PUBLIC SAFETY COMMITTEE MINUTES Wednesday, September 13, 2023 Central Fire Department 10 North Thames Street, Norwich, CT 7:00pm Committee Members Present: President Pro Tem Joe DeLucia, Alderman William Nash and Alderwoman Stacy Gould. Committee Members Absent: None. Administration and Staff Present: Mayor Peter Nystrom, City of Norwich and Barry Ellison, Norwich Public Utilities. Volunteer/Central Fire Departments and Others: Norwich: Battalion Chief Marc Benjamin; East Great Plain: Chief Keith Milton; Laurel Hill: Deputy Chief Peter Clark; Occum: Chief Scott Eggert; Yantic: Chief Bill Eyberse; and Taftville: Deputy Chief Tom Jencks. Citizens Present: Joanne Philbrick I. Call to Order and Quorum: Alderman William Nash called the meeting to order at 7:00 PM. There was a quorum present. II. Adoption of Previous Meeting Minutes: Alderwoman Stacy Gould made a motion to accept the August 9, 2023 regular meeting minutes, with some minor corrections. President Pro Tem DeLucia seconded. All voted in favor. The motion passed unanimously. III. Citizen Comment: Joanne Philbrick of Elm Avenue expressed her disappointment in the city’s lack of recognition of the recent anniversary of September 11th. Joanne Philbrick stated she felt the memory of the firefighters who served should be recognized as a city. Joanne Philbrick added that the city was being plagued by drug use and other crime. Joanne Philbrick stated she was hoping to ask a representative from the Norwich Police Department what the protocol is for when she witnesses crimes occurring within her neighborhood as well as the street-takeovers. Joanne Philbrick stated the area of 77 to 91 Main Street in downtown was a tragedy waiting to happen due to the extremely narrow passageway for vehicles with the cars parked on the side of the road. Joanne Philbrick stated she felt it would be impossible for a fire truck or emergency vehicle to travel the road. IV. On-going Business: a. City Manager’s Report on Fire Chief’s Meetings: City Manager John Salomone submitted a digital report. SEE ADDENDUM I. Chief Keith Milton reported the chiefs met a few weeks prior with Comptroller Josh Pothier and had lengthy discussion regarding the apparatus replacement plan. Chief Milton stated the next meeting was scheduled for September 27th. b. Dispatch & Radio System Upgrades Update: Battalion Chief Marc Benjamin reiterated that the chiefs met on August 24th and that the city comptroller created a draft apparatus replacement schedule. Battalion Chief Benjamin stated the chiefs also discussed the work being done by the SOG committee. Battalion Chief Benjamin stated the radios and station alerting system was installed by Norcom. Battalion Chief Benjamin stated Norcom identified some issues and was still working the radio switchovers. Battalion Chief Benjamin stated that once the radios were complete more troubleshooting could be done to provide solutions. Battalion Chief Benjamin reported that the CAD provisioning team continued to work with Motorola and dispatch. V. New Business: a. Department Updates: STATISTICAL REPORTS ADDENDUM II. i. NPU Update: Barry Ellison reported that reservoirs were at approximately 90 percent capacity, and likely higher with the past week’s rain. Barry Ellison stated that hydrant flushing has been on a two-week delay due to staffing issues. Barry Ellison stated that NPU continued to track Hurricane Lee and were reviewing their emergency plan to ensure any needed equipment is in place. Barry Ellison reported that the supply chain continued to be an issue in some areas, but they were prepared. Alderwoman Gould asked if NPU was making any support efforts in Florida with power restoration. Barry Ellison responded they made themselves available but more localized support was accessible. ii. American Ambulance: Electronic report submitted. iii. Police Department Update: Electronic report submitted. iv. Emergency Management Update: Battalion Chief Marc Benjamin reported that NPU hosted an EOC walkthrough to exercise the components and personnel involved in an EOC activation. Battalion Chief Benjamin added that DEHMAS specialists attended and offered support and ideas. Battalion Chief Benjamin stated that Norcom installed the new radios at the EOC as well. Alderman Bill Nash asked what the status was for a city-wide plan in case of a catastrophic accident or mass casualty event. Chief Milton stated there were recent discussions about revising the city-wide plan but felt it would be a good idea to look into training for the departments. v. Fire Department Updates 1. Norwich: Battalion Chief Marc Benjamin discussed various meetings attended virtually and in person. Battalion Chief Benjamin reported 195 calls for the month and listed the significant responses as a working fire at the Groton sub base on September 1st; a structure fire at 138 Sandy Lane on September 7th; and an incident of a child falling from a window on September 10th. Battalion Chief Benjamin reported that NFD participated in a handful of ‘First Day of School’ events in the city and that the Local 92 just completed their boot drive for MDA. Batallation Chief Benjamin reiterated that CAD provisioning continued, which was the final step to the radio process. Battalion Chief Benjamin reported the replacement of Squad A for equipment needs and added that Engine 2, a 16-year-old piece, had a recent fuel tank issue and now has an engine blowback leak. Battalion Chief Benjamin stated they were working with fleet maintenance on a rebuild schedule. Battalion Chief Benjamin stated that two new members were sworn in that week. Battalion Chief Benjamin stated that the Fire Marshall job position listing closed and the listing for Director of Training and Safety was still open. 2. Taftville: Deputy Chief Tom Jencks reported 75 calls for the past month and the department hosted several community events. Deputy Chief Tom Jencks reported critical needs as the hood system in the department, which they were waiting to meet with the city manager to discuss options on, as well as the parking lot replacement as there were significant, increasing drainage issues. Deputy Chief Tom Jencks reported that Taftville was working with the police department to remove the vehicle in the river from earlier that year, but an extraction date had not been set. 3. Yantic: Chief Bill Eyberse reported 56 calls for the month, under eight percent of which were fire calls. Chief Eyberse reported 26 medical calls and six motor vehicle accidents. Chief Eyberse stated there was a bounce in false alarm calls with 10 different alarm activations either unintentional or for non-fire calls. Chief Eyberse reported that the new pagers had been picked up and two were currently in the field being evaluated. Chief Eyberse stated that three members were beginning EMT class and another was taking a pet first aid CPR class. Chief Eyberse stated the firehouse furnace was finally being worked on and repaired. Chief Eyberse reported that Yantic worked on a draft cancellation policy with EGP and would send it out to all departments. Chief Eyberse stated Yantic members attended various community events and that fire prevention programs were being planned at some of the local schools and daycares. Chief Eyberse stated the car show held recently at Dodd Stadium caused some accessibility issues for fire apparatus so he would be meeting with police, Norwich Fire Department, and Dodd Stadium representatives to coordinate a better plan if another show was to occur. 4. Occum: Chief Scott Eggert reported that the recent car show held in the industrial park caused Plain Hill Road to become a drag and burnout strip for cars, so changes would need to occur if the car show were to happen again. Chief Eggert reported 19 calls for the month which made a total of 167 calls for the year. Chief Eggert reported critical needs as the replacement of Engine 41, which was 32 years old. Chief Eggert stated Engine 41 would not start the night of the Sandy Lane fire due to a transmission issue, which had since been remedied. Chief Eggert stated that Engine 42 had been out of service for one day for a DOT review. Chief Eggert reported 35 current members and discussed ongoing training. Chief Eggert stated three of the new pagers had been put out into the field and that members were running into a lot of dead spots. Chief Eggert stated that Deputy Schulz’ entire neighborhood was out of range as well as the area of Route 87 going towards Lebanon and the entirety of Lebanon. Chief Eggert added that at the juncture of Route 2 and Route 163 going out westward was also out of range. Chief Eggert reported there were many more dead spots than when originally tested and he was unsure of how that would be addressed. Chief Eggert stated that as it stands, tones may not reach all members. 5. East Great Plain: Chief Keith Milton reported 97 calls for the month. Chief Milton stated it was recently discovered that the emergency pull cords in the resident rooms at the elderly housing complex on Norman Road were being replaced, causing about 14 false alarms in the past two weeks. Chief Milton stated the situation has calmed since and he has been in communication with management at the facility to resolve the issue. Chief Milton reported that monthly training continued. Chief Milton stated the ladder truck had been out of service for a month while it received a rebuilt radiator and was also out of service for some adjustments after its ladder testing. Chief Milton reported that EGP also participated in the First Day of School rides. Chief Milton reported critical needs as the replacement on Engine 52 and the station parking lot. 6. Laurel Hill: Deputy Chief Peter Clark reported that COVID supplies were sufficient and that two members were currently enrolled in the Officer 1 course. Deputy Chief Peter Clark stated that their annual hose testing was scheduled for October 25th and they had various Halloween community activities planned. Deputy Chief Peter Clark reported that all vehicles were in service and the department was trained on the new radios. Deputy Chief Peter Clark stated that the new pagers were picked up but they will need to speak to the vendor as the pagers have spelling issues. VI. Respectfully Submitted, Katherine Rose ADDENDUM I City Manager’s Report to Public Safety September 13, 2023 meeting I met with the Fire Chiefs on August 24th. City Comptroller, Josh Pothier also participated in the meeting. Josh and I presented a draft apparatus replacement schedule and funding plan to the Chiefs. The plan was prepared with data from Fleet Maintenance, and recommendations from the McGrath Study used as a starting point. Josh and I presented the funding plan, as well as the rationale behind the replacement schedule. The Chiefs expressed a few concerns and asked a few questions, but overall felt that a replacement and funding plan for the City was a good thing that is long overdue. We will work with the Chiefs to refine the plan and identify specific apparatus to be replaced or retired. After the apparatus replacement schedule and funding plan was discussed, the Chiefs spoke briefly on the radio project and pagers, SOGs, updating the Mass Casualty Plan, recently passed State cancer prevention act and associated department requirements, ongoing training for drone operators, and other topics. Meeting lasted approximately 1.5 hours. Next meeting to be scheduled. ADDENDUM II Statistics for Month Calls for Service 4,129 Incident Reports generated 315 Arrests made 141 Accidents investigated 92 Significant incidents for the month 08/07/2023- At approximately 1340 hours, Norwich Officers were dispatched to Dime Bank, 630 Norwich Avenue, Taftville, CT, for a report of a robbery. Subject was believed to have fled on foot. 08/11/2023- At approximately 1456 hours members of the Norwich Police Department were dispatched to Chelsea Groton Bank located at 444 West Main Street Norwich, CT to investigate the report of a bank robbery. Upon arrival, Officers spoke with a bank teller who provided video surveillance of the suspect who was wearing a black hoodie, gray hat, mirrored sunglasses, and a black face covering. The suspect approached the bank teller and told teller to put all the cash in the bags. The suspect walked out of the bank making a right onto West Main Street. 08/15/2023- At approximately 1500 hours, Officers were dispatched to a report of a panic alarm located at Liberty Bank, 77 Salem Turnpike Norwich CT 06360. The teller stated the subject was a man wearing a hoodie and sweatpants with a blue mask and gloves and fled on foot. While on scene and investigating this robbery another bank robbery was called in at 1521 hours at CorePlus Credit Union (202 Salem Turnpike). Initial report indicated it was the same suspect from Liberty Bank. During the investigations a suspect of, Kevin Smith, was developed. 08/16/2023- Bank robberies investigation led Detective Division to Motel 6 and eventually Rodeway Inn located in Groton Town. Smith along with his girlfriend were found to be at the Rodeway Inn after several nights at Motel 6 across the street. A Search warrant was completed for the hotel room in which multiple items linking Smith to robberies were discovered. Two arrest warrants were completed for Smith. 8/29/2023- Detectives assisted patrol in self-inflicted gunshot wounds case. Resident of 2 N. Third Ave shot himself in the leg twice. Detectives processed scene and did evidence. OVERDOSE DEATHS - 0 (pending autopsy confirmation) 8 OD’s 0 Fatal.
