MINUTES OF THE REHABILITATION REVIEW COMMITTEE MEETING September 14, 2016 9:15 AM Members Present: Rodney Bowie, Jim Roberts, Jim Troeger, & Gary Evans Absent: Tucker Braddock, Wayne Sharkey Others Present: Jacquie Barbarossa, Recording Secretary Chairman Rodney Bowie called the Rehab Review Committee meeting to order at 9:19 AM. A quorum was determined. Rodney Bowie made a motion to approve the June 8, 2016 Meeting Minutes. Second by Gary Evans to accept the minutes – unanimous. Old Business – None New Business – Gary Evans stated the City has been awarded 2.1 million in lead funding and $300,000 in Healthy Homes funds. He stated the City applied for 2.4 million in lead funding but that the amount had been reduced and the department will be negotiating the contract on September 27, 2016. He explained that will be when we can discuss the number of projected units and reducing costs to maintain the approved budget. Items such as outreach, education, training and staffing costs will have to be reduced to meet the funded amount. He stated that the Intake/Outreach Specialist position will potential be a part-time position. Gary also stated that Jacquie would be leaving the department for a new position but will be available to assist in training. Gary requested a change in program policies due to upcoming lead grant in order to save time. He explained that the blind application approval by the committee was just a formality since the office personnel determine the applicant’s eligibility. Depending on when the application is received and reviewed, it may take an additional 3-4 weeks for approval by the committee based on the current meeting schedule and process. There was discussion that the committee focuses on policies and procedures, appeals from applicants and additional funding requests in excess of $5,000 for cost overruns. Motion by Jim Troeger to allow Community Development office staff to approve applications and to refer cost overruns in excess of $5000, to Rehab Review Committee - second by Jim Roberts – unanimous. The committee will continue to meet for policy change, appeals and cost overruns as scheduled.
