City of Norwich Volunteer Firefighters' Relief Fund Committee Minutes Meeting # 84 The Volunteer Firefighters’ Relief Fund Committee held its eighty-third meeting on Monday, September 8, 2003 at 5:00 p.m. in room 209, City Hall, Norwich, Connecticut. 1. ROLL CALL Members present were: Richard Benoit, Taftville Thomas Quinley, Yantic Red McKeon, Occum/Past Chairman Joseph Kochanski, Laurel Hill Dennis Davis, City Pension Board Karen Mankowski, Occum Joseph Ruffo, Comptroller/Treasurer Miriam Lopez, Citizen Appointee Thomas Dawkins, Personnel Manager Richard Podurgiel, City Manager Members absent were: Joshua Pothier, Deputy Comptroller Joseph Morse, Citizen Appointee Gregory Ensling, East Great Plains Richard Benoit called the meeting to order at 5:02 p.m. 2. MINUTES a) Review of last meeting minutes. Motion made to accept minutes as read by Dennis Davis. Seconded by Joseph Kochanski. Approved. 3. REPORTS a) Treasurer’s Report: The Volunteer Firefighters’ Relief Fund Treasurer’s Reports for April through July 2003 were provided for distribution. Total assets as of July, 2003: $1,033864.10. Motion made by Dennis Davis to accept the report. Seconded by Thomas Quinley. Approved. 4. COMMUNICATIONS None 5. OLD BUSINESS a) There is a question regarding the submission and status of Rudy Beauregard’s application for Relief Fund Benefits. Mr. Dawkins the Personnel Manager will verify the application has been submitted for review with Vivian.  b) The status of Mr. Dubicki’s, East Great Plains Volunteer Fire Department, requested refund is pending. It is unknown at this time whether the refund form and verification of the years of qualified service have been submitted for review. Richard Benoit will talk with Greg Ensling regarding this matter. 6. NEW BUSINESS a) Joseph Ruffo asked Bill Murray to review the Volunteer Firefighter’s Relief Fund Investment holdings relating to two CDs that were coming due. Certificate of Deposit rates at the following banking institutions were reviewed for consideration: 1) Eastern Federal: 6-month at 1.10; 1-year at 1.30; and 2-year at 2.00. Eastern does not have T-Bills available. 2) Chelsea Groton: 6-month at 0.60; and 1-year at 0.85. Mr. Murray spoke with Pat; Bob Wradette will call lock on T-Bills as follows: 6-month at 1.01; 1-year at 1.17; and 2-year at 1.72. 3) Citizen’s Bank: 6-month at 1.10;and 1-year at 1.40. T-Bill rates: 6-month at 0.90;and 1-year at 0.95. Mr. Murray’s recommendation is to utilize the current money market at Fleet at 1.4%. A motion was made by Thomas Quinley to move both certificates to Fleet Money Market Account until December meeting for disposition. Seconded by Richard Podurgiel. Approved. b) Joseph Kochanski, Laurel Hill Volunteer Fire Department, will be eligible to collect Relief Fund Benefits on October 15, 2003, when he turns 55 years of age with 28 years of service. A motion was made by Richard Podurgiel, that benefits will be paid once the appropriate paperwork has been submitted for review and approval by the Personnel Director and the Comptroller. Seconded by Dennis Davis. Approved. c) Federal Withholding: Can Personnel claim a flat amount to be withheld? The City can withhold in $10.00 increments based on W-4 (additional amount to be withheld). 7. OTHER BUSINESS Next meeting will be December 8, 2003 at 5:00 pm. 8.
