PUBLIC SAFETY COMMITTEE MINUTES Wednesday, December 13, 2023 Occum Volunteer Fire Department 44 Taftville-Occum Road, Norwich, CT 7:00pm Committee Members Present: President Pro Tem Joe DeLucia, Alderman William Nash and Alderman Mark Bettencourt. Committee Members Absent: None. Administration and Staff Present: Mayor Peter Nystrom, City of Norwich; Chief Patrick Daley and Captain John Perry, Norwich Police Department; Gregory Allard, American Ambulance; and Eric McDermott, Norwich Public Utilities. Volunteer/Central Fire Departments and Others: Norwich: Chief Tracy Montoya; East Great Plain: Chief Keith Milton; Laurel Hill: Chief Aaron Westervelt; Occum: Chief Scott Eggert; Yantic: Chief Keith Eyberse; and Taftville: Chief Timothy Jencks. Citizens Present: None. I. Call to Order and Quorum: Alderman William Nash called the meeting to order at 7:00 PM. There was a quorum present. II. Selection of Chair: President Pro Tem Joe DeLucia nominated Alderman Mark Bettencourt to be chair of the Public Safety Committee. Alderman William Nash seconded. All voted in favor. The motion passed unanimously. III. Adoption of Previous Meeting Minutes: Alderman William Nash made a motion to accept the November 8, 2023 regular meeting minutes. President Pro Tem DeLucia seconded. All voted in favor. The motion passed unanimously. IV. Citizen Comment: None. V. On-going Business: a. Pager Dead Zone Issues: Chief Tracy Montoya reported that pagers were collected and redistributed but he was unsure how the testing has gone since. Chief Eggert stated that since the preprogramming the pagers did have better coverage in places such as over the Baltic town line. Chief Eggert added that the portables were not functioning as well but they were working with Norcom to resolve the issue. Chief Jencks reported that Taftville was still waiting for the pagers to be picked up for reprogramming for a second time based on an issue discovered between Lieutenant Cook and dispatch. Chief Jencks stated the issue was in regards to tones and setup. b. City Manager’s Report on Fire Chief’s Meetings: None.  c. Dispatch & Radio System Upgrades Update: Captain John Perry reported they conducted functionality testing on the new CAD RMS system earlier that day and noted that the CAD system was operating well which lended encouragement to the timeline of going live with CAD. Captain Perry stated the RMS piece seemed to be doing well but was slow moving, though things were on track. Chief Montoya added that the Motorola team spent months provisioning CAD and had some RMS questions that would save all department work post calls. Chief Montoya stated that Motorola was working with ESO to figure out that interface. Alderman Nash asked if there was any change in the status from the past month. Lieutenant Perry responded that it was a work in progress and provisioning had to be secure before the tool could be put in place. Alderman Nash asked for an estimated completion date to which Captain Perry responded that Spring 2024 would be an aggressive timeline. VI. New Business: a. Department Updates: i. NPU Update: Eric McDermott reported that the radio project was progressing and NPU had met with the State telecommunications group the past month. Eric McDermott stated that beginning in the new year NPU would be speaking with different agencies to discuss the full migration. Eric McDermott reported that NPU assisted Taftville Fire Department in creating a public Narcan box and asked that any such boxes not be mounted to telephone poles. Eric McDermott stated that water flushing for the year was complete and that reservoirs were at full pond. Eric McDermott reported that the 10th Street SubStation was lost during the storm that past Sunday and it took several hours to restore power. Eric McDermott stated that NPU was currently working on repairs which could take up to a month, but there would be no further impacts to customers. Eric McDermott added that NPU was closely monitoring the Bean Hill station as well due to its proximity to the Yantic River. ii. American Ambulance: Gregory Allard reported 196 ALS and 273 BLS calls for November, 29% of which were canceled calls. Gregory Allard discussed the various statistics included in his electronic report. Gregory Allard reported that Joshua Beaulieu was hired as the new Director of Operations for American Ambulance. iii. Police Department Update: Chief Patrick Daley reported that the murder suspect in the Sandy Lane incident was located in Miami and brought back to Norwich. Chief Daley stated there were three new hires and two candidates in the Eastern Region Academy. Chief Daley added that the department did lose two officers to another department and retirement. Chief Daley discussed recent promotions. Chief Daley stated that Captain Perry would be the contact for any police dispatch issues. Chief Daley reported the replacement of the police department as a critical need. iv. Emergency Management Update: Chief Tracy Montoya reported that the EOC was not activated during the storm that past Sunday but it was ready to go. Chief Montoya stated there were a lot of power outages throughout the city. Chief Montoya added that the paid and volunteer departments assisted in many pump jobs as well. v. Fire Department Updates: 1. Norwich: Chief Tracy Montoya reported 231 calls for the month including four automatic aid calls given per policy and five received. Chief Montoya reported that over the month Squad A was on 104 calls; Engine 2 was on 98 calls; and Engine 3 on 93 calls. Chairman Bettencourt asked if he could receive a maintenance cost and replacement cost for Engine 2. Chief Montoya responded that Engine 2 would be going in for service to have the engine rebuilt as soon as Fleet Maintenance was available. Chief Montoya reported significant calls as a vehicle fire adjacent to a building at 50 Lexington Avenue on November 18th; an elevator emergency at Mohegan Sun on November 25h; a car into a utility pole with entrapment on North Main Street on December 2nd; and a deadly motor vehicle mutual aid call in Preston on December 10th. Chief Montoya reported the replacement of Squad A and Engine 2 as critical needs. Chief Montoya stated that all four platoons had completed rescue training. Chief Montoya reported interviews were held that day for entry level firefighter candidates and interviews for the Director of Training and Safety were scheduled for later in the month. Chief Milton added that Fire Marshall Keith Milton was sworn in on November 15th. Chief Montoya stated the Greeneville station was still out of service. Chief Montoya added that a bid was put out to upgrade the system and get it online, as well as tie it into the new radios. Chief Montoya reported that a Motorola CAD team had been in town all week for provisioning systems. 2. Taftville: Chief Timothy Jencks reported minor flooding in the area from that past Sunday’s storm, but they did end up with a leak in the firehouse roof which will need to be addressed. Chief Jencks reported all apparatus completed DOT inspection and routine maintenance. Chief Jencks reported Taftville was still working with OSHA and updating their program moving forward. Chief Jencks reported that MDT mounts and a Narcan box were installed at the station. Chief Jencks stated that all members completed extraction training. Chief Jencks reported that the ROV was in and awaiting a couple parts to make the sonar function work, so it was not yet in service. Chief Jencks stated the car located in the Thames River was aligned to be removed at 7:30 that past Friday night, but it was discovered the chokers and cables left by the crane company to retrieve the car had been stolen. Chief Jenck stated the crane was due to be returned and with the recent rain extraction may not be possible. Chief Jencks reported the replacement of the station HOOD  system, which was mandated by the Fire Marshall 6 years prior, as a critical need as well as the parking lot replacement. 3. Yantic: Chief Keith Eyberse reported 57 calls for the past month including 14 motor vehicle accidents and noted that 66% of calls were rescue and medical. Chief Eyberse stated that the Yantic Fire Department began flood coverage at 5:30 AM that past Monday morning and only had two pump jobs requested. Chief Eyberse reported the Yantic River was monitored all day and he communicated with Chief Montoya throughout the storm. Chief Eyberse discussed flooding conditions in the area during the storm. Chief Eyberse stated he would be sending out an email to the committee as well as the city manager and city engineer in regards to seeking assistance in relief for 31 West Town Street. Chief Eyberse stated it is a DOT road but every time there is a storm the property owner takes on a significant amount of water. Chief Eyberse reported that he had been reminding department members to wear masks on calls due to recent COVID, flu and RSV outbreaks. Chief Eyberse stated that Yantic’s Deputy Chief was attending meetings regarding Otrobando Avenue and US Food’s game plan for parking and access. Chief Eyberse continued that it sounded like things would be progressing with the city engineer’s recommendation of a four-way stop versus a cul-de-sac. Chief Eyberse reported the replacement of Squad 36 as a critical need. Chief Eyberse stated that the Herschel was still serviceable, which occurred each year, but the vendor reminded them that the part will not be fixable if something were to break. still operational but if something were to break they will lose that part. Chief Eyberse stated he did put in for a grant last year that they did not receive and intended to put in for it again. Chief Eyberse reported that weekly training was ongoing and an OSHA training day was scheduled for February 18th. Chief Eyberse added there was a live burn training scheduled at the Eastern CT Fire School on April 13th. 4. Occum: Chief Scott Eggert reported no significant weather impacts during the recent storm but members did spend time on I-395 due to typical traffic incidents. Chief Eggert stated Occum did respond to a mutual aid call in Baltic for a leaking roof. Chief Eggert reported 18 calls for November, four of which were mutual aid. Chief Eggert reported 19 calls for October, two of which were mutual aid. Chief Eggert reported 227 calls for the year so far. Chief Eggert reported for critical needs that Engine 41 would be 33 years old in two weeks and that Engine 42 had its moments, but is currently awaiting Fleet Maintenance to replace its tires. Chief Eggert stated he also was encouraging masks on calls due to recent COVID numbers. Chief Eggert reported that on a recent call to Sunny Waters Mobile Home park the radios were losing service to the station, but he thought it was more of a programming issue. Chief Eggert stated he hoped Norcom could resolve the problem without any issues. Chief Eggert stated that E-Dispatch had worked well for Occum but the digital system  would not work as well, so their members would use IM responding and then work to dispatch to hopefully integrate and push calls out that way. Chief Eggert stated the system would allow Occum to tie into neighboring departments, so if a call went out that their department was assigned to for mutual aid they would receive a call prior to dispatch. 5. East Great Plain: Chief Keith Milton reported that weekly training continued and OSHA returned for a second list a few weeks prior where they provided a list of things to work on. Chief Milton stated that hose testing was done in early November and some failures occurred, so there would be items included in the upcoming budget. Chief Milton reported that PPE supplies were good and he also was monitoring the recent COVID uptick. Chief Milton stated he would be working on the budget that weekend. Chief Milton reported critical needs as the replacement of the station parking lot and Engine 52. Chief Milton stated that the back of the fire house was falling apart due to damage and they were working to determine what the extent was. Chief Milton stated it would be his last Public Safety Meeting as the EGP Fire Chief due to his recent acceptance as the NFD Fire Marshall. Chief Milton thanked everyone for his seven years serving as chief. 6. Laurel Hill: Chief Aaron Westervelt reported a slow month but noted the department did raise $2,075 for the soup kitchen which was delivered the past week. Chief Westervelt reported that all trucks were currently in service and there were no current COVID impacts. VII. He was taken into custody by Florida authorities on the strength of an active arrest warrant for murder completed by Detective Wright. Fabre was later extradited and returned to Connecticut by Detectives Wright and Karasuk on November 15 and was ordered held in lieu of a $3 million bond. Extensive work continues on murder investigation from Cedar Street which occurred on 10/18/2023. Staffing/Hiring matters The Department hired the following Police officers pictured above (L-R) Steven Losty, Jean Fede, Christian Rankowitz Lt. Anthony Gomes retired after 24 years of service to the City. Officer Goncalves left the Police Department to take a job with the Newington Police. John Perry was promoted to Captain. Kyle Besse and Steven Schmidt were promoted to Lieutenant and Kenneth Wright and Matthew Seidel were promoted to Sergeant. Community Outreach/events attended or facilitated For the month of November we assisted in the planning of the Winterfest 5k and Winterfest Parade. We attended community crime watch meetings for Greeneville, Taftville, and Chase Manor. Officer Carmody attended the Opioid Task Force meeting on 11/7 and Narcotics Prevention Council on the 11/21.
