Special Meeting March 21, 2011
The Volunteer Firefighters’ Relief Fund Committee held a special meeting on Monday,
March 21, 2011, at 5:00 p.m. in room 209, City Hall, Norwich, Connecticut
1. Roll Call
a. Members Present:
Richard Benoit, Taftville
Thomas Quinley, Yantic
Donald Leary, East Great Plain
Karen Mankowski, Occum
Joshua Pothier, Assistant Comptroller
Frank Davis, Citizen Appointee
b. Members Absent:
Joseph Ruffo, Comptroller
Brian Curtin, City Treasurer
Joseph Kochanski, Laurel Hill
Brigid Marks, City of Norwich Personnel Manager
Red McKeon, Occum/Past Chairman
c. Guests: Steve Caisse –Taftville; Tim Jencks – Taftville
Richard Benoit called the meeting to order at 5:02 p.m.
2. Minutes: None – Review meeting minutes moved to the next regularly scheduled meeting.

5. New Business
a. Review of Membership Qualifications: Question posed to the Committee – “what
qualifications need to be met in order to buy-back previous years of service?”
i. Two members of Taftville – Steve Caisse and Paul Lebrecque – wish to buy back 3
and 2 years respectively.
(a) Steve Caisse in the years in question was at the Fire Department consistently,
coming, going, and participating in Fire Department business. He met the
training requirements but not the call requirements. He did not qualify in
2010.
1. Mr. Caisse is requesting to buy back 3 years – 2006, 2007, and another
year (2008 or 2009).

ii. Thomas Quinley made a motion to review each member’s service time on a case-
by-case basis, with detailed documentation presented by the member and the
Department’s Chief. Donald Leary seconded the motion, passed 5 in favor; one
against.
b. Brief discussion regarding Rudy Beauregard, no adjustments required.
c. Tom Quinley presented to the Committee applications for membership for the following
Yantic Firemen: Adam Herz and Ryan Flaherty. Each is looking to buy-back one (1)
cadet year and one (1) regular year of service. Donald Leary made a motion to accept
their membership with buy-back, seconded by Frank Davis. Approved.
d. Tom Quinley presented to the Committee the application for retirement benefits for Jack
Flaherty. Jack has 21 years of service and became eligible for retirement benefits in
January. Donald Leary made the motion to accept his application for retirement benefits,
retroactive to January 2011. Frank Davis seconded the motion, approved.
e. James Milhomme of Taftville is buying 2010 Service Time at $18. He has 28 years of
credited Service at $10. The Committee provided clarification that his previous 28 years
will remain at the $10/year payment rate.
A motion was made by Tom Quinley to adjourn the meeting, seconded by Frank Davis.
Approved. Meeting was adjourned at 5:50 pm.
