CITY OF NORWICH REHABILITATION REVIEW COMMITTEE SPECIAL MEETING MINUTES 23 Union Street September 4, 2013 On September 4, 2013 a Special Meeting of the Rehabilitation Review Committee was held at 9:15 a.m. in the basement conference room at 23 Union Street. Members present: Joe East, Gary Evans, Jim Roberts, Jim Troeger Absent: Rodney Bowie, H. Tucker Braddock, Kevin Lin Others present: Wayne Sharkey, Donna Diani The meeting was called to order at 9:18 a. m., a quorum was present. Agenda: Wayne Sharkey addressed the committee in regards to the Lead Based Paint Hazard Control Program project LP1211. Mr. Sharkey explained the scope of the project as needing extensive lead abatement. The award is for $26,000.00 and also qualifies for $3,500.00 in Healthy Homes Funds. The project was put out for bid with all bids exceeding the project limits by a large margin. He then explained that the exterior of the project had excessive peeling paint needing encapsulation. The specifications called for vinyl siding which is cost prohibitive. The project was revised to liquid encapsulation which came closer to the project constraints. An additional $2,786.00 is needed to move forward with the project. Mr. Sharkey explained that he contacted HUD on the procedure for awarding additional funds and was advised that it was best to follow local processes. Mr. Sharkey explained that there is a policy in place to assess overages in the Rehabilitation Program but not on the Lead Program. Mr. Sharkey is requesting approval of the committee to award additional funds. He also stated that there was time constraints involved as the contractor has a short window in which to complete the project. Given that the project was marginal now, Joe East asked what happens if something else is found and additional funds are needed again. Wayne Sharkey suggested that a policy be set for the future. He suggested that a limit could be set based on a percentage of the average cost of a lead project. The approximate average cost of a lead project is currently $8,600.00. Jim Troeger questioned the durability of the liquid encapsulation versus the vinyl siding. Mr. Troeger wanted to know what the warranty was. Mr. Sharkey replied that vinyl siding was the preferred method but that the liquid encapsulation met the program requirements and has a 10 year warranty. Jim Roberts asked what the process of liquid encapsulation was. Mr. Sharkey explained the process. Mr. Troeger questioned whether additional Healthy Home funds could be used and Mr. Sharkey responded the he contacted HUD with that question and was advised to try using the Lead Program grant fund. Mr. Sharkey explained that the homeowner has no additional funds to add to the project and is at the lowest income bracket. Joe East questioned whether this will push the limits on this project and whether it was possible that additional funds will be needed again. Mr. Sharkey responded that porches are often an area that needs additional funds. It was suggested that an additional $5,000.00 could be approved to give the project room in the budget. Mr. East cautioned that the contractors may see this as a way to add to the project. Mr. Sharkey replied that he tries to control that. Joe East moved to allocate up to $5,000.00 in additional funds for LP1211. Jim Roberts seconded, it was unanimously voted (4-0) to approve the additional funds. A motion was made and seconded to adjourn. The meeting was adjourned at 9:45a.m.
