MINUTES OF THE SPECIAL REHAB REVIEW COMMITTEE MEETING
OCTOBER 16, 2008

Chairperson Rodney Bowie called the meeting to order at 8:49 a.m.
Jim Troeger made a motion to accept the minutes of the September 11, 2008
meeting. Joe East seconded the motion. The motion carried unanimously.
Old Business
The lottery will be held at the next Rehab meeting to establish the order that the
projects will proceed.
New Business
This year after taking the administration budget out of the Property Rehab funds
there will be $265,000 left. There is $399,000 still available from previous
funding for a total of $664,000. However, there are committed projects that are
not finished and paid for from the last round of $219,000. The new applications
totaled $260,000. The total committed $479,000 which leaves about $185,000 in
surplus. The new applications could possibly start in January or February and
open up the application process without the lottery on a first come first serve
basis.
The City of Norwich did not receive the Federal Grant Lead funding that they had
applied for. If the Property Rehab client applications are over the allowed
$30,000 for single families because of a lead situation, the committee may have
to re-evaluate how much money is given to single families.
A Pre-Approval of Applications for the Lottery was distributed to members. The
two-investor projects are vacant at the present time and that would create 8
units. When the apartments are empty they automatically qualify, as opposed to
the tenants income applying. When the apartments are vacant the landlords
have agreed to only rent to people who fall into the low-moderate income
category. Technically it is only 51% of the units have to qualify.
Joe East made a motion to accept the Pre-Approval List of Applications for
Owner Occupied and Investor Owner projects for the Lottery as presented.
Rodney Bowie seconded the motion. Motion carried unanimously.
Joe East made a motion to deny the one application because $3,000 is owed in
taxes and the property is still in foreclosure. Rodney Bowie seconded the
motion. Susan Goldman abstained. The rest were in favor.
Rodney Bowie made a motion and seconded by Joe East to approve the final
checks RP0708 $11,114.00 and RP0705 $42,396.69. Motion carried
unanimously.
Adjournment
Jim Troeger made a motion to adjourn. Joe East seconded the motion. The
motion carried unanimously. The Rehab Review Committee meeting adjourned
at 9:10 a.m.
