⁹PUBLIC SAFETY COMMITTEE MINUTES City Council Chambers 100 Broadway, Norwich Wednesday, June 14, 2023 7:00pm Committee Members Present: President Pro Tem Joe DeLucia, Alderwoman Tracey Burto and Alderwoman Stacy Gould. Committee Members Absent: None. Administration and Staff Present: Mayor Peter Nystrom, City of Norwich; and Eric McDermott, Norwich Public Utilities. Volunteer/Central Fire Departments and Others: Norwich: Chief Tracy Montoya and Battalion Chief Pat Curtin; East Great Plain: None; Laurel Hill: Deputy Peter Clark; Occum: Chief Scott Eggert; Yantic: Chief Bill Eyberse; and Taftville: None. Citizens Present: None. I. Call to Order and Quorum: President Pro Tem DeLucia called the meeting to order at 7:02 PM. There was a quorum present. II. Adoption of Previous Meeting Minutes: Alderwoman Stacy Gould made a motion to accept the May 17, 2023 regular meeting minutes, with some minor corrections. Alderwoman Tracey Burto seconded. All voted in favor. The motion passed unanimously. IV. Citizen Comment: None. V. On-going Business: a. City Manager’s Report on Fire Chief’s Meetings: President Pro Tem DeLucia stated the City Manager was not in attendance but submitted notes to city council and the Public Safety Committee regarding their May 10, 2023 meeting. SEE ADDENDUM I. b. Dispatch & Radio System Upgrades Update: Chief Tracy Montoya stated the radio installs were completed for Norwich FD aside from Battalion 1. Chief Montoya stated that EGP apparatus were completed that day and the installation for Laurel Hill. Chief Montoya continued that the CAD provisioning project was on hold for a bit because a number of entities were having issues with the system. Chief Montoya stated he was unsure of where the timeline stood currently and previously the completion was scheduled for August. c. ATV/Mini Bike enforcement ordinance update: President Pro Tem DeLucia reported that although Chief Daley was not in attendance he did give his encouragement on moving the ordinance forward. Alderwoman Gould made a motion to make a favorable recommendations  on the adoption of the ordinance to city council. Alderwoman Tracy Burto seconced. All voted in favor. The motion passed unanimously. VI. New Business: a. EMS Ambulance: Battalion Chief Pat Curtin spoke to the committee about a preliminary look at potentially utilizing a fire-based transport for EMS services. Battalion Chief Curtin stated that in the fall of the last year he started a committee within NFD to begin analyzing the current EMS delivery and structure in Norwich. Battalion Chief Curtin stated the committee found that improvements could be made, specifically concluding that EMS transport at the BLS level should be under the control of the fire departments. Battalion Chief Curtin stated that after the sale of American Ambulance was made public in Spring 2023 it was determined a preliminary presentation regarding BLS transport at the Fire Department level needed to be made to the Public Safety Committee. Battalion Chief Curtin explained calls could be routed through the NPD dispatch center and any paramedic procedures would be conducted by an ambulance employee. Battalion Chief Curtin noted the current contract with American Ambulance is set to expire November 2024 and that NPD dispatchers already receive 911 calls that they transfer to emergency services. Battalion Chief Curtin stated that all of the public safety complex would need to be on board, but the committee felt that ultimately hiring an outside firm to assess the associated data to provide a recommendation to the Public Safety Committee would be the best step to move forward. President Pro Tem DeLucia asked who were the constituents that were represented in the committee. Battalion Chief Curtin responded the committee was headed by himself and involved any interested internal NFD members. President Pro Tem DeLucia asked who the Chief envisioned to be the involved stakeholders if things progressed. Battalion Chief Curtin responded that a representative from each emergency service division should be involved as well as someone from the city to represent the financial interest of things. President Pro Tem DeLucia asked if the committee envisioned all six fire departments responding to EMS calls. Battalion Chief Curtin responded that the departments already do that based on first responder criteria, but their suggestion is more geared toward patient transport. Chief Curtin stated the next steps would be to develop a committee to work on the various parts of the proposal and to gather data in order to form a cost-benefit analysis. Alderwoman Stacy Gould stated she was aware of recent challenges with the EMS delivery system but questioned who was to say that Hartford Healthcare would not do an improved job with less reliance on outside agencies. Chief Montoya responded that it could not be said definitively but they were basing their information off of experiences in neighboring communities and from neighboring fire chiefs. Chief Montoya continued that the recommendation by the committee took months to years to form and was not dependent on the existing contract expiring, rather the needs of the people in the city. Chief Montoya stated that although the city had greatly benefited from the services of American Ambulance over the years, it was an appropriate time for the city to approach, if interested, a fire-based EMS service. Chief Montoya noted seeing an influx of mutual aid ambulances in town to support services and the success of fire-based EMS ambulance services in neighboring communities. Chief Montoya stated that there would be benefits to dispatch and the police department as well. Alderwoman Gould asked if fire-based  services in towns comparable to Norwich had been assessed in regards to department sizes. Chief Montoya responded they had and that call volume and other aspects were assessed to determine a recommendation for the Public Safety Committee. Alderwoman Tracy Burto questioned what the approximate cost was for a financial consultant based on the preliminary conversations had by the committee. Chief Montoya responded that a very rough estimate of 20 to 30,000 dollars was provided. Discussion ensued. President Pro Tem DeLucia requested that the committee move forward with their next steps and continue to report back to the Public Safety Committee. b. Department and Agency Updates: SEE ADDENDUM II FOR MONTHLY STATISTICAL REPORTS i. NPU Update: Eric McDermott reported that on Tuesday May 16th a contractor working on the Asylum Street bridge project came into contact with and severed a six-inch gas main on a three pound system. Eric McDermott thanked all responding departments for their assistance during the emergency and noted that collaboration went very well. Eric McDermott reported that NPU received 1.1 million dollars in funding from DEEP for 10-year flood resiliency to refurbish the Greenville substation and Rose Alley sewer pump station. Eric McDermott reported that reservoirs remain at full pond and that NPU had begun its regular hydrant flushing that month. ii. American Ambulance: None. Gregory Apathy sent an email to the committee noting the sale of American Ambulance to Hartford Healthcare which was completed June 1, 2023. The email also noted there would be Hartford Healthcare employees working alongside American Ambulance during the transition period. iii. Police Department Update: None. Electronic report submitted. iv. Emergency Management Update: Chief Tracy Montoya reported yesterday attended a Silver Jackets flood awareness workshop with many other agencies. Chief Montoya stated the overall takeaway was that the area was overdue for a hurricane so it was positive to hear about flood litigant grants as flooding was a large focus of the discussion. v. Fire Department Updates 1. Norwich: Chief Tracy Montoya reported 232 calls for the month including providing automatic aid four times and receiving it twice. Chief Montoya listed significant responses at the Asylum Street gas leak; a vehicle into the Norwich harbor on June 1st; a June 3rd trailer fire in the New Wharf area; and a vehicle into a building on June 4th. Chief Montoya reported there had been numerous events in the New Wharf area over the past couple months and that month a person of interest in relation to the fire had been arrested by police. Chief Montoya reported the replacement of Squad A for equipment needs. Chief Montoya  stated that all fire marshall staff completed training and discussed various ongoing trainings. Chief Montoya stated the vendor completed the work on the headquarters showers and would be beginning on the carpet soon. Chief Montoya stated he was still awaiting an estimate on the roof work at the Greenville station. Chief Montoya reported no known COVID cases and that PPE was sufficient. 2. Taftville: None. Electronic report submitted. 3. Yantic: Chief Bill Eyberse reported 56 calls for last month including seven motor vehicle accidents and 25 EMS calls. Chief Eyberse reported that EMS calls made up about 45% of call volume. Chief Eyberse stated that COVID supplies were fine and no active cases. Chief Eyberse reported that Yantic had so far covered three firework displays at Dodd Stadium and were preparing for hose testing. Chief Eyberse reported the replacement of Squad 36 as a critical need. Chief Eyberse stated there had been a handful of incidents where the construction being done on Interstate 395 backed up traffic so severely it affected call response time. Chief Eyberse stated that the recent milling and paving work also came as a surprise. Chief Eyberse continued that no notice was provided and he was unsure who to address the lack of communication to. President Pro Tem DeLucia responded that he believed the city manager would be the person to call, who then could reach out to the regional DOT office about being kept in the loop. Chief Eyberse stated he would follow up with him. Chief Eyberse reported that all engines were now carrying cancer prevention kits for cleaning turnout gear on scene and spending less time in contaminated gear. 4. Occum: Chief Scott Eggert reported zero automatic mutual aid calls per policy given or received, and non-policy calls provided twice and received four times. Chief Eggert reported zero non-policy calls given or received for May and two automatic aid calls provided. Chief Eggert reported 40 calls for the month of April and 25 for May, totalling 118 calls for the year. Chief Eggert reported that Occum responded to a brush fire in Baltic on April 3rd; searched for a missing person with Taftville on April 17th; and reported to a brush fire on Atlantic Avenue on April 22nd. Chief Eggert reported the replacement of Engine 41 as a critical need. Chief Eggert reported that the facility and membership remained good, with 61 members including those inactive. Chief Eggert discussed ongoing trainings. Chief Eggert reported Occum just picked up their new portable radios and would begin training on them. Chief Eggert also agreed that the work on Interstate 395 was a surprise and was personally backed up twice between the tree trimming and milling/paving work. Chief Eggert stated he called the regional DOT office who differed him to the Occum DOT garage, and they said they were not in control of the work.  5. East Great Plain: None. 6. Laurel Hill: Deputy Chief Peter Clark reported that the UTV was in service and had already assisted in looking for a missing person in the woods with Taftville. Deputy Chief Clark reported that Engine 52 responded to West Thames Street for additional manpower as well as to New Wharf with the city department. Deputy Chief Clark stated that one new member was voted in the past month and two passed the fire service instruction course. Deputy Chief Clark reported that 17 members recently trained on natural gas and electric emergencies with NPU. Deputy Chief Clark discussed ongoing trainings. VII. Respectfully Submitted, Katherine Rose City Manager's Report to Public Safety ADDENDUM I May 10, 2023 meeting I met with the Fire Chiefs and Fleet Maintenance on May 9 th. The meeting focused primarily on apparatus reduction/replacement. I tasked the Chiefs to provide further information on proposed mini pumpers and commercial chassis based apparatus. These represent an opportunity to save money when replacing apparatus. Chiefs discussed EMT/MRT response on medical calls and if R-1 requirements were being met. The question arose out of a medical call in Taftville where they may not have been any medically certified personnel on the call. The volunteer Chiefs said that they do not send a crew without medically certified personnel other than lift assist non-medical emergency types of calls. Chief Montoya gave an update on the radio and CAD projects. Mobile installation has begun and portables will be delivered soon. There was discussion on recent dispatch concerns with Auto Aid policy being followed. I asked for two Chief representatives to meet with myself, Chief Daley and Dispatch representative to discuss the concerns. Chiefs Montoya and Eggert offered to represent the group. We will schedule a meeting for the coming weeks. The Chiefs discussed EDispatch and how the group would proceed with the annual subscription. Chief Eyberse will research a 6-month renewal to allow time to determine what capabilities the new CAD will provide. Chief Milton asked the others to survey their membership to see if there was interest in becoming drone operators. Chief Milton asked again about the Veterans School property availability as a site for fire training facility. At this time the property is not claimed for uses once the school closes. There was mention of water supply concerns in the area. Further exploration of options for the property are warranted. Meeting lasted approximately two hours. Our next meeting is scheduled for June 7 th.  ADDENDUM II Statistics for Month Calls for Service 3,904 Incident Reports generated 309 Arrests made 134 Accidents investigated 90 Significant incidents for the month 05/07/2023- On Sunday at approximately 4:14pm, patrol units were dispatched to Mohegan Park near Mohegan Road for the report of a suspicious item. Upon arrival, the patrol Units believe the item was a possible body and Detectives were notified. Upon further investigation it was determined the object was definitely human remains. SPMC assisted in uncovering the body and ME took possession for an autopsy. Through fingerprints the body was identified as, Martin Wright. Wright was murdered by his brother, McMillian Wright in Brooklyn NY, in late January 2023. 05/10/2023- At approximately 1:40pm multiple patrol units along with the Detective Division responded to 14 Sandy Lane for a report of gun shots and a person hit. On scene one victim was discovered outside lying on his back. The victim had apparent gunshot wound to the upper right chest area. Officers present began to tend to the victim. The victim succumbed to his injuries at Backus Hospital. Through investigation, an arrest warrant was issued for the suspect whose current location is unknown. The investigation is continuing. 05/26/2023- At approximately 2:15pm a body was found in an open garage at Town Street. The property was secured by a surrounding fence. The body was decomposed and near the body was the identification of Stephen Pendergast. Original case number for missing person Stephen Pendergast 23-12730-OF taken on 4/13/23. The ME was able to positively identify the deceased as S. The event was co-hosted by the Women's City Club of Norwich and Reliance Health. ● On May 20, we attended the Backus Safety Camp which was rescheduled at the last minute due to inclement weather. Additionally, that same day we attended a Wellness Walk and Bike Safety Event hosted by Norwich Youth and Family Services. Officer Carmody assisted in communicating and planning the PD's involvement in this event. ● On May 29, we assisted in the Norwich Memorial Day parade. The event was well attended and we had the assistance of our current academy trainees, which was a great addition. The members are continuing our monthly trainings. The apparatus had routine service. Apparatus had the new radios installed. No members have been quarantined or had COVID. PPE supplies are good.
