MINUTES OF THE REHABILITATION REVIEW COMMITTEE MEETING December 11, 2013 9:15 AM Members Present: Rodney Bowie, Jim Troeger, Jim Roberts, Joe East & Gary Evans Absent: Kevin Lin Others Present: Wayne Sharkey and Jacquie Barbarossa, Recording Secretary Chairman Rodney Bowie called the Rehab Review Committee meeting to order at 9:25 AM. A quorum was determined. Rodney Bowie asked for approval of November 13, 2013 Meeting Minutes. Motion was made by Joe East and seconded by Jim Roberts to accept the minutes – unanimous. Old Business - Wayne Sharkey stated that the Committee still needs a new member. Gary Evans stated that he had a conversation with the Mayor and Attorney Mike Driscoll regarding the committee openings. The City Council will appoint a member from the new council with a resolution. There was a brief discussion regarding the vacancy of Kevin Lin. Members discussed the possibility of adding a local realtor, banker, or insurance agent. Mr. Evans asked the members to forward any name suggestions directly to him. New Business - Application Approvals/Denials/De-obligation of Funds Wayne Sharkey provided members present with 3 Property Rehabilitation/Lead Based Paint Hazard Control Program applications recommended for approval and stated that the applicants met eligibility requirements and taxes were current. Ms. Barbarossa stated that LP 1227 was approved in Oct for $20,000 but must be reduced to $16,000 since the applicant was now applying for rehab funds (RP 1323) due to the amount of work required. The applications were as follows: Project Application Number of Lead Rehab type units Award Award LP1231/RP1321 Owner Occupant 2 $26,000.00 $20,000.00 LP1227/RP 1323 Owner Occupant 1 *$16,000 $15,000.00 RP 1324 Owner Occupant 1 $15,000.00 Joe East asked if the applicants typically maxed out their funding levels. Wayne stated that the amounts of rehab funding per unit were cut in half a few years ago so normally they do max out. Mr. Troeger asked about the response to the lead program. Ms. Barbarossa stated that she tries to get the applicants to apply for both the lead and rehab programs at the same time to allow more funding per unit. Wayne added that he can use “Healthy Homes” funding if the applicants need more money. Mr. Sharkey stated that the rehab funding flew out the door when the amounts were fully forgiven. He stated people are more reluctant now to take a lien on their property even when it’s “0%” interest. He also stated that the process for a 1 & 2 family versus a multifamily unit takes the same amount of time to give out less money. Jim Roberts and Jim Troeger stated they would advise property owners with violations about the programs. Jim Troeger made a motion to approve the applications, second by Joe East – all applications APPROVED. Appeals/Requests - None Final Payments - None Open Discussion - None Adjournment Rodney Bowie made a motion to adjourn, second by Gary Evans - unanimous. Meeting adjourned at 9:47 AM.
