CITY OF NORWICH DEPARTMENT OF PUBLIC WORKS May 30, 2012 TO: Distribution FROM: Barry Ellison, P.E., Director of Public Works FILE #: PWD 221-12 SUBJECT: MINUTES OF PUBLIC WORKS & CAPITAL IMPROVEMENTS COMMITTEE MEETING The regular meeting of the Public Works and Capital Improvements Committee was held on Tuesday, May 8, 2012 at 4:15 p.m. in the office of the Director of Public Works at 50 Clinton Avenue. Attendance was as follows: Committee Members Administration Alderman Pete Desaulniers Alan H. Bergren, City Manager Alderwoman Deb Hinchey Barry Ellison, Jr., P.E., Director of Public Works Alderwoman Sofee Noblick The meeting was called to order at 4:15 p.m. APPROVAL OF MINUTES The minutes of the April 10, 2012 meeting were approved as written. (Motion: Hinchey, Second: Noblick) CITIZEN COMMENT None. OLD BUSINESS a. July 4th Fireworks Update: A brief discussion was held regarding the planned fireworks event, scheduled for the weekend of June 29th – July 1st. Coordination is ongoing between the City and the marina ownership group. Although the schedule is not yet finalized, it is believed that there will be City involvement on June 29th and 30th. Ellison to continue communications with marina employee, Mike Valentine. b. Central Avenue Park Pavilion Update: Ellison informed the Committee that the pavilion is still on schedule to be completed by June 1st. The construction of the pavilion was awarded to Grey Wolf Construction and some incidental work will be advertised and awarded to other various trade contractors. c. 77 & 105 Chestnut Street Status: Ellison informed the Committee that the estimated cost of demolition for all buildings on the two properties is $350,000. The environmental report for the properties indicated limited presence of hazardous materials, however because the roof at 77 has collapsed it would likely be more cost effective to treat some of mixed materials as hazardous rather than going thru the labor intensive effort to separate the debris. Also adding to the cost for the 77 Chestnut property is limited access to the rear of the property. In order to take advantage of economies of scales the Committee contemplated whether there are other properties that should be included in a potential future demolition bond. The Committee briefly pondered about 26 Shipping Street and some of the recent foreclosed properties. NEW BUSINESS a. Mohegan Park Road Closure: Ellison informed the Committee that the work to remove the pavement from the discontinued section of road had begun with Public Works forces. The initial goal is to remove the road and establish grass during this Spring growing season. The Mohegan Park Improvement and Development Advisory Committee is working on a final landscape design for the former road area. b. Downtown Traffic: Ellison informed the Committee that Chief Fusaro indicated that no downtown traffic study had been conducted in at least 15 years and that the recommendation of the latest study, changing the section of Main Street between Franklin Square and the Shannon Building to two-way traffic, was completed. OTHER BUSINESS a. Montville Road Bridge: Committee Chairman Desaulniers inquired to Ellison about the status of the Montville Road Bridge repair project. Ellison informed the Committee that CTDOT had legislation pertaining to the funding of these types of smaller bridge structures and that the legislation had yet to be acted on in the current session. Ellison to report again on this topic next meeting. b. YMCA: The Committee asked Ellison to research the current condition of the building for the Committee’s use in recommending possible re-use options. ADOURJNMENT - There were no other agenda items.
