SUBJECT: MINUTES OF PUBLIC WORKS & CAPITAL IMPROVEMENTS COMMITTEE MEETING
The regular meeting of the Public Works and Capital Improvements Committee was held on Tuesday,
November 9, 2010 in the Director’s Office at Public Works Headquarters. Attendance was as follows:

The meeting was called to order at 5:00 p.m. The minutes of the July 13, 2010 meeting were approved as
written. (Motion, Hinchey: Second, Glenney-Popovich)
OLD BUSINESS - None
NEW BUSINESS
Ellison briefed the Committee about ongoing construction projects. The following projects were discussed:
1. Paving: To date PW has completed approx. 90% of the annual paving program. Resurfacing is
presently occurring on East Town Street and will conclude with the paving of Bliss Place at the end of
the month.
2. Dog Pound: The dog pound project has reached substantial completion. Committee members expressed
and interest in holding an open house at the pound prior to formally relocating current pound to new
pound. Ellison was asked to organize the open house.
3. CDBG Sidewalks: Sidewalk project on Route 32 is nearly complete. This project came in under budget
with no problems to report.
4. HVAC System at 23 Union Street: This project is expected to begin at the end of November and be
completed in February.
5. Brown Park Heritage Trail: The project to construct a brick paver walkway adjacent to the newly
constructed seawall is complete. This walkway is part of the Heritage Trail – construction was
performed by local contractor Hyde Park Landscaping.
Member Glenney-Popovich inquired performing more mowing at the Norwich Business Park. Ellison
informed committee that roadside mowing typically occurs along the first 5-10 feet in from the curbline.
Areas beyond this distance are outside the City right-of-way and therefore out of the jurisdiction of Public
Works.
Member Hinchey inquired about being provided refuse and recycling reports at each committee meeting.
Ellison to prepare future reports. Committee also discussed and spoke in favor of more public outreach to
notify citizens of the benefits of recycling and also what items can be recycled.
ADOURJNMENT - There were no other agenda items. The meeting adjourned at 6:00 pm. (Motion, Hinchey:
