Volunteer Firefighters’ Relief Fund Committee Minutes
Meeting #105, September 10, 2007
The Volunteer Firefighters’ Relief Fund Committee held its 105th meeting on Monday,
September 10, 2007, at 5:00 p.m. in room 209, City Hall, Norwich, Connecticut.
1. Roll Call
Members present were:
Richard Benoit, Taftville
Thomas Dawkins, Personnel Manager
Joseph Kochanski, Laurel Hill
Karen Mankowski, Occum
Red McKeon, Occum/Past Chairman
Donald Leary, East Great Plain
Joshua Pothier, Assistant Comptroller
Brian Curtin, City Treasurer
Frank Davis, Citizen Appointee
Ed Martin, Laurel Hill - guest
Members absent were:
Joseph Ruffo, Comptroller
Thomas Quinley, Yantic
Richard Benoit called the meeting to order at 5:07 p.m.
Richard Benoit introduced the new Citizen Appointee to the VFRF Committee, Frank Davis. Mr.
Davis is replacing Dennis Davis. Mr. Frank Davis is also a member of the City Personnel and
Pension Board.
2. Minutes: The May meeting minutes were deferred until the next scheduled meeting.
3. Reports:
Treasurer Report: A motion was made and seconded to accept the June-July
Treasurer’s Reports. Approved.
City Treasurer, Brian Curtin, and Mr. Josh Pothier reported that on September 10, 2007,
they moved approximately $370,000 from the VFRF money market funds to the State
Treasurer’s Short Term Investment Fund. Further, it was noted that the money came from
a Savings Institute CD that had matured on August 2, a Citizens Money Market Account
and excess funds that were dormant in the checking account. Mr. Curtin reported that this
account has daily liquidity and daily accrual of interest. A copy of the State Treasurer’s
Short Term Investment Fund was presented to Committee members for review and
comment.

6. New Business
a. The VFRF received a request from David Plante, Taftville, for benefits. Mr. Plante has
submitted all necessary forms with certification. Mr. Benoit reports that Mr. Plante has 28
years with Taftville, and respectfully requests that payments begin on August 1, 2007. A
motion was made and seconded to accept the request for benefits. Approved.
b. Mr. Benoit commented that due to the termination of services with North Pointe
Investments, he believes that the Committee Members should consider other options for
investment council. Mr. Curtin commented that maybe the Committee should look into
Russell Funds due to a recent proposal made to the City Personnel and Pension Board.
Mr. Curtin took an action item to contact Russell Funds representatives to potentially set
up a meeting in the near future.
Mr. Pothier suggested that the Committee revisit the Investment Policy for possible
enhancements before the Committee establishes a new relationship with an investment
councilor.
Motion made to adjourn and seconded. Approved. Meeting adjourned 1725.
