MINUTES OF THE REHAB REVIEW COMMITTEE MEETING DECEMBER 8, 2010 8:45 AM Members Present: Chairman Rodney Bowie, Jim Roberts, Jim Troeger, Joe East, and Susan Goldman Others Present: Gary, Evans, Wayne Sharkey, Denise Blake and Linda Lee Smith Chairman Rodney Bowie called the meeting to order at 8:47 AM. Motion was made by Jim Roberts and seconded by Joe East to accept the minutes of the September 18, 2010. Motion carried unanimously. Old Business The Lead Program is about 1½ years away from completion. The C.D. office will pursue new lead funds in the summer of 2011. The City has been in the green with their quarterly reports and meeting benchmarks. Denise Blake told the committee they will be lead testing children 6 and under that may have fallen through the cracks, are new to the town, or in a new apartment/house. They are offering parents voluntary blood level testing. The first event was scheduled for December 9, 2010 at 8:30 a.m. at Pooh Corner. After this first event she will report back on it at the next meeting. There is a state law in place but they are not sure if all children are being tested. These numbers are also needed for support to re-apply for more lead funding next summer 2011. New Business Gary Evans, the new CD Supervisor was introduced to the committee. Wayne Sharkey told the committee that within the next five years there probably won’t be just a lead program but the Healthy Homes Program will probably also incorporate basic safety (cleaning chemicals), mold and other allergens, and code compliance and lead safety. Wayne Sharkey clarified information on an NSP Project located at 500 Boswell Avenue that also received lead funds but did not receive rehab funds. NSP (Neighborhood Stabilization Program) is a separate program to buy abandoned buildings and get them back on the market as rental units. This project was then tested for lead as is any other project going through the Lead Program. The CD office received $1.7 million dollars that also needs to be spent in a timely manner to remove lead hazards. The building had aluminum siding, the substrate under the siding that was failing, was 1 all leaded. The remediation called for removal of the aluminum siding and clapboard, and reinstallation of a new product. Aluminum siding that is covering a structure is not airtight, and therefore is not an abatement method, whereas vinyl siding can be made airtight. All funds for this year have been committed, and there is a wait list. They have committed for the grant 75 completed units and they will finish with an estimate of 125. Most of the applications that come in do not meet loan-to-value/equity in their property, where they could even apply for a loan. New Applications There were no new application approvals/denials/deobligation of funds. A motion was made by Rodney Bowie and seconded by Jim Roberts to adjourn. The motion carried unanimously.
