Loyacano, Director of Public Works FILE #: PWD 381-09 SUBJECT: MINUTES OF PUBLIC WORKS & CAPITAL IMPROVEMENTS COMMITTEE MEETING The regular meeting of the Public Works and Capital Improvements Committee was held on Tuesday, December 8, 2009 in the Director’s Office at Public Works Headquarters. Attendance was as follows: Committee Members Administration Alderman Pete Desaulniers Joseph Loyacano, Director Alderwoman Deb Hinchey Barry Ellison, City Engineer The meeting was called to order at 5:00 p.m. The minutes of the July 14, 2009 meeting were approved as written. It was decided to vote on the committee chairman at the next regularly scheduled meeting. OLD BUSINESS - NEW BUSINESS - The Director briefed the Committee on Public Works issues as follows: Infrastructure Bond: The 5-year plan was distributed and discussed. Director Loyacano briefed the committee on the relationship between the Bond and the Capital Budget, emphasizing that the bond is intended to be an augment to the budget, not as a replacement. Capital Budget: A general discussion took place regarding items in the capital budget, and the direction of the budget over the past 10 years. Projects: Two projects were discussed. The seawall at Brown Park, scheduled for completion in December 09; and the Dog Pound, scheduled to be advertized for bids in December 09. Budget: An overview of the 2009-10 budget was presented by the Public Works Director. A general discussion took place on the 09-10 budget cuts and their impact, as well as impact of future budget cuts. Public Works lost 10% of its resources in the past budget process. If we experience another 10% cut, we will have make drastic changes to our operations, particularly with regard to snow removal. Privatization of shift work, or a combination of the two will probably be implemented, which will have a major impact on the residents of Norwich.  PWD 381-09 Page 2 Adjournment - The meeting adjourned at 6:00 p.m. The Public Works Director agreed to brief Alderwoman Popovich at her convenience on the same items presented at the December 8, 2009 meeting. ______________________________ Joseph N.
