Meeting Minutes
The regular meeting of the City of Norwich Zoning Board of Appeals was called to order at 7:06
p.m. Roll call was taken and it was determined that a quorum was present.
PRESENT:
Marc Benjamin, Chairman
Henry Olender, Vice Chairman
Mark Kulos
Dorothy Travers
Robert Phoenix – Alternate
ABSENT: Raymond Dussault
Peter Cuprak – Alternate
David Martin – Alternate
ALSO PRESENT: Tianne Phoenix Curtis, Zoning Enforcement Officer
Linda Lee Smith, Recording Secretary
E. COMMUNICATIONS: None
F. ACCEPTANCE OF MINUTES
Upon motion by Henry Olender, seconded by Robert Phoenix it was voted unanimously to
APPROVE the minutes of the May 10, 2016 regular meeting.
G. OLD BUSINESS: None
H. NEW BUSINESS:
Tianne Curtis advised the board the property owner wasn’t able to be present and
recommended the board not open the hearing at this time.
1. V#16-07 – Application of Mikasa International Income Tax Service
for property located at 2 Central Avenue in a General Commercial
(GC) zoning district. In accordance with Sec. 5.1.3.2 Required off-
street parking: to allow mixed residential & commercial use. 10
spaces required, request reduction to 6 to allow for the conversion of
retail to professional office.
Upon motion by Henry Olender second by Dorothy Travers motion carried unanimously to TABLE
V#16-07 until August 16, 2016.
I. DISCUSSION/DECISION ON APPLICATIONS
1. V#16-07 – Application of Mikasa International Income Tax Service
for property located at 2 Central Avenue in a General Commercial
(GC) zoning district. In accordance with Sec. 5.1.3.2 Required off-
street parking: to allow mixed residential & commercial use. 10
spaces required, request reduction to 6 to allow for the conversion of
retail to professional office.
(Tabled until August 16, 2016)

Upon motion by Mark Kulos and second by Henry Olender it was unanimously voted to adjourn at
7:09 p.m.
