PUBLIC SAFETY COMMITTEE MINUTES Wednesday, November 8, 2023 East Great Plain Fire Department 488 New London Turnpike, Norwich, CT 7:00pm Committee Members Present: President Pro Tem Joe DeLucia, Alderman William Nash and Alderwoman Stacy Gould. Committee Members Absent: None. Administration and Staff Present: Mayor Peter Nystrom and City Manager John Salomone, City of Norwich; Chief Patrick Daley, Norwich Police Department; and Eric McDermott, Norwich Public Utilities. Volunteer/Central Fire Departments and Others: Norwich: Chief Tracy Montoya and Battalion Chief Marc Benjamin; East Great Plain: Chief Keith Milton; Laurel Hill: None; Occum: None; Yantic: Carroll Spaulding; and Taftville: None. Citizens Present: Joanne Philbrick. I. Call to Order and Quorum: Alderman William Nash called the meeting to order at 7:00 PM. There was a quorum present. II. Adoption of Previous Meeting Minutes: Alderwoman Stacy Gould made a motion to accept the September 13, 2023 regular meeting minutes. President Pro Tem DeLucia seconded. All voted in favor. The motion passed unanimously. III. Citizen Comment: Joanne Philbrick of Elm Avenue stated she felt a Public Safety Commissioner was needed who would be available, responsible for and educated on the city’s public safety needs without being limited by charter restrictions. Joanne Philbrick expressed her dissatisfaction over the voting results in regards to the proposed police department budget and public feedback surrounding it. Joanne Philbrick stated a solution to fund a new station needed to be found sooner than later. Joanne Philbrick continued that the city, state and country were in tense and frightening times which required more law enforcement and emergency personnel. Joanne Philbrick stated she hoped those in leadership positions had plans in place for the future. IV. On-going Business: a. Pager Dead Zone Issues: Chief Tracy Montoya explained that when the pagers were delivered they were programmed with two transmission sites, Troop E and Troop D, and it was discovered there were many dead zones in the city. Chief Montoya stated the pagers were picked up that past weekend for preprogramming and to add additional sites and towers to hopefully fix those issues. Chief Montoya reported that Yantic and Taftville department’s pagers were reprogrammed the previous day and the rest were still in the hands of utility communications. Chief Daley stated that the Troop E and Troop D systems operated off of 15 tower sites. Chief Daley stated that the Troop K sub-system, which serves  Bozrah, would be added by the end of the year and covered an additional 8 sites which would hopefully cover a lot of the deficiencies. Chief Daley stated that NPD had not experienced deficiencies in town with the portable radios. b. City Manager’s Report on Fire Chief’s Meetings: City Manager John Salomone submitted a digital report. SEE ADDENDUM I. c. Dispatch & Radio System Upgrades Update: Chief Daley reported that the upgrades to the dispatch console were complete and that they were looking to go live in the near future. Chief Daley continued that the CAD RMS side was proceeding along slowly and that he was looking at the start of January for completion. Chief Daley stated that the MTD installation still needed to be discussed but progress was being made. V. New Business: a. 2024 Annual Meeting Schedule: Chairman Nash noted that the meeting schedule may change if a new chairman was selected, but recommended traveling to the various firehouses as well as including American Ambulance as a meeting site. President Pro Tem Joe DeLucia made a motion to meet at Emergency Operations on South Golden Street on May 8, 2024 and to meet at American Ambulance on June 12, 2024. Alderwoman Stacy Gould seconded. All voted in favor. The motion passed unanimously. Alderwoman Stacy Gould made a motion to adopt the tentative 2024 Meeting Schedule as amended. President Pro Tem DeLucia seconded. All voted in favor. The motion passed unanimously. b. Department Updates: STASTICAL REPORTS ADDENDUM II. i. NPU Update: Eric McDermott reported NPU had begun conversations with the state radio system about Phase 3 of the migration which covers NPU and Norwich Public Works. Eric McDermott stated he was working with Lieutenant Perry and Chief Montoya to gather all requirements which would include some upgrades to the EOC. ii. American Ambulance: Electronic report submitted. iii. Police Department Update: Chief Patrick Daley reported a busy past month with three critical incidents occurring over a one-week span; a home invasion, a dangerous suspect on New London Turnpike and a homicide in the Cedar Street area. Chief Daley stated the investigations were progressing and thanked personnel for their hard work. Chief Daley reported a new police department as a critical need. iv. Emergency Management Update: Chief Tracy Montoya reported that last month the state held its Emergency Preparedness Planning Initiative exercise at EOC, which was opened up by NPU and fully activated. Chief Montoya stated the training had a good turnout and  was a good exercise. Chairman Nash asked if there were any plans for a live mass casualty training. Chief Montoya responded there was some planned within the region but that the city was due for one, due to being a Millstone hosting site. v. Fire Department Updates 1. Norwich: Chief Tracy Montoya reported 425 calls over the months of September and October with 13 automatic aid calls given and eight received. Chief Montoya stated that over those two months Squad A responded to 209 calls, Engine 2 responded to 176 calls and Engine 3 responded to 151 calls. Chief Montoya listed significant responses as a September 16th smoke in building call in Taftville; a September 19th structure fire at 197-199 Central Avenue; a September 21st call at 167 Washington Street for a garage fire with a possible vehicle involved; a September 29 hazmat call at 61 Boswell Avenue for an oil spill; an October 15th call at the Main Street viaduct for a car over an embankment; an October 18th call on Cedar Street for multiple gunshot victims and a motor vehicle accident; and an October 21st call at 458-464 Main Street for a working fire. Chief Montoya reported the replacement of Squad A as a critical need but noted that Engine 2 was not far behind it. Chief Montoya stated he was awaiting a schedule from fleet maintenance for the rebuild of the Engine 2 fuel tank and engine. Chief Montoya reported that the testing process for Entry Level Firefighter was underway and he hoped to put a few candidates into the February fire academy. Chief Montoya reported that the Director of Safety & Training position was posted and that the Fire Marshal in-service training was completed by FMO staff. Chief Montoya stated that station alerting and monitoring at the Greeneville station was out of service again. Chief Montoya continued it was thought the problem was related to the leaking roof, which did fix things for a while, but the system was now out again so he was seeking quotes. Chief Montoya stated the initial need would be to get the system back working and then they would look at quotes for a full replacement. Chief Montoya reported that the portable radios for the new system were put in service earlier that week. Chief Montoya stated that the full switchover for the system was awaiting some console and training needs at Dispatch. Chief Montoya stated a meeting between all necessary parties would take place prior to the full switchover. Chairman Nash asked if there was any information regarding the vehicle still in the water downtown. Chief Montoya responded that he had limited information as Chief Jencks and Eyberse had communicated with the crane company currently working in the marina who had offered to remove it. Chief Montoya stated there were a number of factors that needed to align with weather conditions in order to remove the vehicle. 2. Taftville: None,.  3. Yantic: Paul O’Connell reported 11 motor vehicle accident calls and 38 medical calls for September and 10 motor vehicle accidents and 39 medical calls for October. Paul O’Connell reported Squad 36 as a critical need. Paul O’Connell stated four new members joined in the last month and three members were in the EMT course. Paul O’Connell reported recent difficulties in getting physicals completed due to schedules. Paul O’Connell reported there was a live burn training scheduled for the spring and an OSHA training planned for February. Paul O’Connell stated that hose testing was complete. Paul O’Connell reported that members from Yantic went to various schools, daycares and convalescent homes during Fire Safety Month where they reached out to over 1,000 people. 4. Occum: None. 5. East Great Plain: Chief Keith Milton reported 93 incidents for the last month with typical calls and ongoing trainings. Chief Milton reported that PPE supplies were sufficient and there was no current COVID impact. Chief Milton stated that CONN-OSHA would be returning for a second visit the following week. Chief Milton stated that EGP members also participated in Fire Prevention Month in schools and daycares. Chief Milton reported the replacement of Engine 52 and the firehouse parking lot as critical needs. Mayor Peter Nystrom congratulated EGP on their 80th year of service. 6. Laurel Hill: None. VI. Respectfully Submitted, Katherine Rose City Manager’s Report to Public Safety ADDENDUM I November 8, 2023 meeting I last met with the Fire Chiefs on November 1st. I asked the Chiefs how progress was going with the group meetings regarding apparatus reduction and replacement plans. It was emphasized that my goal is to have the apparatus that will not be replaced identified to finalize the replacement schedule and funding plan discussed with Josh during our last meeting. The Chiefs understand my intent and will meet further to try to come to consensus on a list of apparatus that will not be replaced at the end of their service life. The Chiefs discussed the radio project and the impact to the traffic light preempt system in Yantic, as well as the station sirens in the volunteer districts. They also talked about some shortcomings with the new pagers. They plan to collect the pagers for reprogramming. After discussion on the old portable radios, the Chiefs agreed to put the new portables into service. There is still not a date set for Dispatch to make the full transition to the new radio system, though it is anticipated that it will happen this month. The Chiefs had some Dispatch concerns to discuss with Chief Daley and Dispatch representatives. They will try to schedule a meeting to address the issues directly with Chief Daley and his staff. There were a couple of legislative items that were discussed regarding EMT requirements to have Epi pens, and the testing of Highway standpipe systems. The Chiefs will follow up on any requirements the City may have to meet. There was brief discussion on Incident Command impact when operating jointly. The Chiefs will review their individual department guidelines and work on a common practice for all. The Chiefs talked about out of district training and impacts to businesses and residents. Meeting lasted approximately 1.5 hours. Next meeting to be scheduled.  ADDENDUM II Statistics for Month Calls for Service 3,754 Incident Reports generated 286 Arrests made 108 Accidents investigated 116 Significant incidents for the month 10/07/2023- At approximately 1430 hours, the desk officer received a DCF form in regards to a juvenile. Juvenile’s Grandmother who has custody of child picked up child from his mother. Upon returning home she observed bruising on the juveniles body. Grandmother was advised by DCF to take child to CCMC. Detectives Lawton and Seidel proceeded to CCMC and interviewed medical personnel, Grandmother, and mother. Case open 23-34838-OF. Detective Lawton 10/13/2023- At approximately 2230 hours Norwich Police Dispatch received a 911 call from a resident at an address in the City of Norwich, CT. The witness (911 caller) stated his mother a 43 year old female herein referred to as the Victim had been physically assaulted and pistol whipped in the face and head by her boyfriend Brandon McNeal (D.O.B. 07/02/1983. Due to the nature of the call and the fact the accused fled the scene the Detective Division was called to assist. The next morning at approximately 0830 hours the suspect was located and arrested by patrol. 10/18/2023- At approximately 1949 hours numerous members of the Norwich Police Department were dispatched to the area of Cedar Street at School Street, Norwich CT to investigate the report of a motor vehicle accident, with a gunshot victim in the vehicle. The victim succumbed to his injuries and the driver was located and also shot. Murder investigation ongoing. 23-36216-OF. Josh Beaulieu comes to us after serving the Town of Manchester, CT Fire Department for 25 years. Here is a bit of his history from a recently published online article: Manchester Assistant Fire Chief Josh Beaulieu worked the last day of a 25-year career Friday. He was hired in August of 1998. He originally operated as a firefighter paramedic before being promoted to lieutenant, with assignments at multiple stations before again being promoted to battalion chief in 2009. As battalion chief, Beaulieu assumed the designation of Car 5, and became responsible for all aspects of EMS operations in the department. He was instrumental in developing apparatus-based paramedic deployment, the integrated patient care team concept and pit crew CPR, giving Manchester one of the best ALS response times and highest cardiac arrest survival rates in the country. In 2021, he was promoted to assistant chief of operations, where he was instrumental in facilitating the merger between Manchester Fire Rescue EMS and the 8th District Fire Department. 2. American Ambulance had two of its team members recognized this week in Washington DC as Stars of Life through the American Ambulance Association. Operations Supervisor and Paramedic Aaron Westervelt and EMT and Dispatcher Terezia “Tess” Nutt were the team members chosen by American Ambulance Leadership as deserving candidates. 3. As part of the Hartford HealthCare transition, I will be leaving the day-to-day operations of American Ambulance before the end of 2023. I will be remaining with the Hartford HealthCare EMS Network but my focus will be on Government Affairs across the entire EMS Network system.
