MINUTES OF THE REHAB REVIEW COMMITTEE MEETING
NOVEMBER 18, 2009

Chairman Rodney Bowie called the meeting to order at 8:49 a.m.
Motion was made by Joe East to accept the minutes of the October 14,
2009 meeting. Jim Roberts seconded the motion. The motion carried
unanimously. Kevin Lin arrived at 8:52 a.m.
Old Business
Wayne Sharkey had handed out a letter from the U.S. Dept of HUD for the July –
September 2009 quarterly report with an overall performance rating of 100 out of
100. The Lead Program also received excellent press with Channel 3 with a
property that was done over the summer where three children’s lead levels were
extremely elevated before they started the work and at the completion of the
project their lead levels had dropped back down to normal. HUD has used this
story in Washington to support their Stimulus funds.
Wayne Sharkey has not heard anything from Uncas Health on where they are
with the testing for children in school.
New Business
Discussion/Clarification on Negative Equity Status Regarding Approval/Denial
At the meeting of March 19, 2009 the committee made a motion and voted to
reduce the loan-to-value equity requirements in rehab to match the 0% equity for
the lead so that they could use the programs more easily together. Since the
committee voted on 0% equity and there seems to be a need for clarification on
the negative equity terminology. The decision to accept negative equity was
because the housing market values had gone down dramatically and there were
high foreclosure rates and economic problems.
Rodney Bowie made a motion to accept Wayne Sharkey’s proposal to deny
an initial application for negative equity unless there are children under the
age of 6. Jim Roberts seconded the motion. The motion carried
unanimously.
There were no new application approvals/denial.

motion. The motion carried unanimously. The Rehab Review Committee
meeting adjourned at 9:15 a.m.
