MINUTES OF THE REHABILITATION REVIEW COMMITTEE MEETING June 8, 2016 9:15 AM Members Present: Rodney Bowie, Tucker Braddock, Jim Troeger, & Gary Evans Absent: Jim Roberts Others Present: Jacquie Barbarossa, Recording Secretary Chairman Rodney Bowie called the Rehab Review Committee meeting to order at 9:11 AM. A quorum was determined. Rodney Bowie asked for approval of the September 9, 2015 Meeting Minutes. Motion was made by Tucker Braddock and seconded by Gary Evans to accept the minutes – unanimous. Old Business – None New Business – Wayne Sharkey stated the purpose of the meeting was to update committee members on the lead grant status and rehabilitation program. He stated that approximately 20 high energy efficiency heating units had been installed this past winter. There was discussion on the average cost per heating unit and the NPU $2500 hookup fee for gas conversions. Wayne stated that the fee was incorporated into the lien amount when it was required. Tucker Braddock questioned the fee. Wayne explained that NPU determines if there is a fee on certain criteria such as: city or state road, if the road had been paved in the past 5 years, and if customers had declined a gas line when NPU was installing. He stated that he contacts NPU up front for their determination in order to streamline the project. Mr. Sharkey stated that the Property Rehabilitation Program was opened up to include roofing, electrical, wells and septic systems along with heating systems. These items allow energy efficiency and safety without impacting lead surfaces which allow the City an exemption for lead inspections until and/or when we get another lead grant. Mr. Evans stated the lead grant had been submitted to HUD on April 28th. Wayne stated that Norwich had 2 high profile TV/news articles on poisoned children in Norwich right before submittal of the grant which will hopefully improve Norwich’s chance. He stated he had received calls from HUD regarding the media coverage. There was discussion on funding amount remaining for staff and Mr. Evans stated there is enough to pay staff until the beginning of September. Wayne stated we should hear about the grant by early July since there is program manager school scheduled in August which grantees are required to attend. Gary stated this is a short term program until we know about the lead grant and CDBG allotments in September. Jim Troeger asked if the work at the lead safe house at 29 Union St. was being paid from lead/property rehab funding. Mr. Evans stated it will be paid from the City’s insurance claims (1 of 3) due to a broken pipe on the second floor from extremely cold weather.
