⁹PUBLIC SAFETY COMMITTEE MINUTES Wednesday, July 12, 2023 Taftville Volunteer Fire Department 134 Providence St, Taftville, CT 7:00pm Committee Members Present: President Pro Tem Joe DeLucia, Alderman William Nash and Alderwoman Stacy Gould. Committee Members Absent: None. Administration and Staff Present: Mayor Peter Nystrom and City Manager John Salomone, City of Norwich; Chief Patrick Daley, Norwich Police Department; Gregory Allard, American Ambulance; and Barry Ellison, Norwich Public Utilities. Volunteer/Central Fire Departments and Others: Norwich: Chief Tracy Montoya and Battalion Chief Marc Benjamin; East Great Plain: Chief Keith Milton; Laurel Hill: Deputy Peter Clark; Occum: Chief Scott Eggert; Yantic: Chief Bill Eyberse; and Taftville: Chief Timothy Jencks. Citizens Present: Bill Hayes I. Call to Order and Quorum: William Nash called the meeting to order at 7:00 PM. There was a quorum present. II. Selection of Chair: Alderwoman Stacy Gould made a motion that William Nash serve as chair of the Public Safety Committee. President Pro Tem DeLucia seconded. All voted in favor. The motion passed unanimously. III. Adoption of Previous Meeting Minutes: Alderwoman Stacy Gould made a motion to accept the June 14, 2023 regular meeting minutes, with some minor corrections. President Pro Tem DeLucia seconded. All voted in favor. The motion passed unanimously. IV. Citizen Comment: Bill Hayes of 141 Providence Street stated he was disheartened by comments made by President Pro Tem DeLucia that were referenced on a recent news report in regards to doing “what could be done with the city council” to move forward the purchase of trucks for the paid department, but not the volunteer departments. V. On-going Business: a. City Manager’s Report on Fire Chief’s Meetings: City Manager John Salomone did not have the report available. b. Dispatch & Radio System Upgrades Update: Chief Patrick Daley reported that the CAD provisioning was continuing and they were hoping to have that aspect complete by the end of the year. Chief Tracy Montoya reported that the mobile installations for Norwich were complete with the exception of the battalion vehicles, as well as East Great Plain, Laurel Hill and Yantic. Chief Montoya continued that the work  at Occum had started and once complete it would move onto Taftville. Chief Montoya stated that the installations were taking a bit longer than expected as the technician was operating as a one-man crew. Chief Montoya hoped that all installations would be complete within the next 10 working days so the mobile units could be tested by dispatch and rolled out. Alderman William Nash stated that, as the ATV ordinance was voted on at the council meeting, he would like to request a suspension of the rules to revise the agenda to add the approval of the revised 2023 Public Safety Committee meeting schedule. Alderwoman Stacy Gould made a motion to revise the agenda accordingly. President Pro Tem DeLucia seconded. All voted in favor. The motion passed unanimously. VI. New Business: a. Approval of Revised 2023 Public Safety Meeting Schedule: Alderwoman Stacy Gould made a motion to approve the revised schedule. President Pro Tem DeLucia seconded. All voted in favor. The motion passed unanimously. b. Department and Agency Updates: SEE ADDENDUM I FOR MONTHLY STATISTICAL REPORTS i. NPU Update: Barry Ellison reported that all reservoir levels look good and are better than typical for the time of year due to the recent rain. Barry Ellison stated the official level had not been determined but they should be at or near full capacity. Barry Ellison stated that NPU just completed hydrant flushing on Route 32 from the city to Mohegan Sun and would begin on Laurel Hill to Preston the next week. ii. American Ambulance: Gregory Allard discussed the various call data for AA for the month, all of which was included in his submitted electronic report. Gregory Allard reported 540 calls which included 217 ALS transports and 323 BLS transports. iii. Police Department Update: Chief Patrick Daley reported a busy start to the summer and that Captain Veiga retired from the force after 29 ½ years of service to the city. Chief Daley invited everyone to National Night Out at Howard Brown Park on August 1st. Chief Daley reported that the July fireworks went well from a public safety standpoint and that they were well staffed by NPD and mutual aid departments. Chief Daley reported the replacement of the police station as a critical need. Alderman Nash questioned the uptick in recent motor vehicle accidents. Chief Daley responded that the period following the release of school are considered the most dangerous days in the summer for accidents and while there had been an increase none had serious injuries. Chief Daley continued he hoped activity would decrease but noted there were still ongoing issues with large groups of motorbikes and scooters. Chief Daley stated that upcoming Friday all police departments in the state  would be meeting to develop a regional response plan for street takeovers. Chief Daley stated that all traffic enforcement signs were placed out on city streets and that NPD just began a speed enforcement grant in July that they received from the state DOT. President Pro Tem DeLucia asked Chief Daley to discuss the license plate readers that are going to be installed throughout town. Chief Daley responded that there were about four readers left to be installed and there was currently limited access to the system, but in the one weekend they were in place NPD was able to recover a stolen car; identify two hit and run accidents; identify a larceny; and a car involved in a shooting in another town. Chief Daley stated the cameras were fixed and not hidden, but NPD was not publicizing the locations of them due to vandalism. Alderwoman Gould asked if it was correct that each police vehicle had been outfitted with a water rescue throw disc. Chief Daley responded that was correct; after two water rescue incidents back-to-back the previous month the department saw a need for additional water rescue gear in the vehicles on the road. Chief Daley stated the throw disc would help keep a person afloat until further help arrived. iv. Emergency Management Update: Chief Tracy Montoya reported no activity during the rain event that past Sunday into Monday and that Chief Eyberse kept an eye on the Yantic River. Chief Montoya stated the highest the river hit was 4.5 feet, where the action stage was 7.5 feet. Chief Montoya stated there was one possible related incident with a transformer explosion in Occum, but it was determined unfounded. v. Fire Department Updates 1. Norwich: Chief Tracy Montoya reported 230 calls for the month, with four automatic aid calls provided and one received. Chief Montoya listed significant responses as a motor vehicle rollover accident on West Main Street; a car over the embankment on Washington Street; and a gas leak two days prior at Norwich Free Academy. Chief Montoya reported the replacement of Squad A as a critical need. Chief Montoya also noted an ongoing staffing issue in the city public works department where viable employees are leaving to work at Norwich Public Utilities, causing fleet maintenance to suffer with staffing. Chief Montoya discussed ongoing and completed trainings. Chief Montoya reported that the Greeneville station roof repairs were completed prior to the rain storm and that technicians would be coming in to determine if the roof was contributing to the monitoring and alerting issues at the station. Chief Montoya reported no current COVID cases and that PPE supplies were sufficient. 2. Taftville: Chief Timothy Jencks 76 calls for the month including 45 EMS calls, 31 fire-related calls and three gas calls. Chief Jencks reported that the Taftville dive team went on site to assist with the vehicle that went into the river, but the currents were  too strong for the divers. Chief Jencks reported that Taftville also supported the Yale Harvard Regatta on the Thames River and Wequonnoc School during their village walk. Chief Jencks reported critical needs as the parking lot replacement as well as addressing the roof over the main station as it lifts from the building when wind blows. Chief Jencks noted it is a rubber membrane roof that is approximately 15 years old. Chief Jencks suggested approaching the situation similarly to the New London firehouse where they installed wooden trusts for a standing seam metal roof. Chief Jencks reported that in the last month there was a radio issue that affected the entire city during a power outage with no alerting occurring for any station. Chief Jencks reported that Taftville had not purchased pagers in many years due to various promised radio projects and the cost of the pagers themselves, so they have relied on a third party phone alert system. 3. Yantic: Chief Bill Eyberse reported 68 calls for the month including 14 motor vehicle accidents and 23 medical calls. Chief Eyberse noted an uptick in false alarms and false calls caused by things such as detectors triggered from dust particles or non-gas related issues. Chief Eyberse reported that of the 68 calls 21 were overlapping, which was higher than usual. Chief Eyberse stated that Yantic continued to provide service to Dodd Stadium during the fireworks. Chief Eyberse reported that the most significant call for the month was an accident on the Route 32 / Route 2 connector with two cars fully engulfed in flames. Chief Eyberse reported the replacement of Squad 36 as a critical need. Chief Eyberse reported they were still awaiting a custom made condensate tank for the furnace system and that should be squared away soon. Chief Eyberse stated on July 30th Yantic would be involved in highrise training with multiple departments at the parking garage in downtown. Chief Eyberse stated Yantic did a walkthrough of the old GD Computer Systems building with the Norwich paid department. 4. Occum: Chief Scott Eggert reported automatic aid was received once for the month per policy, once non-policy, and given twice non-policy. Chief Eggert reported 13 calls for the month. Chief Eggert reported significant calls for the month as an alleged dryer fire on July 7th that was determined to be a washing machine issue; a small July 1st fire at Dunkin Donuts that was caused by burning plastic in an oven; a CO2 call on Taftville-Occum Road due to misuse of a generator; a July 6th vehicle rollover on Railroad Avenue; and a motor vehicle accident on July 10th with assistance from Yantic. Chief Eggert reported the replacement on Engine 41 as a critical need and noted the truck is currently in its 32nd year of service, over twice the recommended life expectancy. Chief Eggert reported that Engine 42 was dripping oil from under the engine compartment and it was determined the compressor was cracked, so the engine was out of service indefinitely while they awaited parts. Chief  Eggert reported that one new member was voted in the past month making 44 members total. Chief Eggert reported the radio installations were progressing as mentioned.. 5. East Great Plain: Chief Keith Milton reported a busy month and that regular trainings continued. Chief Milton reported routine maintenance for apparatus and that their ladder truck would be going out for maintenance at some point to have the radiator replaced. Chief Milton reiterated that the new radios had been installed in the trucks and that channel 3366 went down after the power outage. Chief Milton reported that during the outage there was a fire call at Norwich Inn & Spa at approximately 1:00 AM that several EGP members did not respond to due to the notifications not going through. Chief Milton stated there were various communication issues during that period and it was very bothersome that his department was not able to appropriately respond to the call. Chief Milton reported the replacement of Engine 52 and the station parking lot as critical needs. Alderman Nash asked if the issue with channel 3366 would occur again. Chief Montoya responded that as it was explained to him, an Eversource transformer blew and had a fire that ultimately transformed into a fiber issue with Norwich Public Utilities. Chief Montoya continued the issue caused a domino effect that affected the low band system. Chief Montoya stated he was unsure why certain items on the low band system were affected and others not, and that the accident was a rarity. Chief Montoya stated that dispatch is typically very good at picking up on miscommunication issues. Chief Daley stated that nothing alarmed dispatch that messages were not going out and that it was a major concern that they were unaware of this. Chief Daley suggested a meeting occur between the volunteer chiefs to develop a procedure for this. Alderman Nash asked if anything was being developed so that any issues are identified quicker if something was to occur in the future. Chief Daley responded there had been discussions with dispatch and those affected regarding notifications if any issues were occurring. 6. Laurel Hill: Deputy Chief Peter Clark added that the P25 system had also gone down in the last month for about an hour, which is part of the new radio system. Deputy Chief Clark stated he was unsure of the end result of that outage. Deputy Chief Clark reported that a few days prior department members with low band pagers arrived at the firehouse because a dispatch notification went through, but it had not gone through on the pagers. Deputy Chief Clark stated some investigating needed to occur to determine the cause of the issues. Deputy Chief Clark reported the past month’s training was focused on extractions and discussed various ongoing training. VII. Public Safety items for future discussion: None. VIII. Respectfully Submitted, Katherine Rose  ADDENDUM I Statistics for Month Calls for Service 3642 Incident Reports generated 303 Arrests made 141 Accidents investigated 92 Significant incidents for the month th 06/17/2023- On June 17 2023, at approximately 0140 hours, Officers were dispatched to an address on Laurel Hill for a disturbance. After Backus originally called the PD for a stabbing victim at their agency with 2 lacerations to his arm. The victim was uncooperative as was his girlfriend who drove him to the hospital. Both refused consent to search their vehicle and residence on Laurel Hill . Vehicle was seized from Backus Hospital lot by Detectives. Witness from another apartment stated fight was in apartment #2 with victim and his girlfriend. Detectives completed a S/W for apartment #2. Knife and other evidence seized from apartment. Was sufficient PC to make domestic arrest. 06/25/2023- At approximately 9:00am Officers were dispatched to Dion Street, Norwich CT for a report of Shots Fired. Upon arrival, a Detective located a single shell casing. Investigation continuing. OVERDOSE DEATHS - 2 (pending autopsy confirmation) 10 OD’s 2 Fatal. Staffing/Hiring matters ● On June 8th Captain Veiga retired after over 29 years of service to the City of Norwich ● Six recruits remain in to separate Police Academies, one in Norwich and the other in Meriden ● Officer Carollo is progressing through field training ● After pouring through numerous candidates, no suitable candidates were located for the July class. On June 6, we attended the Taftville Crime watch meeting. On June 14, Sgt. Chastang met with staff from Carrabetta Apartments to discuss safety concerns at Sandy Lane Apartments. Several topics were gone over including, speeding, the recent shooting, narcotic use, etc. The meeting went well; with upcoming community meetings with residents are planned. On June 19, a Juneteenth Day cookout took place downtown in the lot near foundry. We spoke with event planners several times, although police presence was not requested, we monitored the events and assisted with traffic concerns. On June 21, the Bob’s 25 year anniversary at the warehouse took place. They graciously donated $2,500 to the Norwich PBA. On June 27, we attended the Norwich Interfaith Association’s meeting. We heard from the Coalition Against Gun Violence.
