MINUTES OF THE REHABILITATION REVIEW COMMITTEE MEETING July 9 , 2014 9:15 AM Members Present: Jim Roberts, Joe East, Terrell Wilson and Gary Evans Absent: Rodney Bowie, & Jim Troeger Others Present: Wayne Sharkey and Jacquie Barbarossa, Recording Secretary Acting Chair Jim Roberts called the Rehab Review Committee meeting to order at 9:25 AM. A quorum was determined. Old Business – There was a brief discussion regarding the subordination policy with mortgage modifications and negative amortization. Gary Evans stated he would work on updating the current policy for the next meeting. New Business – Application Approvals/Denials/De-obligation of Funds Wayne Sharkey stated that the current application had applied for Property Rehab and had been approved but did not apply for lead funding since he thought he had no lead paint issues. The property inspection indicated otherwise so he was now applying for lead funding. Mr. Sharkey stated that all the required information was received and verified under the Property Rehab Program and recommended approval. Joe East asked if a property is tested for lead in the rehab process. Mr. Sharkey stated that it depends on the level of rehab activity and the impact on painted surfaces. He stated that if there is more than $5,000 of rehabilitation on painted surfaces, the property is tested. He also stated there were several children under 6 in this property. Joe East made a motion to approve the application as presented, Jim Roberts seconded the motion - application APPROVED , unanimous. Wayne Sharkey stated that the applicant for de-obligation had been sent a certified letter indicating that they would be de-obligated unless they contacted the office before the July RRC meeting. The lead funding had been de-obligated at a previous meeting due to lack of lead. There was no response from the owner stating they wished to continue in the Rehab program, therefore the funds can be used for other applicants. Joe East made a motion to de-obligate the funding, second by Gary Evans - application de- obligated , unanimous. The applications were as follows: Applications Project Application Number of Lead Rehab type units Award Award LP1247 Investor 4 $52,000.00 Approved April  DE obligate RP1319 Owner 1 $15,000 Appeals/ Requests - None Final Payments - None Open Discussion – Wayne stated that the Lead Program is coming to the end of the grant funding and that the office would be applying for new funds around January 2015. He stated that the recent rehabilitation audit went well and the lead audit would be sometime in September. Adjournment Joe East made a motion to adjourn, second by Jim Roberts - unanimous .
