CITY OF NORWICH REHAB REVIEW COMMITTEE MEETING December 11, 2018 - 9:00 a.m. Present: H. Tucker Braddock, Jim Roberts, Kathryn Crees, James Troeger & Wayne Sharkey (staff) Absent: Rodney Bowie I. The meeting of the Rehab Review Committee (RRC) was called to order at 9:00 a.m. by Jim Roberts. II. Approval of Minutes – Motion was made by Jim Roberts & seconded by Tucker Braddock to accept the minutes of the 9/19/18 meeting as presented. Motion carried unanimously. III. Discussion regarding language inconsistencies between Grant Documents & Programmatic Agreements and Suggested Resolutions The Lead Hazard Program Policies & Procedures calls for the payback of Lead funds by an Investor but the language in the loan documents and mortgage deed do not. The Committee reviewed the example documents. James Troeger asked for clarification on the Section 8 language. Kathy Crees explained that an Investor-Owner may qualify for an accelerated Five (5) Year loan forgivance only if they have a vacant qualifying unit properly registered through the Norwich Housing Authority. Motion was made by James Troeger & seconded by Jim Roberts to revise the applicable documents for the purpose of clarification. Motion carried unanimously. IV. Rehab Status Update – Wayne Sharkey presented the quarterly numbers for contractual spending. Tucker proposed the reports include a timeline of the three (3) year grant. V. Other Business – None VI.
