Special Meeting

Monday February 13, 2023

Committee Members Present: Chairman Mark Bettencourt, Alderwoman Stacy
Gould, President Pro Tem Joe Delucia, Peter Gauthier, Sheila Hayes, Greg Ballassi,
Christine DiStasio, Cindy Beauregaurd, William Hull, Sheila Hayes and Mark Kulos.
Committee Members Absent: Gregory Carabine.
Ex-Officio Members Present: Bob Castronova, Mayor Peter Nystrom, Matthew
Brown, Chris LaRose, and Bob Sierpinski.
Citizens Present: None.
I. Call to Order and Quorum: Chairman Mark Bettencourt called the meeting to
order at 6:35 PM.
II. Approval of Previous Meeting Minutes: Cindy Beauregard made a motion to
approve the January 17, 2023 regular meeting minutes. William Hull
seconded. The chairman called the roll of members present and all were in
favor. The motion passed unanimously.
III. Executive Session - Selection of interviewees for RFQ-Voting members, ex-
officio and staff to attend: Alderwoman Stacy Gould made a motion to enter
into executive session at 6:35 PM, which would include voting members as
well as ex-officio member and City of Norwich staff. Christine DiStasio
seconded. The chairman called the roll of members present and all were in
favor. The motion passed unanimously.
The executive session ended at 7:06 PM. Alderwoman Stacy Gould made a
motion to schedule the three top rated Owner’s Representatives for
interviews: Arcadis, Colliers Project Leaders and Construction Solutions
Group. Mark Kulos seconded. The chairman called the roll of members
present and all were in favor. The motion passed unanimously.
Alderwoman Stacy Gould made a motion to cancel the regularly scheduled
hybrid School Building Committee (2020) meeting on Tuesday February 21,
2023 at 6:30PM and to schedule a special hybrid meeting on Wednesday
February 22, 2023 at 6PM in Room 335 at City Hall, during which interviews
would be conducted. Gregory Ballassi seconded. The chairman called the roll
of members present and all were in favor. The motion passed unanimously.
IV. Adjournment: Cindy Beauregard made a motion to adjourn at 7:19 PM. Sheila
Hayes seconded. The chairman called the roll of members present and all
were in favor. The motion passed unanimously.

3. Controls for the app are usually at the bottom of the screen but could vary by platform. You are
given the option to join the meeting with audio and then may turn video on and off as desired with
the controls. Please remain muted unless you are speaking to reduce feedback.
4.To ask to speak during the meeting click on the “Raise Hand” icon, usually found by clicking the
participants tab and then on yourself. Your digital hand is now raised. The Chair will call on you
and you can unmute your mic.
