CITY OF NORWICH DEPARTMENT OF PUBLIC WORKS December 17, 2018 TO: City Clerk FROM: Director of Public Works FILE #: PWD 187-18 SUBJECT: MINUTES OF PUBLIC WORKS & CAPITAL IMPROVEMENTS COMMITTEE The meeting of the Public Works and Capital Improvements Committee was held on Monday, December 17, 2018 in the conference room at the Public Works Headquarters, 50 Clinton Avenue. Attendance was as follows: Committee Members Administration Mayor Peter Nystrom Ryan E. Thompson, Director Alderwoman Stacy Gould Robin Dauda, Recording Secretary Alderman Sam Browning Other Jim Troeger – Building Inspector Tom Kuczkowski – New resident to Norwich Norwich Public Utilities - Absent 1. CALL TO ORDER The meeting was called to order at 8:02 a.m. 2. APPROVAL OF MINUTES The Meeting minutes of the November 19, 2018 were unanimously approved. (Motion: Gould, Second: Browning). 3. CITIZEN COMMENT: None 4. OLD BUSINESS: A. Public Works Projects Updates • Sherman Street Bridge project is entering preliminary design phase. • Pleasant Street Bridge is completed area roads paved. • Sunnyside Bridge project is going out for re-bid February, 2019 • Public Works paved 4. 42 miles of road. A little short of goal, but wet weather was a factor • Greenville Section of town is target for the spring paving schedule  • Vehicle Wash building has had some test washes go through. Small hardware issues remain. A price for entities around the city to utilize the building has been discussed with Josh Pothier • Dunham Street informational meeting to be held 12-18-18. Is in design phase and work is anticipated to begin in June, 2019. • Sidewalk program (Capital) is priced at about $120,000 and project not expected to advance until springtime. • Buckingham roof is complete • Transfer Station Scale specifications are still being worked on. • 23 Union Street Street project is with the Purchasing Agent. Jim Troeger expressed concern over the fire escape. • Indian Springs/Hill roads-Mayor Nystrom reported all affected residents have been sent letters concerning the paving and its terms. He will be reaching out to them individually in the not-too-distant future. • B. Property Disposition Discussion • Public Works Director and City Planner explored the various city owned parcels throughout the city and created a list of properties with recommendations as to how the city should proceed with them. • 482-492 Norwich Avenue- Alderman Browning recommends it be demolished and doesn’t see renovating it to a four family being a viable investment to the city. It should be listed with other properties for demolition and at some stage put out for pricing with all of them together. • 9 Krodel Road and 70 Laurel Hill Avenue will be offered to abutters by unanimous vote. • 29 Boswell Avenue, 43 Fountain Street and 45 Fountain Street being listed for sale was embraced by all committee members. Alderman Browning, just being offered the list of properties voted against listing 21 & 23 Whitaker to take time to look into the status of the prior owner’s eviction and combining the parcels for sale together. Mayor Nystrom and Alderwoman Gould voted to list them and it passed two votes to one vote. • Jim Troeger suggested adding properties to the list for discussion to include properties at 26 Elijah, 212 Prospect and 270 West Thames Street. 5. OTHER BUSINESS: • Budget to date information reported by Public Works Director, Ryan Thompson for last few years and continuing to stay on budget despite various personnel losses over the years.
