⁹PUBLIC SAFETY COMMITTEE MINUTES City Council Chambers 100 Broadway, Norwich Wednesday, April 12, 2023 7:00pm Committee Members Present: President Pro Tem Joe DeLucia, Alderwoman Tracey Burto and Alderwoman Stacy Gould. Committee Members Absent: None. Administration and Staff Present: Mayor Peter Nystrom and City Manager John Salomone; Chief Patrick Daley, Norwich Police Department; and Eric McDermott, Norwich Public Utilities. Volunteer/Central Fire Departments and Others: Norwich: Chief Tracy Montoya and Battalion Chief Marc Benjamin; East Great Plain: Chief Keith Milton; Laurel Hill: Chief Aaron Westervelt; Occum: Chief Scott Eggert; Yantic: Chief Bill Eyberse; and Taftville: None. Citizens Present: Brian Kobylarz. I. Call to Order and Quorum: President Pro Tem DeLucia called the meeting to order at 7:00 PM. There was a quorum present. II. Adoption of Previous Meeting Minutes: Alderwoman Stacy Gould made a motion to accept the March 8, 2023 regular meeting minutes, with some minor corrections. Alderwoman Tracey Burto seconded. All voted in favor. The motion passed unanimously. IV. Citizen Comment: Brian Kobylarz of 16 Hobart Avenue reported a continuing traffic issue on his road caused by a vehicle parking within 10 feet of the stop sign on the road, which does not allow another car to drive on the road safely. Brian Kobylarz noted that Hobart Avenue is only 28 feet wide and there has been increased traffic on the road due to the relocation of the soup kitchen. Brian Kobylarz added that parking is allowed on both sides of Hobart Avenue, unlike other streets in the area. Brian Kobylarz stated that this driver in particular has an accessible driveway for parking that would be a safer option and would not violate the State of Connecticut standards. Brian Kobylarz stated he had reached out to Chief Daley who stopped by to speak with the driver and they were not available. Brian Kobylarz stated he would like the issue to be addressed without having to contact the police daily. Citizen comment was closed at 7:02 PM. V. On-going Business: a. City Manager’s Report on Fire Chief’s Meetings: City Manager John Salomone reported there had been a chiefs meeting amongst a working group the other day in which he was not in attendance. Chief Tracy Montoya added they did meet once a month with the City Manager and the  focus was on the apparatus reduction committee tasking. Chief Montoya stated there was one working group meeting in March and another in April. Chief Montoya stated he would provide updates on the progress of those meetings. b. Dispatch & Radio System Upgrades Update: Chief Montoya reported that equipment would be delivered to headquarters the next day for the Norwich apparatus and he is hoping to arrange the installation for Monday, however the vendor wants to ensure the patch for the new system is working first. Chief Montoya stated he was hoping to get that resolved by Friday so that Norcom could arrange installation with the city units on Friday. Chief Daley added that dispatch is ready to staff the CAD system and that Motorola continued to provision build their system, which seemed to be going well since the last month. c. Traffic Enforcement Update: Chief Patrick Daley reported that misdemeanor summons were up and officers had been cracking down on illegal, out-of-state registrations, and uninsured, unregistered plates. Chief Daley reported that Norwich was awarded a $48,000 Police Department grant for speed enforcement, spot checks and formalized events with multiple officers in a single location. Chief Daley stated in response to the citizen comment that Hobart Avenue did have an issue with parking. Chief Daley agreed that parking too close to street corners was an issue in addition to the roadway width. Chief Daley stated an option would be to ticket the driver, as it is unfavorable to reduce parking spaces in the city; although it could be done. President Pro Tem DeLucia suggested marking the road a one-way street due to its width. Chief Daley responded it could be done, but it would create a host of other issues. d. ATV/Mini Bike enforcement ordinance update: President Pro Tem DeLucia reported that he spoke to corporation council who stated they did not have a draft ready for review. Alderwoman Burto added that he was hoping to get one set up in the next few weeks in time for the next public safety meeting. VI. New Business: a. Department and Agency Updates: SEE ADDENDUM II FOR MONTHLY STATISTICAL REPORTS i. NPU Update: Eric McDermott arrived at 7:18 PM. Eric McDermott thanked chiefs for their assistance in improving water reports. Eric McDermott reported that the city reservoirs were at full pond and there were no water restrictions in place. President Pro Tem DeLucia congratulated NPU on their recent grant received for the gas line work. ii. American Ambulance: None. Electronic report submitted. iii. Police Department Update: Chief Patrick Daley reported NPD was able to catch up some investigations in the past month. Chief Daley stated there were three new hires that month and six officers were in the police academy and. Chief Daley reported that one officer was on FTO. President Pro Tem DeLucia asked if those  numbers totaled 84 staff members to which Chief Daley responded it did. Alderwoman Burto stated that a resident approached her regarding speeding on Pine Street and asked if a speed reduction sign could be placed there. Chief Daley stated he would add it to the rotation list. Chief Daley stated he was speaking with the DOT regarding a permanent mounted sign on Harland Road. iv. Emergency Management Update: Chief Tracy Montoya reported the only notable item was the A-TEC radios were received back from the state after getting firmware updates and all but Occum’s had been delivered. Chief Montoya stated that EM was quiet for the month as it was a quiet hurricane and winter season. v. Fire Department Updates 1. Norwich: Chief Tracy Montoya reported 216 calls for the month, including one auto aid call given and three auto aid responses received. Chief Montoya reported significant responses as a March 25th mutual aid call to a Preston working fire at a residential property; a structure fire on March 27th at 23 McKinley Avenue; an outdoor fire with exposure to a structure on April 1st at 58 Donahue Drive, which warranted an automatic aid response; multiple brush fires at Mohegan Park on April 10th; and a reported brush fire on New Wharf which extended to a storage container. Chief Montoya noted that the past week had been a rough condition-wise for brush fires. Chief Montoya reported he had multiple discussions with the battalion and fire chiefs regarding potential hazards at former dump sites and noted that the location on New Wharf was one of them. Chief Montoya reported there had been a homeless burn victim on the site. Chief Montoya stated the property owner representative had been very cooperative and was working to secure the property. Chief Montoya also discussed the recent issue of the boat removal in the same area that essentially disintegrated upon extraction. Chief Montoya reported the CAD system was now live at the police department whereas they were previously working in the cloud. Chief Montoya reported the replacement of Squad A for apparatus needs. Chief Montoya reported that new radio training was conducted amongst all four platoons and that the training was offered to all volunteer departments, which was well attended and received. Chief Montoya discussed ongoing meetings and trainings. Chief Montoya reported the new recruit was in their eighth week of the academy and would be graduating May 24th. Chief Montoya reported there was a new captain, battalion chief and lieutenant due to promotions. Chief Montoya stated that the vendor for both the shower project and new carpet were selected. Chief Montoya stated they were hoping to begin the shower demolition next week. Chief Montoya reported the roof at the Greenville station was leaking over the winter and they would be looking to get a quote to repair from a roofing contractor. Chief Montoya discussed radio issues at the Greenville station, which he brought to attention at the budgeting meeting. Chief Montoya stated the vendor told him even after new amplifiers were put in the bay station the issue would still need to be addressed and could be related to the roof leak. Chief Montoya reported no current COVID impacts and that PPE supplies were plentiful. Chief Montoya stated the Apparatus Reduction Committee met twice and bounced ideas around. Chief Montoya stated the plan for the next meeting is to  review their draft with the City Manager and get recommendations in order to finalize it. 2. Taftville: None. Electronic report submitted. 3. Yantic: Chief Bill Eyberse reported COVID supplies were more than adequate and members continued to mask up during patient interactions. Chief Eyberse reported that two members enrolled in the boater safety/driving class and that Occum would be holding an in-house pumping apparatus training soon. Chief Eyberse discussed various ongoing and recent trainings attended. Chief Eyberse stated that about fifteen members did a walkthrough at Hale Mill that Monday and reported that things were in full swing there. Chief Eyberse stated that members assessed the property and noted there is currently a ‘Do Not Enter Order’ on the building. Chief Eyberse stated they would be meeting Sunday morning to develop plans for different parts of the building. Chief Eyberse reported that Yantic assisted with the AF brush fire on McKinley Avenue as well as structure fires in Jewett City and Lisbon. Chief Eyberse stated the program with the NFA students was wrapping up and that students had the opportunity to visit all six organizations in the city. Chief Eyberse reported the replacement of Squad 36 and a new heating system for the building as critical needs. Chief Eyberse reported 36 calls for the month with 48 percent being medical and 13 percent motor vehicle accidents. Chief Eyberse stated the Yantic’s Women’s TAuxiliary would be celebrating their 60th anniversary and wanted to recognize them for their immense support over the years. 4. Occum: Chief Scott Eggert reported one automatic aid call received per policy and three mutual aid calls given. Chief Eggert reported non-policy automatic aid was given twice and received once. Chief Eggert reported 24 calls for the month, five of those being mutual aid. Chief Eggert reported a response to the smell of smoke at Ponemah Mills on March 22nd that turned out to be a R small fire which was stopped quickly. Chief Eggert reported the replacement of Engine 41 as a critical need and that two new members had been voted in during the past month. Chief Eggert stated he would be getting quotes for the asbestos abatement in the upstairs bathroom for the next budget. Chief Eggert updated that the issue in the basement he mentioned last meeting was D determined to just be a paint problem which they would be fixing. Chief Eggert discussed ongoing membership trainings. Chief Eggert reported no current COVID issues. Chief Eggert stated that one homeless encampment was found in the sand pits but there were no signs of another so they believe it was from the patient who was already removed. Chief Eggert stated that Occum continues to prepare for radio install and successfully implemented the first stage of SLATE pages implementations. 5. East Great Plain: Chief Keith Milton reported that EGP also responded to the Preston fire and Mckinley Ave fire. Chief Milton discussed ongoing membership training. Chief Milton reported routine maintenance apparatus and that there were no COVID impacts, although members remained cautious on calls. Chief Milton reported they were in the process of replacing windows at the station and the work should be done next week. Chief Milton  reported critical needs as the replacement of Engine 52 and the station parking lot. President Pro Tem DeLucia asked what thes status of the firehouse siding was. Chief Milton stated EGP ultimately decided to pull the contract from the siding vendor the day before and were working with the city comptroller to reach out to other vendors. Chief Milton stated the work should have been scheduled to begin when the windows were complete. 6. Laurel Hill: Chief Aaron Westervelt reported that members still wearing masks on calls for COVID, with no current impacts, and that PPE supplies were still plentiful. Chief Westervelt discussed ongoing membership trainings. Chief Westerverlt stated that yesterday members attended a Mohegan Sun walkthrough, which they do once a year as they are second command. Chief Westervelt reported their UTV is out of service and has been having an ongoing issue that the city garage is unable to diagnose, so the UTV is currently at the Polaris dealership. Chief Westervelt reported that Laurel Hill assisted NFD at the recent brush fire along with the Donahue Drive and McKinley Avenue fires. Chief Westervelt reported that one new female member was just voted in and there was another application in progress. VII. Public Safety items for future discussion: None. VIII. Staffing/Hiring matters ● Staffing measures remained in high gear in response to the upcoming April Police Academy class in Meriden Community Outreach/events attended or facilitated For the month of March, we finalized and worked the St Patrick’s Day parade. The parade was very successful and we received several remarks regarding Officers professionalism and positive demeanor. We attended the Greeneville Community Crime watch meeting. Sgt. Chastang presented a presentation of scams for seniors which was requested and attended by the local AARP chapter. The presentation was attended by approximately 50 seniors at the senior center. Chase Manor crime watch meeting was attended where we discussed current concerns. They were presented with results from a recent traffic survey completed by Officer Burroughs. Plans are continuing with the local veterans for the upcoming Memorial Day Parade. We communicated with the Norwich Historical Society regarding upcoming events. Increased checks were conducted of the Leffingwell House per their request.
