City of Norwich Volunteer Firefighters’ Relief Fund Committee Minutes Meeting # 92 The Volunteer Firefighters Relief Fund Committee held its ninety-second meeting on Monday February 14, 2005 at 5:00p.m. in room 209, City Hall, Norwich, Connecticut. 1. Roll Call Members present were: Richard Benoit, Taftville Thomas Quinley, Yantic Dennis Davis, City Pension Board Thomas Dawkins, Personnel Manager Joseph Kochankski, Laurel Hill Joseph Morse, Citizen Appointee Donald Leary, East Great Plain Karen Mankowski, Occum Joshua Pothier, Deputy Comptroller Robert Zarnestke, Assistant City Manager Members absent were: Richard Podurgiel, City Manager Red McKeon, Occum/Past Chairman Joseph Ruffo, Comptroller/Treasurer Richard Benoit called the meeting to order at 5:04 p.m. 2. Minutes a) Review of last meeting minutes. i. Motion made to accept the minutes by Dennis Davis, seconded by Donald Leary. Approved 3. Reports a) Treasurer’s Report: i. January Treasurer’s Report was submitted by Joshua Pothier. Two errors found – East Great Plain and Yantic deposits incorrectly reported; corrected deposits $2280.00 and $1680.00 respectively - report amended. ii. Motion made to accept by Thomas Quinley, seconded by Dennis Davis. Approved. 4. Communications None 5. Old Business a) Hooker & Holcombe’s actuarial assumptions continue to show an inflated investment return (6 ½%) and has not been revised to accurately reflect Pension Fund earnings in the 2004 report submitted February 11, 2005. The Committee had requested in 2003 that Hooker & Holcombe revise the report to reflect a more realistic projection that is in line with actual earnings and have not complied. Thomas Quinley made a motion to table the report until clarification can be made regarding investment assumptions. Seconded by Donald Leary. Approved. Report tabled. 6. New Business a) Mr. Pothier raised the question submitted by the City Payroll Coordinator regarding notification of death of an active or retired firefighter. Current process requires the affected Department’s Chief or Pension Board Representative to notify the Personnel Director, the City Comptroller, and/or the City Manager of the death. All agreed that the current system works fine and that no revision and no formal documentation is required. b) Occum proposed a new member, Brian Huggard, purchasing his first year of service. Karen Mankowski committed to ensuring that all the proper new member forms, including beneficiary information, have been completed in a timely manner. Motion made by Thomas Quinley to accept the new member. Seconded by Dennis Davis. Approved. c) East Great Plain proposed a new member, Michael Straub. Donald Leary committed to ensuring that all the proper new member forms, including beneficiary information, have been completed in a timely manner. Motion made by Dennis Davis to accept new member. Seconded by Thomas Quinley. Approved. d) Yantic proposed a new member, Matthew Clement. Thomas Quinley exhibited the proper forms for new member. Motion made by Dennis Davis to accept the new member. Seconded by Karen Mankowski, Approved. e) Hooker & Holcombe submitted the 2004 report invoice. Motion made by Thomas Quinley to pay the invoice. Seconded by Dennis Davis. Approved. 7.
