Rehabilitation Review Committee

MINUTES OF THE REHABILITATION REVIEW COMMITTEE MEETING October 1 6, 2013 9:15 AM Members Present: Rodney Bowie, H. Tucker Braddock, Gary Evans, Jim Roberts, & Joe East Absent: Jim Troeger & Kevin Lin Others Present: Wayne Sharkey and Jacquie Barbarossa, Recording Secretary Chairman Rodney Bowie called the Rehab Review Committee meeting to order at 9:25 AM. A quorum was determined. Rodney Bowie asked for approval of September 4, 2013 Special Meeting Minutes. Gary Evans stated there was a missing “0” on line 3 under agenda and the amount should be $26,000.00. Motion was made by Jim Roberts and seconded by Joe East to accept the minutes with corrections as stated – unanimous . Old Business Wayne Sharkey gave a brief update of LP1211 stating that at the last RRC meeting he advised the committee that $2,786 in additional funding would be required to complete the project. He stated that the committee had approved a lump sum of $5,000 which would cover the amount needed to complete the additional work required New Business - None Application Approvals/Denials/De-obligation of Funds Wayne Sharkey provided members present with 4 Property Rehabilitation/Lead Based Paint Hazard Control Program applications recommended for approval and that the applicants met eligibility requirements. Jacquie Barbarossa stated all taxes are current. The applications were as follows: Applications Project Application Number of Lead Rehab type units Award Award RP1316/LP1226 Owner Occupant 1 $13,000.00 $15,000.00 RP1317 Owner Occupant 2 $20,000.00 RP1318 Owner Occupant 1 $15,000.00 LP1227 Owner Occupant 1 $20,000.00 Rodney Bowie questioned the documentation used if additional work/funds were required to complete a project using Healthy Home Funds . Wayne Sharkey stated that there is a process in place that follows HUD guidelines based on risk classification. He stated there could be issues at the site i.e.: asbestos, mold, slip and fall issues that should also be corrected which he may find while visiting the site. He assured the committee there is a policy/procedures in place if that occurs. Tucker Braddock made a motion to approve the applications, second by Jim Roberts. Gary Evans recused himself from RP1318 stating he knows the applicant – all applications APPROVED unanimously with the exception of RP1318 which was approved with 4 voting members. Appeals/Requests - None Final Payments - None Open Discussion - None Adjournment Rodney Bowie made a motion to adjourn, second by Jim Roberts - unanimous . Meeting adjourned at 9:40 AM.
