MINUTES OF THE REHABILITATION REVIEW COMMITTEE MEETING
November 12 , 2014

Members Present: Rodney Bowie, Jim Roberts, Jim Troeger, Joe East, & Gary Evans
Absent: Terell Wilson
Others Present: Wayne Sharkey and Jacquie Barbarossa, Recording Secretary
Chairman Rodney Bowie called the Rehab Review Committee meeting to order at 9:36
AM. A quorum was determined.
Rodney Bowie asked for approval of September 10, 2014 Meeting Minutes. Motion was
made by Gary Evans and seconded by Jim Troeger to accept the minutes – unanimous .
Old Business – none
New Business – The meeting schedule for next year’s Rehabilitation Review Committee
was distributed. Wayne Sharkey stated that we may not be meeting according to the
schedule since we are coming to the end of the funding and applications will now be
wait listed for funding fallout and/or new funding availability. He stated that
approximately 59 units had been completed, 15 were under contract and the goal was
for 95 units to be completed by August 14, 2015. Money not used for properties under
contract will free up funds for those on the wait-list.
Mr. East asked how the units would be prioritized. Mr. Sharkey stated that units with
children under 6 would be a priority. Mr. Evans stated that HUD changes/clarifies
guidelines and the program is adapted to comply as needed.
Application Approvals/Denials/De-obligation of Funds
Wayne Sharkey provided members present with 7 Property Rehabilitation/Lead Based
Paint Hazard Control Program applications recommended for wait-list approval and
stated that the applicants met eligibility requirements and taxes were current. He also
stated that the properties that were being de-obligated were due to delinquent taxes.
The owner was notified in September by certified mail that the property taxes must be
current or they would be de-obligated at the October meeting. The October meeting
was not held due to lack of quorum and the owner was still delinquent as of November
10, 2014 according to the Tax Office. The applications were as follows:

Rodney Bowie made a motion to wait-list approve the applications pending funding
availability, second by Jim Troeger – unanimous all applications APPROVED subject to
funding .
Rodney Bowie made a motion to de-obligate funds for applications presented to free up
funding for others due to delinquent taxes, second by Jim Troeger – unanimous-
applications–De obligated .

Final Payments - None
Open Discussion – There was a brief discussion regarding the payback of loans for
future funding. Gary Evans stated that approximately $75,000 is paid back per year due
to property transfers. He also stated that HUD has not announced the next grant lead
funding but it will probably be in the spring of 2015.
Ms. Barbarossa stated she would be speaking at the Norwich Property Owners
Association’s December meeting to inform landlords of potential future funding.

Jim Troeger made a motion to adjourn, second by Joe East - unanimous . Meeting
adjourned at 9:55 AM.
