Recreation Advisory Board Meeting
November 20, 2019- 6pm
Recreation Dept.
Present: Jeff Blinderman, Ray Stewart, Julie Cagle, Stephanie Burnham, Cheryl Hancin-Preston
1. Call to Order- by Jeff Blinderman at 6:04pm.
2. Approval of Minutes- Minutes were presented and approved.
3. Old Business
a. Program Review- Fall The fall program update report written by Bob Kilpatrick was
reviewed by Cheryl. See attached. The Winterfest parade was discussed and several
members came up with ideas for the float. The board applauded Cheryl on receiving the
Outstanding Recreation Professional of the Year in CT award for 2019. Several stated
she was very deserving and congratulated her on her accomplishments.
4. New Business
a. Winter Update
Cheryl updated the board about all the new activities for Winter. The book came out on
Nov. 15 and registration is open on the website. Many new programs are being offered
for youth and Adults such as free tumblers, craft classes, Girls basketball along with
several new special events such as a Pajama party, family games night. Also the
Recreation department partnered with Rose Garden ice Arena for ice skating lessons
this winter.
b. Facilities and Maintenance
Cheryl updated the board on all the field upgrades and CIP projects that are starting this
fall and continuing into spring. A new PA system on Depina Field and power to the
scoreboard, New concession stand on Jennings Field. New and repaired irrigation
systems to Ouelett field, Fontaine and Jennings football. The lack of tennis courts in
Norwich was discussed. Cheryl stated that several tennis enthusiasts in the community
had contacted her about getting together to discuss what could be done. The advisory
board recommended a tennis sub-committee be formed to look into it.
S. Burnham made a motion to create a tennis sub- committee that reports to the Rec.
Advisory board. Motion passed 4-0.
c. Budget- Cheryl told the Advisory board that she was still working on the FY 19- 20
budget and would discuss it at the next meeting when Lee-Ann was present.
5. Other Business
J. Cagle stated she emailed and spoke with the City manager to advocate for the
Recreation Department.
6. Adjournment
Motion made by S. Burnham at 7:05pm
