Special Meeting

Wednesday February 22, 2023
6:00 PM
Committee Members Present: Chairman Mark Bettencourt, President Pro Tem
Joe Delucia, Alderwoman Stacy Gould,, Peter Gauthier (ZOOM), Sheila Hayes, Greg
Ballassi, Gregory Carabine, Christine DiStasio, Cindy Beauregaurd, Sheila Hayes and
Mark Kulos (ZOOM).
Committee Members Absent:. William Hull.
Ex-Officio Members Present: Mayor Peter Nystrom (ZOOM), Emily Sifuentes
(ZOOM), Bob Castronova, Matthew Brown (ZOOM) and Bob Sierpinski (ZOOM).
Citizens Present: None.
I. Call to Order and Quorum: Chairman Mark Bettencourt called the
meeting to order at 6:02 PM.
II. Approval of Previous Meeting Minutes: Mark Kulos made a motion to
approve the February 13, 2023 regular meeting minutes. Alderwoman Stacy
Gould seconded. The chairman called the roll of members present and all
were in favor. The motion passed unanimously.
III. Executive Session - Interviews of Candidates for Owners Rep -
Voting Members, Ex-officio and Staff to attend: Alderwoman Stacy
Gould made a motion to enter Executive Session at 6:04PM, which would
include ex-officio members, city staff and invited guests on behalf of the
committee. Gregory Ballasi seconded. The chairman called the roll of
members present and all were in favor. The motion passed unanimously.
The executive session ended at and no votes were taken during that time.
IV. Action on Interviews as Appropriate: Mark Kulos made a motion that
the School Building Committee (2020) hire Construction Solutions Group
LLC as the Owner’s Representative, pending a favorable reference check.
Gregory Carabine seconded. The chairman called the roll of members present
and all were in favor. The motion passed unanimously.
V. Action items – Steps going forward: None.
VI. Adjournment: Alderwoman Stacy Gould made a motion to adjourn at 9:37
PM. Cindy Beauregard seconded. The chairman called the roll of members
present and all were in favor. The motion passed unanimously.

remain muted unless you are speaking to reduce feedback.
4.To ask to speak during the meeting click on the “Raise Hand” icon,
usually found by clicking the participants tab and then on yourself. Your
digital hand is now raised. The Chair will call on you and you can unmute
your mic.
