussion ensued. Chief Daley noted that behavior amongst recreational vehicles on roadways had escalated through the last few years. VI. New Business: a. Department and Agency Updates: SEE ADDENDUM II FOR MONTHLY STATISTICAL REPORTS i. NPU Update: Eric McDermott reported that reservoirs remain at full pond. Eric McDermott stated that NPU continued to conduct annual gas and electrical safety training. Eric McDermott reported two departments had completed the training and more were on the schedule. ii. American Ambulance: Director of Quality Assurance Glenn Arremony reported 169 ALS transports and 308 BLS transports, making 477 total calls for the month of February. Glenn Arremony reported that 22% of the response volume were canceled calls. Glenn Arremony discussed the statistics and demographics of calls. President Pro Tem DeLucia asked if the 23 reported motor vehicle accident responses involved injuries. Glenn Arremony responded they did and the calls resulted in transports. President Pro Tem DeLucia asked Chief Daley if that data coincided with NPD numbers.  Chief Daley responded that NPD sees a lot of non-injury accidents, but injury accidents had been ticking up. iii. Police Department Update: Chief Patrick Daley reported a slower month and noted that within the NPD monthly report he included data from the Violent Crime Task Force that Norwich is involved with. Chief Daley stated firearms had been recovered so far. Chief Daley reported the new cell block was near completion and invited committee members to visit it prior to it being occupied, as well as thanking the Department of Corrections for temporarily housing prisoners. Chief Daley reported critical needs as the station replacement and an executive assistant, as one recently retired. Chief Daley thanked the executive assistant for her 39 years of service to the city. iv. Emergency Management Update: Michael Dziavitz reported that DEMAS issued that a-tech radios collected from all the fire departments and emergency management that were delivered to DEMAS for software updates would be picked up the following day and returned to the departments. Michael Dziavitz stated that EM was still waiting on the state to remove over-delivered COVID items. Michael Dziavitz reported the LEOP Emergency Operation Plan needed to be completed by 2024 and a lot of work would be done in the next several months to complete it before the deadline. Michael Dziavitz discussed various meetings attended. v. Fire Department Updates 1. Norwich: Michael Dziavitz reported 197 calls for February including six automatic aid calls given for the month. Michael Dziavitz stated that significant responses for the month included a February 16th hazmat team response to 9 Technology Park Drive in Putnam and a vehicle on fire within a parking structure at Foxwoods on February 28th. Michael Dziavitz reported the fire marshall conducted fire safety events at Hamilton Park Apartments and that NFD participated in Read Across America Day at the Integrated Day Charter School. Michael Dziavitz reported apparatus needs as the replacement of Squad A. Michael Dziavitz reported that training on the new radio was conducted for all four platoons and would be training with EGP on February 14th regarding the new portable radios. Michael Dziavitz stated they were hoping the radios would be installed by the end of month or beginning of April, but it kept getting pushed back. Michael Dziavitz discussed various membership training and meetings attended. Michael Dziavitz stated a vendor was selected for the carpet work at headquarters and they were still looking for a vendor to work on the shower. Michael Dziavitz reported that the radio monitoring system at the Greenville station had been intermittent in the last few weeks and that a lot of the equipment there is over 20 years old. Michael Dziavitz stated NFD was looking at bids to replace the systems that alert in the firehouse when there is a call. Michael Dziavitz stated NFD is currently utilizing portable radios for this purpose. Michael Dziavitz reported no COVID impacts over the past month and that PPE supplies are plentiful. Michael Dziavitz stated the City Manager met with the chiefs on February 23rd. Michael Dziavitz reported that CAD beats and run cards were reviewed with chiefs and nearly all departments were completed. Michael Dziavitz reported that all chiefs met with the City Manager as part of the Apparatus Reduction Committee and were working to meet the  April 1st deadline. Michael Dziavitz reported that NFD members had been working to leave door knockers at opioid overdose calls and had some available for any that needed them. 2. Taftville: None. Electronic report submitted. 3. Yantic: Assistant Chief Paul O’Connell reported that COVID supplies were adequate and that the replacement of Squad 36 was a critical need. Assistant Chief O’Connell stated that Yantic was working with NPU on drills and would be training with EGP in the next month. Assistant Chief O’Connell stated that another group of members were going up to the Windham Fire School for training. Assistant Chief O’Connell reported that NFA students had visited the Yantic and Occum stations so far and were doing well. Assistant Chief O’Connell reported that YFD attended 45 emergency calls including a structure fire, 10 motor vehicle accidents, 13 medical calls, three hazmat service calls and six good intent calls. Assistant Chief O’Connell reported that Yantic received automatic aid three times and provided it once. 4. Occum: Chief Scott Eggert reported that since November automatic aid was once and received once. Chief Eggert added that non-policy automatic aid was given 9 times and received once. Chief Eggert reported 14 calls for the last month and 28 calls so far for the year. Chief Eggert reported the most significant event as a telephone pole on fire near the station. Chief Eggert reported the replacement of Engine 41 as a critical need as it is starting to show signs of rust and rot. Chief Eggert reported Occum was working on voting two new applicants in. Chief Eggert reported they were working on quotes for the asbestos abatement in the upstairs bathroom and working to determine if there is a structure issue in the basement. Chief Eggert discussed ongoing membership training and reported no COVID impacts currently. Chief Eggert stated that once the equipment was received from the city they would begin training on the radios. Chief Eggert reported that on Saturday morning Occum responded to a call about a homeless person in the Occum sandpits and would be working with state personnel to determine if there is an encampment there. 5. East Great Plain: Chief Keith Milton reported a regular month that mostly consisted of training. Chief Milton stated that EGP continued with routine apparatus maintenance routine and that PPE supplies were sufficient. Chief Milton reported no current COVID impacts. Chief Milton stated critical needs were the repaving of the parking lot and the replacement of Engine 52.. 6. Laurel Hill: Deputy Chief Peter Clark reported one new member was voted in the previous night and ongoing annual trainings were scheduled for April. Deputy Chief Clark reported that one member was still in Fire 1 and another was still in the EMT class. Deputy Chief Clark reported since November 1st automatic aid was given 25 times and received two; per policy it was given 14 times and received once. VII. Respectfully Submitted, Katherine Rose  ADDENDUM I City Manager's Report to Public Safety March 8, 2023 meeting I met with the Fire Chiefs on February 23 rd . This was our first meeting in four months so we had plenty of topics to discuss. We reviewed the amendment to City Ordinance 8-18 and the requirements set forth in the ordinance. We also discussed the ongoing CAD and radio projects, Auto Aid updates, Incident reporting, American Ambulance sale to Hartford Health Care, status of a Rehab vehicle for the City, and a potential site for a fire training facility. I addressed the need to form the committees as outlined in the amendment to Ordinance 8-18. There are three committees that are called for within the ordinance: a purchasing protocol committee, a truck specifications committee, and an apparatus reduction committee. The volunteer Chiefs will select one of the Chiefs for the purchasing protocol committee and report to me on that selection. I asked the Chiefs to begin meeting with those that are part of the Apparatus Reduction Committee, and to meet before our next meeting. There was brief discussion on apparatus replacement goals and funding. Chief Montoya gave an update on the CAD project Beat assignments and Alarm Card development. The team has met with each of the Chiefs to discuss their district beats and alarm cards. They still have work to do on reviewing input from the Chiefs before it can be sent for provisioning. The city-wide radio project is moving along. Mobile radio installation was pushed from February to March. Hopefully, it will happen this month. The Chiefs discussed the radio IDs to ensure better accountability and uniformity in the way the portable radios are identified. The Automatic Aid policy was updated to add Outside Fires with Exposure to a Structure to the criteria for Auto Aid calls. This was a minor change to include something that was discussed previously, but inadvertently left out of the final policy. The Chiefs discussed the procedure for incident reports in districts other than their own. Chief Montoya cited the national system and the requirement for an incident report to be written under the ID of the district where the call is, not the ID of the responding department. The Chiefs will work out the details of rep.art writing when this applies. There was a discussion on Hartford Health Care's acquisition of American Ambulance and how that would affect the contract with the City, and potentially the level of service. There are number' of rumors out there and concerns over the level of service going forward. We will have to monitor this as the transition proceeds. The vehicle planned for a rehab unit that the City was to receive from Windham Transit fell through. There was an issue with DOT blocking the release of the vehicle to the City. The Chiefs will continue to pursue other options. Chief Milton asked about the Veterans School property availability as a site for fire training facility. At this time the property is not claimed for uses once the school closes. We should look at the City property and adjoining properties to determine if this is a viable location for a training facility. The Chiefs and I have spoken on numerous occasions of the value of a local training ground. This property may present a sound option for such a project. We met for nearly two hours and had good discussion on current and future needs. Our next meeting is scheduled for March 20th .  ADDENDUM II Statistics for Month Calls for Service 2779 Incident Reports generated 283 Arrests made 166 Accidents investigated 97 Significant incidents for the month 02/06/2023- Shooting incident on Grove Street. Unidentified person seen walking down Grove Street towards Franklin and a SUV drives by and occupants take at least one shot at the person. Shell casing could not be found and it is also possible that the person walking shot back at the vehicle but hard to determine in the video. One round into residence on Grove Street could not be recovered unless major damage done to residence. Violent Crime Task Force (VCTF) 2/1/2023 -GA-21 and NPD requested assistance with locating and arresting a DV male suspect wanted for several DV charges. VCTF set up surveillance and took the accused into custody.\ 2/3/2023-Troop D held an active DV warrant for a male suspect living in Norwich. DV suspect was reported to be in possession of a firearm. VCTF set up surveillance and took the accused into custody. 2/6/2023- Two male suspects had active arrest warrants from Troop E for DV related to a kidnapping. VCTF set up surveillance and located the suspects in Sprague, CT. Troop E attempted to stop the vehicle, it failed to stop, then engaged Troopers in a pursuit. The suspect vehicle crashed in Norwich and the two male suspects were taken into custody for numerous charges. One 9mm firearm was seized as evidence along with marijuana packaged for sale. Overdoses ● 8 overdoses, 1 fatal Staffing/Hiring matters Valerie Cox retired after 39 years of service to the City of Norwich. She has been the identity of the Police Chief and has served three police Chiefs and hundreds of Officers. She will be staying temporarily until a replacement is found. Community Outreach/events attended or facilitated For the month of February, on the first we met with Veterans and community members to discuss the upcoming Memorial Day Parade and began planning. On the 14th, we met with the Greeneville Community Crime watch where we discussed residents concerns and said goodbye to Jean Tardiff who stepped down as the crime watch leader after many years of service to her community. On the 22nd we met with the Chase Manor Crime watch and discussed safety with members. With the help of Officer Burroughs, a traffic survey was conducted at the beginning of February on Norman Road in response to their concerns with speeding. Additionally, increased patrols and speed enforcement was conducted in the area. Residents were very complimentary of the response.
