CITY OF NORWICH DEPARTMENT OF PUBLICWORKS October 18, 2022 TO: City Clerk FROM: Director of Public Works FILE#: PWD 150-22 SUBJECT: MINUTES OF PUBLIC WORKS & CAPITAL IMPROVEMENTS COMMITTEE The regular meeting of the Public Works and Capital Improvements Committee was held on Monday October 17, 2022 at 4:00 p.m at 50 Clinton Ave. Attendance was as follows: Committee Members Administration President Pro-Tempore Joseph DeLucia absent with Patrick McLaughlin, Director notification Brian Long, City Engineer Alderwomen Stacy Gould Alderman Swarnjit Singh 1. CALL TO ORDER The meeting was called to order at 4:00 p.m 2. APPROVAL OF MINUTES The minutes of the September 19, 2022 meeting were unanimously approved. (Motion: Singh Second: Gould) 3. CITIZEN COMMENT – the following residents was in attendance – David Rutherford of 4 Elm Ave. who voiced his concerns about increased and speeding traffic on Elm Ave. He also mentioned that Officer Burrows of the Norwich PD recently took traffic counts and determined that 6% of the vehicles were exceeding the posted speed limit. He requested that Elm Ave. be made a dead end, and not connect to Town Street. 4. OLD BUSINESS A. Public Works Projects Updates  Sherman Street Bridge –Manafort is working extra shifts to ensure small bridge is in place by early November to ensure gas line re-connection prior to winter.  Uncas Leap Heritage Park - The Wetlands permit was recently approved and plans are advancing with construction scheduled to start in the Spring 2023.  Mohegan Park Disc Golf – Secondary baskets were installed in the first nine holes and tee pads in the second nine holes. The expansion is on schedule to be completed by late fall.  Street Paving – Paving has been completed in the Kennedy Heights area including Western Ave., Carlson St., Overlook Rd., Sullivan Dr., and Fairview Ave. Next area to be paved will be roads off of Dunham St., including Wetledge Dr., Elizabeth St. Ext., Stanley Pl., Oakwood Knoll, and others in that area.  New London Tpke – Survey for the north end is complete, design is at 50% complete for the southern LOTCIP project. Comments from SCCOG have been reviewed and sent back which will then go to DOT for approval.  Dunham Street –Project is substantially complete.  The Culvert Repair on Otrabando was awarded to PJF Construction. Construction is anticipated for November.
