SUBJECT: MINUTES OF PUBLIC WORKS & CAPITAL IMPROVEMENTS COMMITTEE MEETING
The regular meeting of the Public Works and Capital Improvements Committee was held on Tuesday,
July 14, 2009 in the Director’s Office at Public Works Headquarters. Attendance was as follows:

The meeting was called to order at 5:00 p.m. The minutes of the February 17, 2008 meeting were approved as written.
OLD BUSINESS - The following projects were discussed:
2009 Paving Program: Mr. Ellison briefed the committee. The program is approximately 50% complete.
Mr. Ellison advised the committee on which streets are finished and which are still programmed for later on this
calendar year.
Dog Pound: Mr. Ellison updated the committee on ADA issues, status of final design, and work already
accomplished by the Public Works Department. Design should be completed by August, with the interior work
to the pound scheduled in the fall/winter. Public Works has already completed some demolition, tree removal,
and test pits. Public Works will continue to do work in-house if possible to keep the contract under control and
within funds allotted.
Seawall: The committee was told that the redesign of the wall is complete and the final price is currently being
negotiated. Due to the efforts of City Engineer Barry Ellison and Engineer Teresa Hanlon, it appears the final
price will be significantly less than originally anticipated. Mr. Ellison also advised the committee that the wharf
railing will be removed and repainted. This is a warranty issue.

NEW BUSINESS -
Bond: The $5 million bond was discussed at length. The Director explained the new wording to the Committee.
Basic change added bridge and piers to the ordinance. This will allow the department flexibility to complete
critical infrastructure. Bridges discussed were Pleasant Street Bridge, Canada Bridge and Montville Road
Bridge. Waterfront construction included the accessible fishing pier at Brown Park.
