City of Norwich Volunteer Firefighters’ Relief Fund Committee Minutes Special Meeting June 16, 2014 The Volunteer Firefighters’ Relief Fund Committee held a special meeting on Monday, June 16, 2014, at 5:00 p.m. in Room 209, City Hall, Norwich, Connecticut. Roll Call Members Present: Members Absent: Benoit, Richard (RB) - Taftville VFD, Chair Aldi, Robert (RA) - Town Consolidated Kochanski, Joseph (JK) - Laurel Hill VFD District Appointee Leary, Donald (DL) - East Great Plain VFD Bergren, Alan (AB) - City Manager Mankowski, Karen (KM) - Occum VFD John, John (JJ) - Personnel & Pension Marks, Brigid (BM) - Human Resources Board Appointee Director, vice chair [arrived at 5:04 pm] McKeon, Robert (RM) - Immediate Past Pothier, Joshua (JP) - Comptroller, Chair Treasurer Quinley, Thomas (TQ) - Yantic VFD, Secretary Others Present: None Agenda Items 1) Call to Order: Richard Benoit called the meeting to order at 5:02 pm 2) Review of minutes from the Regular Meeting on May 19, 2014: Motion made to accept the minutes of these meetings by JP, seconded by JK. Approved. 3) Discussion and action on proposed transfer of $72,000 ($18,000 per quarter) into Hooker & Holcombe Investment Advisors during fiscal year 2014-15, calculated as follows: Contribution from City to VFFRF $333,000 Estimated Contributions by Volunteers 12,000 Estimated Benefit Payments/ Refunds to be Paid (271,000) Estimated Actuary Fees (2,000) Net Amount Available for Investment 72,000 Motion made to accept the scheduled transfers by DL, seconded by KM. Approved. 4) Refund request(s): None 5) Approval of bills: a) Motion made by DL, seconded by JK, to approve the $9,800 invoice from Hooker & Holcombe for completion of January 1, 2014 valuation and cost estimate of two potential plan design changes. Approved. 6) New Applications for Benefits: None. 7) Review of revised January 1, 2014 actuarial valuation results. Motion made to accept the revised January 1, 2014 actuarial valuation report prepared by Hooker & Holcombe by JP, seconded by DL. Approved. 8) Discussion of changes to Volunteer Firefighter Relief Fund Plan. a) JP handed out some anonymous comments that had been dropped off in Human Resources in 2010 shortly after the 2010 plan revisions had been adopted. b) JP will seek to get some comparisons of other Connecticut towns volunteer firefighter tax abatements, relief plans, pension plans, stipends, etc. from the Connecticut Conference of Municipalities. 9) Update on the codification of Volunteer Firefighter Relief Fund plan into the City of Norwich Code of Ordinances. JP received communication from Municode that a draft of the codified ordinances should be available in late June/ early July 2014. 10) Adjournment: A motion was made by DL to adjourn the meeting, seconded by JK.
