City of Norwich Volunteer Firefighters’ Relief Fund Committee Minutes Special Meeting March 17, 2014 The Volunteer Firefighters’ Relief Fund Committee held a special meeting on Monday, March 17, 2014, at 4:30 p.m. in Room 209, City Hall, Norwich, Connecticut. 1. Roll Call a. Members Present: Richard Benoit, Taftville Thomas Quinley, Yantic Brigid Marks, City of Norwich Human Resources Joshua Pothier, Assistant Comptroller Donald Leary, East Great Plain Red McKeon, Occum/Past Chairman Robert Aldi, Citizen Appointee b. Members Absent: Karen Mankowski, Occum Brian Curtin, City Treasurer Joseph Kochanski, Laurel Hill Scott Suplita, P&P Board Appointee Richard Benoit called the meeting to order at 4:40p.m. 2. Minutes: the February meeting minutes were reviewed. A motion to accept by Josh Pothier. Seconded by Robert Aldi, approved. 3. New Business a. Refund Requests: i. Yantic has one (1) request for refund: Bill Wrobel ii. Motion made by Thomas Quinley to grant the refund request when Treasurer’s Office has verified time and refund amounts for Mr. Wrobel. Motion seconded by Robert Aldi, approved. b. Bills: None c. New Applications: None Tax Ordinance: No discussion, the Ordinance has been withdrawn. d. Change to Benefits: i. Josh Pothier informed the Committee of the Change to Actuarial Assumptions: 1. Current $18.00: City contribution is estimated $332,409 for July 2014 to June 2015. 2. Increased to $20.00: City contribution is estimated at $347,420 for same time period. An estimated change of $15,011 for the City. 3. Increased to $22.00: City contribution is estimated at $364,952 for same time period. Cull: Should the Committee be reducing the perceived financial liability of the Plan by removing members who remain on the rosters that will never collect a monthly reimbursement? i. Josh Pothier will ask Hooker & Holcombe and determine if that would be a benefit and reduce actuarial administration costs. f. Spousal Benefit: Thomas Quinley asked Brigid Marks if the paid fire and police current pension plans remain at 90%. Brigid Marks confirmed that the current contracts remain at 90%. g. Public Service Death Benefit (PSDB): Red McKeon reminded the Committee Members, in the event of a Line-of-Duty Death, not only is the death benefit paid but there is an additional educational benefit paid to children of the deceased in the amount of $1003/month for a full time student. i. Red McKeon to clarify benefit amounts for the next scheduled meeting. h. Municode: the company hired to look at consolidating various City Ordinance(s) changes to date: i. The Committee agreed to investigate hiring Municode for consolidation of our Ordinance. ii. Josh Pothier estimates that it will cost $2,000-3,000. iii. Action Item: Josh Pothier to obtain a written estimate from Municode for consolidation work. iv. Work to be completed by January 1, 2015, in concert with the Ordinance updates. i. Next Meeting: Special meeting on April 22, 2014 at 1630 hrs. Motion made by Robert Aldi, seconded by Thomas Quinley. Approved to hold special meeting in April. i. Agenda items for the April meeting to be submitted to Josh Pothier by April 15, 2014. A motion was made by Thomas Quinley to adjourn the meeting, seconded by Donald Leary. Approved.
