MINUTES OF THE REHABILITATION REVIEW COMMITTEE MEETING May 14, 2014 9:15 AM Members Present: Rodney Bowie, Jim Troeger, Jim Roberts, & Joe East Absent: Gary Evans and Terrell Wilson Others Present: Jacquie Barbarossa, Recording Secretary Chairman Rodney Bowie called the Rehab Review Committee meeting to order at 9:25 AM. A quorum was determined. Rodney Bowie asked for approval of the April 9, 2014 Meeting Minutes. Motion was made by Joe East, second by Jim Roberts to accept the minutes – unanimous. Old Business – Rodney Bowie asked if Gary Evans was working on a procedure change due to the change in Loan-to-Values. Wayne Sharkey stated that we are tracking the ratio to determine if the general policy (140%) will need to be revised. Ms. Barbarossa explained that there may need to be a change to the subordination policy due to loan modifications/refinances and that was what Mr. Evans was working on. New Business – Wayne Sharkey stated that we will be wait-listing applications due to the amount of committed funding for applications in the pipeline. He explained that some money has to remain uncommitted due to any priority issues i.e. lead orders from Uncas or children under 6 with high lead levels in order to provide funding. He stated the department would be applying for new lead funding at the end of summer or around the holidays depending on the benchmarks met, and waitlist demand. He stated it’s a constant balancing act to meet goals and benchmarks and adjustments are made accordingly throughout the cycle. Application Approvals/Denials/De-obligation of Funds Jacquie Barbarossa provided members present with 5 Property Rehabilitation/Lead Based Paint Hazard Control Program applications recommended for approval and stated that the applicants met eligibility requirements and taxes were current. Appeals/Requests - None Final Payments - None Open Discussion – Joe East asked if Wayne had been in contact with the local health officials regarding building departments requesting lead licensing information. There was a brief discussion regarding lead abatement requirements for contractors. Wayne stated that every type of contractor that works on homes should know the EPA/RRP requirements. He stated it would be a great help to get contractors to comply with EPA regulations and would appreciate any help the building department could give. Jacquie stated a course would be offered on May 15 and Joe East said someone from the building department should take the class. Mr. Troeger said he would check the building inspector’s schedules to see if he could have one of them attend the meeting.
