CITY OF NORWICH DEPARTMENT OF PUBLIC WORKS March 22, 2023 TO: City Clerk FROM: Director of Public Works FILE#: PWD 084-23 SUBJECT: MINUTES OF PUBLIC WORKS & CAPITAL IMPROVEMENTS COMMITTEE The regular meeting of the Public Works and Capital Improvements Committee was held on Monday March 20, 2023 at 4:00 p.m at 50 Clinton Ave. Attendance was as follows: Committee Members Administration President Pro-Tempore Joseph DeLucia Patrick McLaughlin, Director Alderwoman Stacy Gould Brian Long, City Engineer Alderman Swarnjit Singh 1. CALL TO ORDER The meeting was called to order at 4:01 p.m 2. APPROVAL OF MINUTES The minutes of the February 21, 2023 meeting were unanimously approved. (Motion: Gould Second: Singh), all in favor. 3. CITIZEN COMMENT Tucker Braddock presented his ideas to promote economic development downtown by providing a permenant stand alone bathroom structure. Alternatively a first floor portion of an existing building could be leased by the City to provide a bathroom. He thinks that the exisitnig portable toilets in the downtown do not represent the City well. He referred to other Towns such as Stonington and Putnam that have public bathrooms in the downtowns. 4. OLD BUSINESS A. Public Works Projects Updates • Sherman Street Bridge – Utility work on Asylum St. is continuing. Finishing up the gas line re-location in advance of the sewer work. The project is on schedule to start work on the second bridge this spring. • Uncas Leap Heritage Park – going out to Bid shortly. • Annual Paving Contract –Bids were opened February 24th, low bidder is Charles Pasteryak. • Armstrong Tennis Courts – The project is on hold for the winter. The improvements to the parking lot will be bid shortly, with a spring/summer construction expected. Lighting for the parking lot will be included. • Sidewalk Project (Prospect St) – The project is out to Bid. • Pickle Ball – going out to Bid in the next week, to be located at the Senior Center. • Mohegan Park Toddler Playscape – Playground is complete.
