City of Norwich Volunteer Firemen’s Relief Fund Committee Minutes Meeting # 77 The Volunteer Firemen’s Relief Fund Committee held its seventy-seventh meeting on Monday, February 11, 2002 at 5:00 p.m. in room 209, City Hall, Norwich, Connecticut. 1. MINUTES ROLL CALL Members present were: Richard Benoit, Taftville Thomas Quinley, Yantic Gregory Ensling, East Great Plains * (arrived 5:15 p.m.) Dennis Davis Karen Mankowski, Occum Joseph Kochanski, Laurel Hill Richard Podurgiel, Personnel Director Joseph Ruffo, Treasurer Members absent were: Hal Burdo William Tallman, City Manager Red McKeon, Occum/Past Chairman Joseph Morse Meeting was called to order at 5:04 p.m. by Richard Benoit. 2. Minutes a) Minutes were reviewed; no corrections. A motion was made by Richard Podurgiel, seconded Dennis Davis. Minutes were approved. 3. REPORTS a) November Treasurer Report sent out with the agenda and received by all members. Bill Murray, City Treasurer, was unable to attend the February meeting, and has been invited to the May 13, 2002 meeting. b) Census information requested by Hooker and Holcombe, Inc., has been received from all Volunteer Departments with the exception of East Great Plains Volunteer Fire Department. Richard Benoit to follow up with EGP to ensure timely submission of requested data. 4. COMMUNICATIONS None 5. OLD BUSINESS None 6. NEW BUSINESS a) Hooker and Holcombe Census Reports received from all Departments with the exception of EGP. b) Taftville has submitted membership applications for two new members: Todd Frechette and Tony Shaw. Motion made by Richard Podergiel to accept application paperwork, seconded by Tom Quinley. Membership approved. c) Application of Benefits form was presented for Occum Firefighter Frank Mankowski. Mr. Mankowski has 23 years of credited service and requests that benefits commence as soon as the Finance Department completes all necessary paperwork. Motion made by Tom Quinley to approve pension payments, seconded by Dennis Davis. Motion approved. d) Military buy-back time was reviewed for David Lathrop of Yantic Volunteer Fire Department. The appropriate documentation has been provided for Mr. Lathrop to purchase two years of Military time. Motion made by Dennis Davis to approve the request for two years Military buy- back, seconded by Tom Quinley. Motion approved. e) The Committee noted that Mr. Hal Burdo has been frequently absent from previous meetings. Mr. Benoit has taken an action to discuss Mr. Burdo’s status and determine if there is continued interest in Committee participation or if tendering his resignation from the Committee would be appropriate. Appointed Citizen participation is necessary for proper functioning and continued success of the Relief Fund Committee. f) Next meeting scheduled for Monday, May 13, 2002 at 5:00 p.m. Mr. Murray is scheduled to attend the next Committee meeting. g) East Great Plains Volunteer Fire Department presented three new prospective members with associated paperwork for membership into the Pension Fund. Prospective members are: Frederick Behrl, Louis Fusaro, Jr., and Carrie Taylor. Mr. Podergiel made a motion to accept membership paperwork, seconded by Dennis Davis. Membership approved. h) Mr. Quinley reminded Committee members that it might be a good time to have each Department’s membership complete new Beneficiary Forms due to recent changes to the Relief Fund Plan, that now provide for Designated Spouse Beneficiary payments. 7.
