City of Norwich Volunteer Firefighters’ Relief Fund Committee Minutes Meeting # 96 The Volunteer Firefighters’ Relief Fund Committee held its ninety-sixth meeting on Monday January 23, 2006 at 5:00 p.m. in room 209, City Hall, Norwich, Connecticut. 1. Roll Call Members present were: Richard Benoit, Taftville Thomas Quinley, Yantic Thomas Dawkins, Personnel Manager Joseph Kochanski, Laurel Hill Donald Leary, East Great Plain Karen Mankowski, Occum Joshua Pothier, Deputy Comptroller Red McKeon, Occum/Past Chairman Members absent were: Joseph Ruffo, Comptroller/Treasurer Dennis Davis, City Pension Board Member Robert Zarnestke, City Manager Richard Benoit called the meeting to order at 5:04 p.m. 2. Minutes a) Review of last meeting minutes. i. Motion made to accept the minutes by Red McKeon, seconded by Donald Leary. Approved 3. Reports a) Treasurer’s Report: i. November and December Treasurer’s Reports were presented to the Committee. ii. A motion was made to accept the reports as presented by Thomas Quinley, seconded by Red McKeon. Approved. 4. Communications None 5. Old Business a) Hooker & Holcombe – an email response from Hooker & Holcombe concerning the revised version of the cost estimates associated with the Volunteers Firefighters’ Relief Fund were received by the Committee on January 6, 2006. Following a brief review of the response provided by Bill Bush of Hooker & Holcombe, a motion was made to table the email at present and to further discuss Relief Fund changes at a separate special meeting at a date yet to be determined. i. A motion was made by Thomas Quinley to set up a separate meeting, seconded by Joe Kochanski. Approved. b) Relief Fund meeting dates have been established for 2006. Note the attached meeting dates incorrectly annotate January 23, 2006, as a Tuesday. The date was actually a Monday date. i. Motion made by Thomas Quinley to accept the 2006 meeting dates, seconded by Donald Leary. Approved. 6. New Business a) Election of Officers for 2006 Volunteer Firefighters’ Relief Fund Committee is in order. Floor is open to accept proposed new officers. i. Motion made by past Committee Chairman, Red McKeon, to re-elect the current slate of officers for 2006. Motion seconded by Thomas Dawkins. Approved unanimous. 1. Chairman – Richard Benoit 2. Vice-Chairman – Thomas Dawkins 3. Secretary – Thomas Quinley 4. Treasurer – Joseph Ruffo/Josh Pothier b) Karen Mankowski, Occum, reported that Carol Spaulding III, has successfully completed 20 years of credited service and is greater than 55 years of age. Therefore, in accordance with plan requirements, once Occum has completed and submitted the required paperwork to the Finance Office, and service and form verification have been performed, it is requested that payments begin with approval by the Committee. i. Motion made by Thomas Quinley to begin payments once proper verification of service and forms has been completed. Seconded by Donald Leary, approved. c) Richard Benoit reminded all Committee members that all 2005 contributions are required to be deposited by all departments no later that January 31, 2006. d) Thomas Quinley opened a brief discussion with Volunteer Department representatives to determine the approximate total number of calls that each department responded to in 2005. i. Taftville ~ 540 calls ii. EGP - 817 calls iii. Laural Hill - 86 calls iv. Occum ~ 400 calls v. Yantic - 548 calls Motion made to adjourned by Thomas Quinley, seconded by Thomas Dawkins. Approved.
